The meeting was called to order at 2:00 p.m.

CONSIDERATION OF MINUTES
Garry Cope: The first order of business is the consideration of the minutes from
our last meeting. Are there any questions or comments about the minutes? If
not, do I hear a motion?
Thomas Moreau: I make a motion that we accept the minutes.
Philip Orr: I second the motion.
Garry Cope: I have a motion and a second to accept the minutes of our last
meeting. All those in favor say aye. Let the record show that it was a unanimous
aye.

SSB2013-38
PUBLIC HEARING FOR BLOCK 1 LOT 4A CARDER ADDITION
ADDITION KNOWN AS 8600 AIRPORT FWY
Garry Cope: Our first hearing today is SSB2013-38 Block 1 Lot 4A, Carder
Addition, known as 8600 Airport Fwy.
Tim Horvath: Presented a power point presentation for SSB2013-38.
Garry Cope: Is there anyone who wishes to speak on behalf of this
property?
Hunter McGuire: 7224 Stone Trl, Dallas TX. He and Peter McGuire are the
owners of this property. They spoke briefly about how they have been trying to
sell and/or renovate the Colters BBQ building. They are having a difficult time
due to the highway expansion. Hunter mentioned they would like to demolish the
building but they are waiting to hear back from the insurance company. They
agreed to either bring the property up to code or have the property demolished
within (90) ninety days.
Garry Cope: I now close this public hearing and open it to the board. Do I hear a
motion?
Bob McCary: I make a motion that the Board determines that the structures on
this property are substandard and hereby order that:
(1) McGuire Properties LTD, owner of the property located at 8600 Airport
Fwy, in North Richland Hills, Texas, Block 1 Lot 4A Carder Addition
North Richland Hills, Tarrant County Texas shall within thirty (30) days
obtain a building permit to repair the structure or obtain a permit from the
Building Official to demolish the structure to foundation.
(2) Should permits be obtained to repair structure, repairs must be made
within ninety (90) days.
(3) Should permit be obtained to demolish structure, structure must be
demolished within sixty (60) days.
(4) If the repairs are not made or if a permit is not obtained and work is not
completed in the time referenced in the preceding paragraph, the City of
North Richland Hills shall demolish the structure to foundation and charge
all expenses incurred by the city to the owner and place a lien upon the
property for the amount owed. The costs, together with interest accruing
at 10% per annum will be assessed as a charge against the land and will
be a personal obligation of the owner.

PUBLIC HEARING FOR BLOCK 7 LOT 11 HILLVIEW ADDITION
ADDITION KNOWN AS 4106 CARMA DRIVE
Garry Cope: Our second hearing today is SSB2013-39 Block 7 Lot 11, Hillview
Addition, known as 4106 Carma Drive.
Dena Milner: Presented a power point presentation for SSB2013-39.
Garry Cope: Is there anyone who wishes to speak on behalf of this
property?
Kristine Burke: 906 Cardigan, Garland TX. She mentioned all the repairs that
they have been doing to this property. They have put the house on the market.
They will continue to work to bring this property up to code.
Garry Cope: I now close this public hearing and open it to the board. Do I hear a
motion?
Thomas Moreau: I make a motion that the Board determines that the structures
on this property are substandard and hereby order that:
1. The property is hereby found to be a substandard building by reason of
conditions set forth in the notices of this hearing. Such notices are hereby
incorporated in this order.
2. It is hereby Ordered that the following shall be completed within 60 days:
• A plumbing permit must be obtained, the plumbing system repaired by
a plumber and the repair work approved by inspection performed by a
NRH Building Inspector.
• The broken, including cracked, windows must be replaced.
• Any raw or exposed wood must be weatherproofed.
3. It is further Ordered that if such corrective action Ordered in 2 above is not
completed within the time there allowed, the City of North Richland Hills is
hereby authorized to take such corrective action and to assess the cost of
such action against the property as provided by the city's ordinance.
Brian Crowson: I'll second the motion.
Garry Cope: All those in favor? Let the record show it was a unanimous aye.
