MINUTES OF THE CITY COUNCIL WORK SESSION

Mayor Brown called the work session to order July 16, 1996 at 7:00 p.m.

WATER IMPACT FEES FOR BJ.S.D.
Mr. Sanford advised the Birdville Independent School District has requested that the
City relieve them of paying the water and sewer impact fees for a new school they are
planning to build. After discussion, consensus of the Council was for the City Manager
to waive the City impact fees for B.I.S.D.
PROPOSED EMPLOYEE PAY PLAN
Mr. Sanford briefed the Council on the history of the City's current pay plan. Mr.
Sanford explained that the current pay plan is based on the study done by Ralph
Andersen & Associates. In 1993 Council adopted only part of the plan recommended
by Anderson & Associates. Mr. Sanford recommended that Council further implement
the plan. Mr. Sanford advised Council they needed to provide a method to allow
employees to go through the ranges. He also explained the program he was
recommending would not have an overlap in the ranges.
Mr. Shiflet presented to the Council the City Manager's proposed plan for public safety
and general municipal employees. Mr. Shiflet advised that after Council approved a
compensation plan, a management policy would be implemented to insure uniformity in
the application of the plan. The policy would address salary adjustments, merit pay
eligibility dates, promotions, and market adjustments in the policy.
The Council discussed the plan being recommended by the City Manager and the plan
the Police Department wanted implemented. Staff answered Council's questions.
Mayor Brown announced Council would discuss the plan again at the Budget Work
Session.
ADJOURNMENT
Mayor Brown adjourned the work session.
