WORK SESSION
The City Council of the City of North Richland Hills, Texas met in work session on the
22 day of June 2015 at 6:30 p.m. in the City Council Workroom prior to the 7:00 p.m.
regular Council meeting.

Call to Order
Mayor Pro Tern Whitson called the meeting to order at 6:30 p.m.

Council member Welch had a question on item C1 —ZC 2015 -10, Ordinance No. 3360.
He inquired about the deed restrictions to ensure that all lots (11 -14) were lifted from the
previous deed restrictions that only allow residential use. Planning Manager Clayton
Comstock informed Council that the city previously lifted deed restrictions.
Council member Welch asked staff if all lots have documentation of the deed restriction
being lifted and /or terminated. Mr. Comstock informed Council he would search for the
documentation provided to staff by the applicant.
EXECUTIVE SESSION
Mayor Pro Tern Whitson announced at 6:32 p.m. that there was no business to conduct
in Executive Session and Council would adjourn to the regular Council meeting.

B.2 APPROVE RESOLUTION NO. 2015 -015, BUREAU OF JUSTICE
ASSISTANCE GRANT PROGRAM LOCAL AWARD.
COUNCIL MEMBER LOMBARD MOVED TO APPROVE THE CONSENT AGENDA. COUNCIL MEMBER
WRIGHT OUJESKY SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 5 -0.
C. PUBLIC HEARINGS
C.1 ZC 2015 -10, ORDINANCE 3360, PUBLIC HEARING AND CONSIDERATION
OF A REQUEST FROM MILLER SURVEYING INC FOR A ZONING CHANGE
FROM R -1 SINGLE FAMILY RESIDENTIAL TO C -1 COMMERCIAL ON 1.009
ACRES LOCATED AT 9228 — 9236 MARTIN DRIVE.
APPROVED
Mayor Pro Tern Whitson opened the public hearing and called on Planning Manager
Clayton Comstock to present the item.
Planning Manager Clayton Comstock presented items C.1 and D.1 for Council. The
purpose of item C.1 is to rezone four lots, located on the south side of Martin Drive and
west of Precinct Line Road for future retail development. The applicant is proposing to
combine the four lots into one lot (companion item D.1, AP 2015 -04) for future retail
development.

The Planning and Zoning Commission at their June 4, 2015 meeting recommended
approval with a vote of 6 -0. Staff is recommending approval of Ordinance No. 3360 and
AP 2015 -04.
Council had no questions for staff.
Applicant representative Jason Rawlings with Miller Surveying located at 430 Mid Cities
Boulevard, Hurst, Texas, presented request and was available to answer questions
from Council.
Council member Welch asked Mr. Rawlings if the deed restrictions for the property have
been resolved to allow commercial development. Mr. Rawlings informed Council that
he forwarded staff a copy of the deed restrictions executed by the city manager.
Council member Welch informed Mr. Rawlings the property has a few lots and he wants
to make sure the developer does not have a problem obtaining permits if the deed
restrictions have not been lifted for the property identified in tonight's request. Mr.
Rawlings informed Council he would inform the developer of the deed restrictions.
Mayor Pro Tern Whitson called on anyone wishing to speak on the item to come
forward. There being no one wishing to speak, Mayor Pro Tern Whitson closed the
public hearing.
COUNCIL MEMBER WRIGHT OUJESKY MOVED TO APPROVE ZC 2015 -10, ORDINANCE NO.
3360. COUNCIL MEMBER WELCH SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 5-0.
D. PLANNING AND DEVELOPMENT
DA AP 2015 -04 CONSIDERATION OF A REQUEST FROM MILLER SURVEYING,
INC. FOR AN AMENDED PLAT FOR THOMPSON PARK ESTATES ON 1.009
ACRES AT 9228 -9236 MARTIN DRIVE.
APPROVED
This item was presented in conjunction with item C.1.
COUNCIL MEMBER LOMBARD MOVED TO APPROVE AP 2015 -04. COUNCIL MEMBER BARTH
SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 5 -0.

F.1 APPROVE THE INSTALLATION OF FIBER NETWORK FROM SPLENDID
TECHNOLOGY SERVICES (STS) IN THE AMOUNT OF $255,573.
APPROVED
Assistant Director of Information Services Bob Weakley presented item and was
available to answer questions from Council.
Council had no questions for staff.
COUNCIL MEMBER WRIGHT OUJESKY MOVED TO APPROVE ITEM. COUNCIL MEMBER LOMBARD
SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 5 -0.
G. EXECUTIVE SESSION ITEMS - CITY COUNCIL MAY TAKE ACTION ON ANY
ITEM DISCUSSED IN EXECUTIVE SESSION LISTED ON THE WORK
SESSION AGENDA
No action was necessary as the result of Executive Session.
H. INFORMATION AND REPORTS
HA ANNOUNCEMENTS
Council member Wright Oujesky made the following announcements.
City Hall and other non - emergency city offices will be closed on Friday, July 3 in
observance of Independence Day. The Library, Animal Adoption & Rescue Center and
Tennis Center will also be closed on Saturday, July 4. NRH2O Family Water Park, Iron
Horse Golf Course and the NRH Centre will be open. Residential garbage and recycling
collections will not be impacted by the holiday.
Join us at the Northeast Tarrant Family 4th Celebration on Saturday, July 4. The food,
fun and entertainment for the whole family will start at 5:00 p.m. and a free concert by
country music singer Derek Anthony starting at 8:00 p.m. The fireworks will begin at
approximately 9:30 p.m. Parking is available at 6351 Boulevard 26 and at Wiley G.
Thomas Coliseum. You can find more information on our website or by contacting the
Northeast Tarrant Chamber of Commerce.
Kudos Korner — Jason Ticknor, Jeff Smith and Mary Sullivan of the Fire Department —
A card was received from a citizen thanking Jason, Jeff and Mary for replacing all of the
batteries in her smoke detectors. She stated that she was getting over pneumonia and
was too weak to climb a ladder and replace them herself. She was extremely grateful
for their assistance.
