HomeMy WebLinkAboutCC 1996-08-02 Minutes MINUTES OF THE NORTH RICHLAND HILLS CITY COUNCIL BUDGET WORK SESSION HELD AT GARRETT CREEK RANCH CONFERENCE CENTER, ROUTE 2, PARADISE, TEXAS - AUGUST 2-4, 1996 CALL TO ORDER Mayor Brown called the Budget Work Session to order August 3, 1996 at 8:00 a.m. PRESENT: Tommy Brown Mack Garvin Lyle E. Council was presented a video presentation City Council Budget Work Session August 2-4,1996 Page 2 that reviewed the 1995/96 budget, goals and accomplishments. Mr. Elfrink presented the highlights of the 1996/97 proposed budget. The proposed service enhancements were presented by Mr. Sanford. The Council began the review of the departmental budgets and Staff answered their questions. Mayor Brown advised he would like for the City to participate in a national program on October 26 called "Do Something Kind for Somebody Else". He advised he would like to make it a county-wide program and would need assistance from Jim Browne. He also advised he would like for the Police Department response time to be reduced. Council discussed Councilwoman Johnson's Crepe Myrtle project and the Historical Committee project. Mayor Brown recessed the meeting at approximately 9: 1 0 a.m and called the meeting back to order at 9:30 a.m. with the same members present except for Mayor Pro Tem Garvin. Councilman Wood moved, seconded by Councilwoman Johnson, to go forward with the proposed 57¢ tax rate. Motion carried 5-0. MAYOR PRO TEM GARVIN NOW PRESENT. Mayor Brown recessed the work session to Executive Session at 10:30 a.m. Mayor Brown called the work session back to order at 12:05 p.m. and called a recess for lunch. Mayor Brown called the work session back to order at 1 :00 p.m and then Mayor Brown recessed the meeting to call to order a work session for the North Richland Hills Crime Control and Prevention District Board. Mayor Brown called the Budget Work Session back to order after the adjournment of the Crime Control and Prevention District Board Work Session. The Council discussed the Enterprise Funds. Staff answered Council's questions. There was discussion on Staff's recommendation to increase rates for season passes at the Water Park. The Council discussed the Golf Course Budget. The City Manager advised the traps needed to be rebuilt during the fall and that a new ice machine was needed. The Council discussed Vehicle Maintenance, Building Services, Information Services, Insurance, Streets and Drainage and Economic Development. City Council Budget Work Session August 2-4, 1996 Page 3 Mayor Brown recessed the work session at 4:00 p.m. Mayor Brown called the work session back to order on August 4, 1996 at 9:00 a.m. The following Council members were present: Mayor Brown, Mayor Pro Tem Garvin, Councilwoman Johnson, Councilmen Welch, Sibbet and Phifer. The following staff members were present: C.A. Sanford, Larry Cunningham, Pat Elfrink, Andy Wayman, Debbie Durko, Margaret Ragus, and Jim Browne. The Parks Director presented the capital projects for the Parks and Recreation Development Corporation budget. Mr. Browne presented each capital improvement project in detail and discussed the grants with the Council. Staff answered Council's questions.
