CALL TO ORDER Mayor Brown called the special meeting to order May 6, 1996 at 6:00 p.m. ROLL CALL Present: Tommy Brown JoAnn Johnson Lyle E. PLEDGE OF ALLEGIANCE 2. GN 96-52 CANVASSING MUNICIPAL ELECTION- RESOLUTION NO. 96-29 APPROVED Mayor Brown presented the canvass of the May 4, 1996 Municipal Election. May 6, 1996 Page 2 Resolution No. 96-29 WHEREAS, an Election was duly held in the City of North Richland Hills, Texas, on the 4th day of May, 1996 to elect the Mayor and Council Places 2, 4, 5 and 6 and Municipal Judge of the City of North Richland Hills, Texas; and WHEREAS, the Mayor and City Council duly canvassed the votes of said election on this the 6th day of May, 1996; and WHEREAS, the canvass showed the following results: Candidates Office Total Russ Mitchell Tommy Brown Mayor 924 1,392 Mack Garvin Place 2 1,542 Terri Mace JoAnn Johnson Place 4 932 1,313 Bob Bess Don D. Beech Ray Oujesky Municipal Judge 518 371 1,305 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH RICH LAND HILLS, TEXAS, that 1. The above canvass be and the same hereby is in all things approved. 2. Motion carried 6-0. 3. GN 96-53 FILING STATEMENTS AND OATHS OF ELECTED AND APPOINTED OFFICIALS WITH THE SECRETARY OF STATE- RESOLUTION NO. 96-30 APPROVED Councilman Garvin moved, seconded by Councilman Wood, to approve Resolution No. 96-30. Motion carried 6-0. 4. OATH OF OFFICE City Attorney McEntire administered the oath of office to Tommy Brown, Mack Garvin, JoAnn Johnson, Don Phifer, Byron Sibbet and Ray Oujesky. 5. ELECTION OF MAYOR PRO TEM Councilwoman JoAnn Johnson moved, seconded by Councilwoman Sansoucie, to elect Councilman Garvin as Mayor Pro Tem. Motion carried 7-0. May 6, 1996 Page 4 6. GN 96-56 CALLING RUN-OFF ELECTION, IF NECESSARY RESOLUTION NO. 96-31 APPROVED Not necessary. Mayor Brown presented Mayor Pro Tem Garvin with a plaque for ten years of service to the City of North Richland Hills as Council Member, Place 2. 7. DISCUSSION OF BURSEY ROAD SENIOR ADULT CENTER City Manager Sanford explained to Council that federal regulations require buildings to be brought up to ADA standards with the expenditure of $50,000 or more. Mr. Sanford advised that for Council to accomplish their proposed improvements to the Bursey Road Senior Adult Center it would have to be brought up to ADA standards. Mr. Sanford advised that it would cost approximately $61,000 to bring it up to ADA standards and an additional $36,000 would be needed for the construction. Staff explained the work that would need to be done to the Center and presented a proposed plan to the Council to add on to the building and bring it into compliance with ADA standards. Council discussed various options with the City staff: 1) gutting ,the existing restrooms and building new ones; 2) adding one room now and additional space later at the top of the building; and 3) razing the building and building a new facility. Council discussed whether the Center would meet the future needs of the seniors in the northern area of the City. There was discussion concerning the grant and the allocation of the grant between the renovation of the Bursey Road Senior Center and the Glenview Neighborhood Park. Mr. Sanford advised that if Council desired to add a room on to the building, the additional money needed could be funded from the savings from the landscaping and irrigation of the new City Hall. After further discussion by Council, consensus was to place an action item on the next City Council agenda to fund the additional money needed for the construction and to bring the building up to ADA standards as presented on the plans by Staff.
