HomeMy WebLinkAboutPZ 2015-06-04 Minutes MINUTES OF THE WORK SESSION AND REGULAR MEETING OF THE PLANNING & ZONING COMMISSION OF THE CITY OF NORTH RICHLAND HILLS, TEXAS JUNE 4, 2015 WORK SESSION The Planning and Zoning Commission of the City of North Richland Hills, Texas met in work session on the 4th day of June 2015 at 6:30 p.m. in the City Council Workroom prior to the 7:00 p.m. regular session. Present: Don Bowen Place 3, Secretary Bill Schopper Place 6, Vice Chairman Mike Benton Place 2 Mark Haynes Place 1 Kathy Luppy Place 5 Jerry Tyner Ex-Officio Absent: Randall Shiflet Chairman Steven Cooper Place 7 Staff Members: Clayton Comstock Planning Manager Clayton Husband Principal Planner Caroline Waggoner City Engineer Marrk Callier Management Assistant Cindy Garvin Recording Secretary CALL TO ORDER Bill Schopper called the meeting to order at 6:30 p.m. 1. General Announcements-upcoming city events Planning Manager Clayton Comstock presented announcements. 2. Discuss items from the regular Planning and Zoning Commission meeting Principle Planner Clayton Husband presented the requests of a Zoning Change from R1- Single Family Residential to C-1 Commercial on 1,009 acres located at 9228 Martin. Commissioners asked questions about the new business that may be building on this site and the cosmetic looks and details of the new restaurant. Commissioners asked questions concerning the access entrance to this lot. June 4,2015 P&Z Minutes Page 1 • B.0 Adjournment There being no other business, Bill Schopper adjourned the work session at 6:54 p.m. REGULAR PLANNING AND ZONING COMMISSION MEETING The Planning and Zoning Commission regular meeting is immediately following the work session (but not earlier than 7:00 p.m.) in the main council chambers. Kathy Luppy led the Texas Pledge of Allegiance. EXECUTIVE SESSION The Planning & Zoning Commission may enter into closed Executive Session as authorized by Chapter 551, Texas Government Code. Executive Session may be held at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the city attorney (551.071) as to the posted subject matter of this Planning and Zoning Commission meeting. June 4,2015 P&Z Minutes Page 2 The Planning and Zoning Commission may confer privately with its attorney to seek legal advice on any matter listed on the agenda or on any matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 51, Texas Government Code. B.0 CONSIDERATION OF MINUTES B.1 Approve minutes of the May 21, 2015 Planning &Zoning Commission Meeting. APPROVED KATHY LUPPY MOVED TO APPROVE MINUTES OF THE MAY 21, 2015 MEETING. DON BOWEN SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5-0. C. PUBLIC HEARINGS C.1 ZC 2015-10 Public Hearing and Consideration of a request from Miller Surveying Inc. for a Zoning Change from R-1 and Single Family Residential to C-1 Commercial on 1.009 acres located at 9228 -9236 Martin Drive. APPROVED Clayton Husband presented the staff report on the request for Zoning Change on property located at 9228- 9236 Martin Drive from R-1 Single Family Residential to C-1 Commercial. Applicant Jason Rawlings with Miller Surveying, 430 Mid Cities Blvd, Hurst TX presented their request for C-1 Zoning from R-1. The sale of the property is contingent on the zoning. No site plans have been prepared yet as we are not to that stage as of yet. It will be consistent with the other properties around the area. The Commission had no questions for staff or the applicant. Vice Chairman Bill Schopper opens for Public Hearing 7:06 P.M Vice Chairman Bill Schopper asked for anyone wishing to speak on the item to come forward. There being no one wishing to speak, Bill Schopper closed the Public Hearing at 7:06 p.m. MARK HAYNES MOVED TO APPROVE ZC 2015-10. MIKE BENTON SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5-0. June 4,2015 P&Z Minutes Page 3 C.2 AP 2015-04 Consideration of A Request from Miller Surveying INC. for an Amended Plat for Thompson Park on 1.009 acres at 9228-9236 Martin Drive. APPROVED MIKE BENTON MOVED TO APPROVE AP 2015-04. KATHY LUPPY SECONDED THE MOTION.
