The City Council of the City of North Richland Hills, Texas met as the Landscape Review Board on the 13th day of July 2015 immediately following the 7:00 p.m. City Council meeting. APPROVED Mayor Trevino called for a motion. COUNCIL MEMBER LOMBARD MOVED TO APPROVE THE MINUTES OF THE NOVEMBER 10, 2014 LANDSCAPE REVIEW BOARD MEETING. COUNCIL MEMBER RODRIGUEZ SECONDED THE MOTION. MOTION TO APPROVE CARRIED 7-0. Landscape Review Board Minutes July 13, 2015 Page 2 A.2 LRB 2015-02 PUBLIC HEARING AND CONSIDERATION OF A REQUEST FROM CENTER POINT CHURCH AT 7804 MID-CITIES BOULEVARD FOR A VARIANCE TO SECTION 114-71(G) PERTAINING TO THE REQUIRED LANDSCAPE SETBACK ALONG SMITHFIELD ROAD. CONTINUED TO AUGUST 10, 2015 Mayor Trevino opened the public hearing on LRB 2015-02 and stated that due to an error in legal advertisement the board is being requested to continue the public hearing to the August 10, 2015 Landscape Review Board meeting. Mayor Trevino called for the motion. COUNCIL MEMBER WELCH MOVED TO CONTINUE THE PUBLIC HEARING TO THE AUGUST 10, 2015 LANDSCAPE REVIEW BOARD MEETING. MAYOR PRO TEM WHITSON SECONDED THE MOTION. MOTION TO APPROVE CARRIED 7-0. A.3. LRB 2015-01 CONSIDERATION OF A REQUEST FROM TMA-CHA ARCHITECTS FOR A PERMIT FOR NONCONFORMITY FOR LOT 7R, BLOCK A, RICHLAND OAKS ADDITION, BEING 1.742 ACRES LOCATED AT 8605 AIRPORT FREEWAY. APPROVED Mayor Trevino called on Clayton Comstock to present the item. Clayton Comstock, Planning Manager, presented the item. On behalf of Meacham Development, LLC, TMA CHA Architects is requesting a permit for nonconformity that would allow a building permit for substantial renovation of a property without conformance to the current landscaping standards. The owner of the property intends to renovate both the exterior and interior of the former TGI Friday's building at 8605 Airport Freeway. The renovations would exceed 75% of the current appraised value of the property's improvements, whereby requiring full conformance with current landscape standards. The applicant is able to achieve all requirements of the Landscape Ordinance except the 15-foot landscape setback and associated landscape material along its Airport Freeway frontage required by Section 114-71(g). Although the proposed office use for Guardian Force Security Services does not require as much parking as the former restaurant, the applicant prefers not to remove parking lot paving along Airport Freeway to accomplish the 15-foot landscape setback. If the pavement is removed the applicant would still have to work around an existing 15-foot sanitary sewer easement. Landscape Review Board Minutes July 13, 2015 Page 3 Mayor Trevino called on the applicant to come forward and present the item. Tom Long, 814 Pennsylvania Avenue, Fort Worth, Texas, the architect representing Guardian Force Security Services, came forward. Mr. Long stated that they would be able to achieve all requirements of the Landscape Ordinance except the 15-foot landscape setback and associated landscape material along its Airport Freeway frontage. He was available to answer any questions. Mayor Trevino called for the motion. COUNCIL MEMBER LOMBARD MOVED TO APPROVE LRB 2015-01. COUNCIL MEMBER RODRIGUEZ SECONDED THE MOTION.
