Mr. Chairman, Tim Welch, called the meeting to order, on Tuesday, June 24th, 2014 at
4:01 p.m. All committee members were present.

Mr. Chairman, Tim Welch motioned to approve the minutes of the August 22, 2013
CIP Meeting. Mayor pro-tern Tito Rodriguez seconded the motion.

2014 PREVENTIVE STREET MAINTENANCE PROGRAM
The 2014 Preventive Street Maintenance Program was presented by the Operations
Manager, Jimmy Cates and Street Superintendent, Boe Blankenship.
Mr. Cates gave an overview of the two selected neighborhoods in the target area
located North of Mid-Cities Blvd., west of Blvd. 26, north of Loop 820 and south of Mid-
Cities Blvd.
Mr. Cates explained that the target areas were selected due to their street condition
ratings being in the 40's and that these were areas identified in the 2013 Citizen Survey
as streets with the worst conditions.
The recommended 2014 Preventive Street Maintenance program included:
• 12 Streets being Asphalt Overlay
• 20 Streets for Slurry Sealing
• 25 Streets for Crack Sealing
• The Portland Concrete Streets are left out of this year's program
Mr. Cates stated that staff made some concrete street repairs with the Fiber Crete last
year. He said that staff will review all Portland Concrete streets every few years and
identify any repairs that need to be made with the Fiber Crete method and will present
to the Committee at that point in time.
Street Superintendent, Boe Blankenship presented the 2014 Preventive Street
Maintenance Program and explained the difference between the proposed Hot Mix
Asphalt Overlays and Slurry Seals and the benefits of both methods.
Mr. Blankenship stated that the Proposed Preventive Street Maintenance Program has
an estimated cost of $900,000 which matches the approved Fiscal Year 13-14 Capital
Projects Budget.
Mr. Blankenship explained the annual assessment that is done for each city street. He
also explained how after identifying the number of defects and condition values of the
streets staff can apply the appropriate maintenance technique corresponding with a
specific condition rating. This helps to extend the pavements life cycle.
Mr. Blankenship presented a slide with a graph of the condition ratings for the past 14
years. The graph showed an overall trend in a positive direction. The 2014 average
condition rating was 83 compared to the 2013 condition rating of 82.
Mr. Blankenship presented a map of the 12 streets proposed for the 2014 program to
overlay and asked for questions.
The Mayor added that the higher traffic volume areas are probably having a significant
influence on the Citizen Survey Ratings. The Mayor suggested that when the residents
drive on a newly paved road and then turn onto their street and see it in a worse
condition they get a bad impression of all city streets.
The CIP Committee made suggestions for the Preventive Street Maintenance Program
• To include the streets condition rating either on the map, graph or the
spreadsheet.
• For staff to come up with a way to promote the program and show what the long
term cost savings are with the program.
• How to get the residents informed of our streets improvements
• To look into the street conditions of Daniel and College due to the high traffic in
the Fort Worth Christian School area.
Councilman Whitson moved to approve the 2014 Preventive Street Maintenance
Program as presented. Mayor Pro-Tem Rodriguez seconded the motion.
Motion carrried. Staff will present the 2014 Preventive Street Maintenance
Program to the City Council for approval.
CIP Committee Chairman, Councilman Welch, adjourned the meeting at 4:21 P.M.

Public Works to Present the 2015 Preventive Street Maintenance Program

Summary:
The Public Works Department has developed a recommendation for the 2015 Preventive Street
Maintenance program. The recommended program consist of an Asphalt Overlay on 7 Streets, a
Slurry Seal on 23 Streets, and Crack Sealing on 23 Streets.
This year's program does not include any repairs to the concrete streets. Staff was able to make all
necessary repairs with the 2012 Preventive Maintenance Program. Within a couple of years, staff will
review the concrete streets and make necessary repairs as needed with the program.
General Description:
This year's method for selecting streets is similar to past years in which staff concentrates on targeted
areas. The first targeted area of this year's program is the area south of Mid-Cities Boulevard
basically in the middle section of the City. The second area is west of Boulevard 26 and south of
North Tarrant Expressway.
The Street Pavement Condition Rating for these two areas meets the criteria established by staff
when selecting streets for the Annual Preventive Street Maintenance Program.
Additionally, the 2015 Preventive Street Maintenance Program included the rehabilitation of College
Circle (just north of Abbott Avenue to Terry Drive). Even though it was part of the Preventive Street
Maintenance Program it was identified in the Capital Projects Budget as a separate project. This was
done in order to meet Tarrant County's schedule and allow the project to be coordinated separately.
The College Circle Rehabilitation Project (SM 1502) was approved in the Fiscal Year 2015-16 Capital
Projects Budget for $300,000. The City and Tarrant County recently completed this project.

Program (Not Including College Circle)

Discuss Glenview Drive and the condition of City Streets in general

Summary:
Staff would like to discuss with the CIP Committee some possible funding options for Glenview Drive

As the CIP Committee is aware the City Council formed a Citizens Task Force to evaluate the street
improvement needs for the city and to prioritize those needs for a future possible Bond Election. The
Citizens Task Force met on a regular basis for several months to evaluate the street conditions of
various city streets and to make a recommendation on the timing of a possible bond election. Many
factors were considered, such as the construction of the North Tarrant Express (NTE), before the
Task Force decided that the Street Bond Election could wait a few years before it was considered.
Since that time the NTE has been completed. The detours that took place during construction have
resulted in the worsening of several city streets due to the additional traffic put on the streets during
the detours. Some of the streets used for detours were part of the Task Force's recommendation but
some of the streets impacted by the detours are different.
Staff would like to provide a summary to the committee of the list of streets that were part of the
Citizen Task Force recommendation and those "new" streets that have been added since the
completion of the NTE.
In addition to the street summary, Staff would like to present some possible funding options to the
CIP Committee for the reconstruction of 2 sections of Glenview Drive (Boulevard 26 to Flory and
Honey Lane to West City Limit Line). The options involve using authorized bond funds from other
projects for the sections of Glenview Drive. Staff believes some circumstances have changed during
the past several years that may warrant shifting some priorities. Staff will present the funding options
and explain the changes that may warrant the use of the streets funds differently.
