The City Council of the City of North Richland Hills, Texas met as the Landscape Review Board on the 10th day of November 2014 immediately following the 7:00 p.m. City Council meeting. APPROVED Mayor Trevino called for a motion. COUNCIL MEMBER TURNAGE MOVED TO APPROVE THE MINUTES OF THE SEPTEMBER 22, 2014 LANDSCAPE REVIEW BOARD MEETING. COUNCIL MEMBER LOMBARD SECONDED THE MOTION. MOTION TO APPROVE CARRIED 7-0. Landscape Review Board Minutes November 10, 2014 Page 2 A.2 LRB 2014-04 CONSIDERATION OF A REQUEST FROM CALLAWAY ARCHITECTURE FOR A PERMIT FOR NONCONFORMITY TO SECTIONS 114-71(F) "LANDSCAPE AREA PERCENTAGE" AND (G) "LANDSCAPE SETBACK" ON 4.27 ACRES LOCATED AT 5196 RUFE SNOW DR. APPROVED Mayor Trevino called on Clayton Comstock, Senior Planner to present the item. Senior Planner Clayton Comstock summarized the item. The applicant is requesting a Permit for Nonconformity that would allow a building permit for substantial renovation of a property without conformance to the current landscaping standards. The owner of the property intends to renovate both the exterior and interior of the existing 46,000 square foot building at 5198 Rufe Snow Drive. The renovations would exceed 75% of the current appraised value of the property's improvements, whereby requiring full conformance with current landscape standards. The owner is able to make some significant improvements that would bring the site closer to compliance. Specifically, sixteen new parking lot landscape islands would be installed in a 2-acre parking field that has none today. This would also create more defined internal driveways for a parking lot that receives a lot of cut-through traffic. Twelve (12) existing parking spaces would also be removed along Dick Lewis to increase the landscape setback and aid in screening the rear of the building with additional trees and shrubs. Due to the existing layout of the property and the owner's specific parking needs the applicant would not able to meet the 15-foot landscape setback required by Section 114-71(g) nor the overall landscape area percentage required by Section 114-71(g) of the Landscape Ordinance. No public hearing is required for a Permit for Nonconformity and the Board's approval is associated with the building permit not the land. Staff recommends approval of LRB 2014-04. Mayor Trevino called on the applicant to come forward and present the item. Mark Daniel, 1207 Hampshire Lane, Richardson, Texas presented request and was available to answer questions from Council. Mayor Trevino called for the motion. COUNCIL. MEMBER WELCH MOVED TO APPROVE LRB 2014-04. MAYOR PRO TEM WRIGHT OUJESKY SECONDED THE MOTION. MOTION TO APPROVE CARRIED 7-0.
