EXECUTIVE SESSION
The City Council may enter into closed Executive Session as authorized by
Chapter 551, Texas Government Code. Executive Session may be held at the
end of the Regular Session or at any time during the meeting that a need arises
for the City Council to seek advice from the city attorney (551.071) as to the
posted subject matter of this City Council meeting.
The City Council may confer privately with its attorney to seek legal advice on
any matter listed on the agenda or on any matter in which the duty of the attorney
to the governmental body under the Texas Disciplinary Rules of Professional
Conduct of the State Bar of Texas clearly conflicts with Chapter 551, Texas
Government Code.

property - (1) southeast corner of Rufe Snow & Loop 820, (2) 7901 Boulevard 26
and (3) City Property (Mineral Leases).

2. Discuss the UNIDOS program — community outreach for Spanish-speaking
residents.

Director of Public Safety Jimmy Perdue introduced Officer Kristina Gonzalez who E
provided an overview of the program. Officer Gonzalez commented that the program
was created in 2006 by Garland Assistant Police Chief Steve Dye. The program was c
created to address the need for better communication between Hispanic residents and
the police department in an effort to build trust, improve communication and address
cultural differences in an effort to create awareness and assist with crime prevention.
Since its inception, the following cities: Alvarado, Arlington, Dallas, Garland, Grand
Prairie, Plano, Richardson and Rockwall have implemented the program. The program 2

will conduct quarterly meetings, which will be conducted in Spanish and will include
participation from Hispanic community leaders and bilingual city employees. The N
meetings will serve as a resource center for residents to obtain information on a variety N
of topics that are not necessarily related to the police department. The first meeting is :
scheduled for later in the week and Council member Rodriguez has agreed to speak at w
the meeting.

Executive Session. Mayor Trevino called on Director of Economic Development Craig
Hulse to present the item.

Director of Economic Development Craig Hulse commented that the TEXRail commuter
rail line is the next passenger rail service coming to Tarrant County. Along with the E
TEXRail route is the future Iron Horse station to be located on Iron Horse Boulevard and
Boulder Drive, located behind Sam's Club. In response to the pending construction of a
the rail line, the City of North Richland Hills together with current private property
owners and The Fort Worth Transportation Authority have collaborated on a design for
July 27, 2015

the station. The design will involve the purchase and swap of property to accommodate
parking for the station. The item for Council's consideration this evening is an earnest
money contract for the purchase of approximately 2.2 acres of property from Skeeter
and Bucky, LP and a swap of 2.31 city property for 2.12 acres of a separate property
from Skeeter and Bucky, LP. Staff recommends authorization for city manager to
execute an earnest money contract for the purchase and exchange of land along Iron
Horse Boulevard and Boulder Drive with Skeeter and Bucky, LP. E

COMPREHENSIVE LAND USE PLAN AS THE IRON HORSE TRANSIT E
ORIENTED DEVELOPMENT DISTRICT.

Mayor Trevino opened the public hearing for items C1 (ZC 2015-05, Ordinance No.
3365), C2 (SDP 2015-01, Ordinance No. 3366) and C3 (SDP 2015-02, Ordinance No.
3367) and called on Planning Manager Clayton Comstock to present the items. 2

Planning Manager Clayton Comstock presented item for Council. The purpose of the N
request is to rezone property as Transit Oriented Development (TOD) to support the ti
pending construction of the TEXRail commuter rail line. If approved, Council will ;,
consider two Special Development Plans (SDP) for a multifamily development and
parking lot adjacent to the planned station. The intent of the TOD district is to support o
the development of the community's station areas into pedestrian-oriented, mixed-use
urban development environments with convenient access to rail transit, shopping,
employment, housing, and neighborhood retail services. Due to the tight time E
constraints of a proposed pending development and the recent execution of an
interlocal agreement that formalized the city's participation in the TEXRail project, the Q
rezoning of the Iron Horse TOD area is being accomplished through a phased a
approach. Property owners that represent 60 acres closest to the station and the Iron
Horse corridor have agreed to rezone and staff has started discussions with other
property owners about bringing a second round of TOD zoning changes later this year.
The Planning and Zoning Commission at their July 23 meeting recommended approval N
of the zoning request with a vote of 4-0. o

Council and staff discussed parking along Iron Horse Boulevard. Mr. Comstock N
informed Council that The Fort Worth Transportation Authority and the developer will
conduct a traffic impact study to determine if any improvements are needed to Iron
Horse Boulevard as the result of the development and station.
The companion item C2—SDP 2015-01—is requesting approval to construct a o
multifamily development to be built in two phases. The applicant is requesting
variances to the TOD code for mixed-use percentages (variance to the minimum 35%
commercial occupancy requirement and variance to the commercial occupancy
requirement to allow for 100% residential uses); build-to-zones (variance to the 0-5-foot
setback to allow a 25-foot setback); required parking count (variance to allow 1.38
spaces/unit ratio from required 1.5 parking spaces per multifamily dwelling unit); and
structured parking (variance to minimum 80% required parking for Phase 1 to allow a
6%). The Planning and Zoning Commission at their July 23, 2015 meeting
recommended approval with a vote of 4-0.

Council and staff discussed the phased approach, required structured parking and
public parking along Iron Horse Boulevard. Mr. Comstock informed Council the
structured parking is an integral part of Phase 2 and will be part of the building. The
units and parking garage will be developed simultaneously.
The last companion item C3—SDP 2015-02—is requesting approval to construct a
surface parking lot (377 spaces) as the primary use of a property to serve as the new _
TEXRail commuter rail station at Iron Horse. In order to develop the train platforms and
encourage ridership, surface parking lots will be required at each stop. As a primary use 0
of the property, "transitional surface parking lots" are not permitted by right within the
Transit Oriented Development (TOD) district. If the zoning change is approved for the
Iron Horse TOD, this Special Development Plan (SDP) will allow a surface parking lot to
support the rail station. The Planning and Zoning Commission at their July 23, 2015
meeting recommended approval with a vote of 4-0. 2 LO

Applicant representative Robin McCaffey, 909 C.R. 4814, Ladonia, Texas presented N
request. Mr. McCaffey reviewed with Council the process to date regarding the 2:1
project. In 2011 a joint planning meeting of the city, developer and the Fort Worth
Transportation Authority ("The T") was held to discuss the project and plan. In 2014, a c
zoning application was submitted based on the plan. As a result of the parking
location not being desirable by The T, the plan was revised and a revised zoning
application submitted to the city. Based on discussions, the final plan before Council E
tonight is the collaboration of interested parties. Phase 1 will include 257 units with c
Phase 2 including 469 units, structured parking and retail space program. The design Q
will consist of four story buildings with a contemporary design and include urban a
landscape improvements. o

city manager as agent to act on behalf of the city. The mission of the Selective Traffic 0
Enforcement Program (STEP) is to reduce the number and severity of vehicular crashes
throughout the state. North Richland Hills received notification from the Texas E
Department of Transportation that grant funds have been allocated under the STEP
2016 Program to reimburse for overtime hours incurred while conducting enforcement Q
for speed compliance, increased DWI enforcement and intersection control. In order to a
receive the grant funds, the city is required to enter into a grant agreement with the
Texas Department of Transportation. The city agrees to fund overtime for 1,000
projected additional man-hours targeting speed compliance, impaired drivers and

Subject: Authorize city manager to execute Interlocal Agreement with cities of
North Richland Hills, Haltom, Richland Hills and Watauga for the Teen
Court Program.

Summary:
Attaached is the renewal of the interlocal agreement for consolidated Teen Court
Services for the cities of Haltom, Richland Hills, Watauga, and North Richland Hills.
The agreement is for a 1 year period with the option to extend for one additional year.
General Description:
North Richland Hills has worked with the cities of Haltom, Richland Hills, and Watauga
since 2010 to conduct Teen Court services. The attached interlocal agreement is
presented for City Council approval for another one year agreement, with the option to
renew for a second year. The Court staff has contacted each City and provided
updated cost estimates and to determine the interest of all parties to continue
participation in the program. Based on this agreement, all cities will continue their
participation in the program. Costs are shared on a pro-rata basis determined by the
number of participants from each City. Fiscal Year 2013/2014 had over 400 Teen Court
participants in the program, and we anticipate over 500 participants for this year and
next. Overall, participants completed 16,750 hours of community service in FY 13/14
and community services hours are expected to increase to over 18,000 in the next fiscal
year.
We would like to thank the City Council for continued support of the Teen Court
Program for our community; and, the many volunteers and board members who also
give of their time to support our efforts to assist youth in the Mid-Cities area.
Recommendation:
Authorize the City Manager to sign the interlocal agreement between the cities of North
Richland Hills, Richland Hills, Haltom City and Watauga

THIS AGREEMENT is entered into this the 1st day of October, 2015, by and between
the Cities of North Richland Hills, Haltom City, Watauga and Richland Hills, Texas,
municipal corporations, (hereafter referred to as "Cities" or "each participating City") the
parties acting herein under the authority and pursuant to the terms of Chapter 791,
INTERLOCAL COOPERATION CONTRACTS, Texas Government Code, for the
purpose of establishing the terms under which a Teen Court program will be established a

WHEREAS, the City of North Richland Hills has a Teen Court program established and
operating and the Cities of Haltom City, Watauga and Richland Hills desire to make this
program available to the residents of their respective cities; and ;

the operation of a Teen Court for the parties hereto is equitable and will provide benefits
to each; NOW THEREFORE,

For and in consideration of the mutual promised and covenants herein made, the
benefits flowing to each of the parties hereto, and other good and valuable
consideration, the Cities of North Richland Hills, Haltom City, Watauga, and Richland z°
Hills, Texas do hereby contract and agree as follows:
SECTION 1. The Teen Court is a volunteer program which allows juvenile
misdemeanor offenders an alternative to the criminal justice system while

allowing them to assume responsibility for their own actions by
involvement in the judicial process and community service in order that c
their offenses will not be recorded; bringing juvenile offenders before a
jury of their peers and to the community for constructive punishment which S
will provide the youths with an understanding of the judicial system and a
realization of their roles (responsibilities) in the community.

SECTION 2. The City of North Richland Hills shall provide a court facility available for
holding teen court on Monday nights and provide a judge for two of such
weekly sessions and a bailiff for all weekly sessions, employ an Assistant
Teen Court Coordinator to administer and coordinate the activities of the
Teen Court program and provide office space for the coordinator. The a
Assistant Teen Court Coordinator will work under the supervision of the
North Richland Hills Juvenile Case Manager and shall be responsible for
preparation of statistical reporting to each agency.

SECTION 3. Haltom City, Watauga, and Richland Hills each agree to provide a Teen
Court Judge for 16 Teen Court sessions per year.
SECTION 4. Haltom City, Watauga, and Richland Hills shall reimburse North Richland
Hills for a portion of the cost of the salary and benefits of the bailiff and the
part time Assistant Teen Court Coordinator plus estimated supply costs.
Such costs for salary benefits and supplies are $20,300.00 for the year
beginning October 1 , 2015. Haltom City agrees to pay $10,469.00;
Watauga agrees to pay $8,898; and Richland Hills agrees to pay

SECTION 5. North Richland Hills has an existing Teen Court Advisory Board in its a
jurisdiction with appointments to such board made by the City Council. c
Haltom City, Watauga, and Richland Hills shall have the right to appoint
one additional member to such advisory board.
SECTION 6. This Agreement shall be for the initial period beginning October 1, 2015 0
and ending September 30, 2016 upon execution by all parties hereto, with
operation to renew for one additional year.
SECTION 7. Any party hereto may terminate its participation in this Agreement without 2

recourse or liability upon thirty (30) days written notice to the other parties.
Should either of the other two parties terminate their participation. North
Richland Hills may terminate this Agreement or renegotiate with the
remaining party or parties. z°
SECTION 8_ This Agreement is made pursuant to Chapter 791 and Subchapter E,
Chapter 418, Texas Government Code. It is agreed that in the execution
of this Agreement, no party waives any immunity or defense that would

a request from Center Point Church for a Zoning Change from TOD
Transit Oriented Development to C-1 Commercial for an approximately
0.65 acre portion of Lot 1, Block 1, Center Point Addition located at
7804 Mid Cities Boulevard.

Summary:
Center Point Church is requesting a zoning change from "TOD" Transit Oriented
Development District to "C-1" Commercial on a small 0.65-acre portion of their 8.489-
acre property at 7804 Mid-Cities Boulevard. The Church does not have any immediate
development plans. The zoning change request is associated with a capital
improvements project for Smithfield Road and the right-of-way required from the Church
for the project.
General Description:
EXISTING CONDITIONS: The 8.489-acre property was purchased and platted by
Center Point Church in 2003. The 22,278 square foot building and its associated
parking was completed in two phases in 2005 and 2008 but only takes up a little more
than half of the lot area. The Church has plans for future expansion of a Worship
Center addition and additional parking.
SURROUNDING ZONING / LAND USE:

South: R-4-D Duplex & R-2 Single Family / Low Density Residential

PLAT STATUS: Lot 1, Block 1, Center Point Addition (NRH Case No. PS 2003-05)
was filed May 8, 2003.
COMPREHENSIVE PLAN: The Comprehensive Plan shows this 50-foot strip along
Smithfield to be planned for "Transit Oriented Development" (TOD) and the remainder
of the Church property to be the "Retail' designation. As is described below, the City
will accomplish the original intent of zoning this 50-foot strip TOD through the Smithfield
Road Project.

EXISTING ZONING: Transit Oriented Development (TOD) District. In 2009, the City of
North Richland Hills rezoned a large portion of the Smithfield area into the Transit
Oriented Development Zoning District to prepare for the eventual arrival of a commuter
rail station. A 50-foot strip of land on the west side of Smithfield Road on the Center
Point Church property was included in the rezoning for the purpose of establishing the
urban streetscape on both sides of Smithfield Road in that area. If development had
occurred on the west side of Smithfield, they would be required to adopt the same
sidewalks, street trees and other TOD elements along the street. Since, however, the
City is proceeding with installing those improvements as part of the Smithfield Road CIP
Project described below, there is no foreseeable reason to keep the 50-foot strip in the
TOD District.
SMITHFIELD ROAD CIP PROJECT: The City of North Richland Hills is currently
undergoing design and completing the right-of-way acquisition for a Capital
Improvements Project that will reconstruct, widen and redirect Smithfield Road between
Mid-Cities Boulevard and Davis Boulevard. The project includes intersection
improvements at Mid-Cities and Smithfield as well as redirecting Smithfield on the south
side to intersect with Davis at the Bridge Street signalized intersection. Between the
two intersections, the roadway will be widened to four lanes and sidewalks and street
trees will be provided.
IMPACT ON CENTER POINT CHURCH: Through the right-of-way acquisition process,
officials at Center Point Church notified the City that the Church had plans already
prepared for the expansion of their campus and parking lot. The concern was that the
right-of-way taken along Smithfield Road could cause a loss in parking spaces if the
City held firm to the required minimum landscape setback. City staff and the Smithfield
Road design engineer were able to accurately identify that the ROW acquisition will
result in a reduced landscape setback width, but that the proposed parking stalls
themselves are not impacted. To accommodate this landscape setback reduction and
avoid a higher acquisition cost, an elected or appointed board or commission of the City
would have to officially grant some sort of variance.
PROPOSED ZONING: "C-1" COMMERCIAL. The remainder of the Center Point
Church property is zoned "C-1" Commercial, so the proposed rezoning would eliminate
the split-lot zoning that was created in 2009. Additionally, most of the City's landscape
regulations are located within a chapter of the City Code that is separate from the
Zoning Code. The Transit Oriented Development (TOD) Zoning District, however, has
specific public and private landscape and streetscape provisions. A landscape variance
on property in the TOD would therefore require Zoning Board of Adjustment approval or
City Council approval of a Special Development Plan after Planning & Zoning
Commission consideration. If rezoned to "C-1" Commercial, a Landscape Review
Board case could accomplish the same result. There is no significant impact in
changing the 50-foot strip back to "C-1" Commercial, since the rest of the property is
already has the "C-1" zoning.

ATTACHMENTS: The attached aerial photograph with Center Point Church Site Plan
overlay shows the existing and the new right-of-way for Center Point Church for
reference. The right-of-way taking results in a landscape setback of about 9 feet in
width. The codified requirement for the landscape setback in the TOD is 10 feet and 15
feet for other conventional zoning districts.
PLANNING & ZONING COMMISSION: The Planning & Zoning Commission held a
public hearing and considered this item at their June 18, 2015 meeting and voted 6-0 to
recommend approval as presented.

portion of the property, zoned TOD, is on undeveloped land owned by the church and
adjacent road the widening project of Smithfield Road. The church's long-term plan is to E
expand their parking lot in this area. The TOD zoning was implemented in 2009 and 0
included the streetscape of Smithfield Road. If the zoning change were approved, a
separate application for a fifteen- (15- ) foot landscape variance would be considered to S

request and was available to answer questions from the Commission. He thanked staff N
working with the church on the Smithfield Road project. Of the three (3) phase master C
plan, phases one (1) and two (2) were completed before the TOD development. The
church understands the intent of the TOD project and sees the proposed solution as a
win/win situation. He asked that the Commission approve this request.

Summary:
Safeway Consulting & Contracting, LLC, is requesting a Zoning Change from AG
Agricultural to R-2 Single-Family Residential for a proposed 13-lot residential
development on this 6.481-acre site located on the north side of Shady Grove Road,
west of Steeple Ridge Drive. Although recommended for denial by the Planning &
Zoning Commission, the applicant has appealed the recommendation to City Council
and has provided additional information that was not available at the time of
consideration by the Planning & Zoning Commission.
General Description:
The property under consideration consists of three unplatted tracts of land covering
6.481 acres. The site has a reverse ell shape, with a narrow portion of the property
extending north and parallel to the Steeple Ridge subdivision. Tree cover primarily
exists along the common property line Steeple Ridge and in the northern portion of the
tract. There are two houses on the property with access to Shady Grove Road.
COMPREHENSIVE PLAN: This area is designated on the Comprehensive Land Use
Plan as "Low Density Residential." This designation provides for traditional low-density
single-family detached dwelling units.
CURRENT ZONING: The property is currently zoned AG Agricultural.
PROPOSED ZONING: The proposed zoning is R-2 Single-Family Residential. The R-2
zoning district is intended to provide areas for low-density development of single-family
residences that are constructed at an approximate density of 4.0 units per acre. The
proposed R-2 zoning is consistent with the Comprehensive Plan recommendation for
Low Density Residential. However, the proposed zoning boundary is adjacent to
additional underdeveloped acreage to the north and west. If developed in the interim,
the R-2 boundary currently proposed would not guarantee a comprehensively planned
development for the entire block with the best plan for access and lot layout.

APPLICATION RECEIVED FOR R-2 ZONING WEST OF PROPOSAL: On August 3,
the same applicant submitted a zoning change application for approximately 4.5 acres
adjacent to the west of this proposal at 8451 Shady Grove Road (application attached
for reference). The applicant has indicated that they just recently have placed the
property under contract. With the owner's acknowledgement and permission, the
applicant is proposing a change from AG Agricultural to R-2 Single Family. While this
new zoning request cannot be considered with this current application, the applicant will
maintain that this additional acreage has addressed the staff and Planning & Zoning
Commission concern for a "piecemeal" phased development. This new area would
provide additional access to Shady Grove to the west.

Final Plat approved by City Council.
PLANNING & ZONING COMMISSION: The Planning & Zoning Commission held a
public hearing and considered this item at their July 23 meeting and voted 4-0 to

recommend denial of the application. The public hearing for the zoning change was
accompanied by the consideration of a Preliminary Plat for 11 new single family lots.
The Commission voiced concern for the length of the proposed dead-end street shown

larger area in the bend of Shady Grove Road.
Recommendation:
To deny Ordinance 3369.

thriving in their bit of country land right in the middle of the thriving city.

violation and punishable hereunder.

Item CA is a request for a zoning change from AG Agricultural to R-2 Single-Family N
Residential on 6.481 acres located at 8463 and 8517 Shady Grove Road. Mr. Husband
stated the Comprehensive Plan designates the area a low-density residential and the
proposed zoning is consistent with other residential development in the area. He
explained the request is related to the proposed preliminary plat for Stone Ridge
Estates. Staff recommends approval of the zoning change.
Item D.1 is a request for a preliminary plat of Stone Ridge Estates on 6.481 acres a
located at 8463 and 8517 Shady Grove Road. Mr. Husband stated the plat consists of LO
11 new single-family residential lots on a single-loaded street, one excess/remainder lot, N
and one lot temporarily reserved for emergency access. He explained the length of the M
dead-end street is 809 feet, which exceeds the maximum allowed length of 500 feet. ;,
The developer has requested a variance from this standard. A special use permit will
also be required for the proposed detention pond, and the special use permit would 0
accompany the final plat of the property. Staff recommends denial of the preliminary plat
as it does not meet the requirements of the subdivision regulations due to the length of
the street.

Osama Nashed, ANA Consultants, 5000 Thompson Terrace, Colleyville, presented the
request and was available to answer questions from the Commission. He described the 0
proposed housing product at 3,500-4,200 square foot houses priced in the range of

$400,000-$500,000. He stated they are requesting a variance on the street length and
they will submit a special use permit application for the detention pond. w
Commissioner Don Bowen asked about the maintenance of the detention pond and its 0
effect on only 11 property owners.
City Engineer Caroline Waggoner stated the developer would have to enter into a a
maintenance agreement that places the responsibility for the pond on the developer and
subsequently the homeowner's association.

Summary:
This purchase provides the audio visual equipment and connectivity for new City Hall
facility. Includes the labor necessary for installation.
General Description:
One of the major components of the new City Hall is the technology contained in the
facility. Part of that technology is the audio/visual systems distributed throughout the
facility all designed to help the staff function more efficiently. At over 180,000 sq. ft.
there are a multitude of settings that need to be connected via an electronic medium.
Staff has worked with our design team, led by Brinkley Sargent Architects, our
construction manager at risk Balfour Beatty and the City's technology contractor
Synetra to create an integrated system that takes full advantage of existing technology
with the ability to improve it in the future. The backbone of this system was approved by
City Council on 6/8/15 to be provided by Synetra.
This item is the purchase of the second part of that system and incudes the cables,
adaptors, connectors, mounts and other installation hardware in addition to some
component pieces like, screens, projectors and racks. This purchase is for $756,431.01
with funding available through the City Hall project FC1205.
Like the previous item for this equipment, staff is proposing to use the State of Texas
Department of Information Resources (DIR) cooperative purchasing program for these
purchases. By participating in the DIR cooperative, the City meets all State competitive
bidding requirements.
Recommendation:
Approve the purchase of audio visual equipment and controls from Synetra, Inc. in the
amount of$756,431.01

General Description:
The City Council is asked to set the dates for the upcoming public hearings. Each
hearing is planned for Monday, August 24, 2015. The Park and Recreation Facilities
Development Corporation public hearing would be held at 6:15 p.m., and the Crime
Control and Prevention District public hearing would be held at 6:30 p.m. The hearing
for the FY 2015/2016 Proposed Budget and the FY 2014/2015 Revised Budget will be
conducted as part of the regular City Council meeting, beginning at 7:00 p.m.
In addition to setting these dates in a public meeting, a published notice will be required
for each public hearing per the City Charter and State law. A copy of each notice
accompanies this cover sheet.
In compliance with State law, the proposed budget has been made available at the City
Secretary's Office and at the North Richland Hills Public Library.

2014-2015 REVISED ANNUAL BUDGET
NOTICE IS HEREBY GIVEN to all interested citizens in the City of North Richland Hills,
that the City Council will hold a public hearing on the 2015-2016 proposed annual
budget and the 2014-2015 revised annual budget on Monday, August 24, 2015 during
the regular 7:00 p.m. City Council meeting at the North Richland Hills City Hall City
Council Chambers, 7301 N.E. Loop 820, North Richland Hills, Texas. This budget will
raise more total property taxes than last year's budget by $311,482, or 1.38%, and of that ;
amount $670,665 is tax revenue to be raised from new property added to the tax roll
this year. The amount of tax revenue to be raised from existing property on the tax roll will
decrease by $359,183. The proposed budget is available for review in the office of the w

14, 2015 City Council meeting.

Summary:
The City Council is requested to vote to place the adoption of the tax rate as an action
item on the September 14, 2015 Council agenda.
General Description:
In follow up to the FY 2015/2016 Budget Work Session, it is necessary to begin the
process of establishing a tax rate for the next fiscal year, in accordance with the City
Charter and State law. At the Budget Work Session, a tax rate of 610 per $100 of
taxable valuation was proposed. This is the same as the current tax rate.
Per Section 26.05(d) of the Tax Code, the City Council cannot adopt a tax rate that
exceeds the lower of the rollback tax rate or the effective tax rate until two public
hearings have been held on that tax rate. The effective rate as calculated by Tarrant
County, the City's tax assessor/collector, is 66.4683¢. The rollback rate, also provided
by Tarrant County is currently 62.9934¢, though this figure may change as staff
considers opportunities to increase the amount of debt service paid from previously
designated reserves. Regardless of any change that may occur, staff will ensure that
the proposed tax rate will not exceed the rollback rate.
Since the proposed tax rate does not exceed the effective tax rate of 66.4683¢, and will
remain below the rollback rate of 62.9934¢, the City of North Richland Hills will not be
required to conduct two public hearings on the tax rate. In order provide an opportunity
to receive citizen comments regarding the tax rate, it will be included as part of the
Fiscal Year 2015/2016 Budget Public Hearing presentation. That public hearing will be
held Monday, August 24, 2015 at the North Richland Hills City Hall.
State law requires that the City Council vote to place the adoption of the tax rate on a
future City Council agenda as an action item. The date for this vote is planned for
Monday, September 14, 2015. This vote would appear as an action item on the agenda
for the regular City Council meeting.

The North Richland Hills Animal Adoption & Rescue Center is participating in Clear the
