N The total captured appraised value in the City of North Richland Hills is $221,657,000. In the ast year the District billed $2.8 million to the taxing entities to pay expenses of p Y the TIF which includes debt service for the Library completed in 2008 for $10.2 million and the recently completed NRH Centre TIF project of $21.9 million. The most recent tax roll showed a loss of approximately $15.5 million in value. Most of that was attributed to the revaluing of the Venue property of about a $9 million dollar loss. Presenter: Kent Austin, Finance Director Summary: Attached for your information is the Tax Increment Reinvestment Zone No. 2 Annual Report for the Year Ended September 30, 2014. General Description: Attached for your information is the Annual Report of Tax Increment Reinvestment Zone No. 2, for the Year Ended September 30, 2014. TIF No. 2 was created by the City of North Richland Hills in 1999. The District was created to provide public improvements that would benefit the City of North Richland Hills, Tarrant County College, Tarrant County and Tarrant County Hospital District. Planned public improvements include a conference center, a recreation center, a library and infrastructure improvements in the Home Town NRH development. Total public improvements are estimated at $65.2 million including developer infrastructure. The District was created for twenty -eight years to provide for the retirement of planned debt issuance for financing of the improvements. The City of NRH and Tarrant County College agreed to contribute 100% for the full twenty -eight years. The County and Hospital District agreed to participate up to a fixed dollar amount that was anticipated to accumulate over approximately a fifteen -year period based on estimated property values. At the time the District was created the main developer, E- Systems, estimated that Home Town a NRH would be comprised of approximately 70% residential and 30% commercial and retail development. The District's boundaries also include other developments such as the Crossing (Kohl's) Center, Home Depot, NYTEX Sports Centre (formerly Blue Line Ice) and the Barnett property. The plan (based on a study done by Zimmerman/ Volk) estimated that property values would increase by over $370 million in ten years. Over the life of the District, the values were estimated to generate approximately $82.2 million in total tax revenues to fund the planned public improvements. The captured appraised value in 2013 (fiscal year 2014) was $217,163,517 for the City of NRH, and $237,426,138 for Tarrant County. The District billed $2,760,718 to taxing jurisdictions in March 2014. The library project was completed and the new library opened in the spring of 2008. The project was completed within the original TIF 2 finance plan budget of $10.2 million. In 2010 the City issued $18.8 million dollars for the construction and completion of the recreation center to be paid with TIF 2 revenues. The total cost of the project funded with TIF Packet Pg. 6 ' 2.3 • HRH NORTH KICHLAND HILLS tax dollars was $21.9 million in accordance with the original project plan. Opening of the recreation center occurred in the spring of 2012. It is located within the TIF 2 boundaries, adjacent to the library. The fiscal year 2014 report (see attached) includes TIF 2 revenues and expenditures for the year, and outstanding principal and interest as of September 30, 2014. Revenues projected over the life of the TIF will pay for the outstanding principal and interest and all other original project plan costs. Recommendation: To accept the TIF Number 2 2014 Annual Report. This change would allow TIF money to be used for a proposed performing arts center on the campus. An ordinance has been prepared for the North Richland Hills City Council to enlarge the boundaries and amend the project plan. General Description: Tarrant County College District (TCCD) is a participant in Tax Increment Reinvestment Zone Number Two (TIRZ 2, also known as TIF 2), along with the City of North Richland Hills, Tarrant County, and Tarrant County Hospital District. TCCD has approached the City to request amending the boundaries of TIF 2 so that a performing arts center can be built on the TCCD North East campus in the part of the campus that is located within the city limits of North Richland Hills. The change would add 43.5 acres to TIF 2 and is depicted in the exhibits to the attached ordinance. All of the property added is non- taxable and will not affect the financial status of the TIF participants. The performing arts center is a slight shift from the original proposed facility. The January 29, 2000, Project Plan calls for a "multi- purpose facility designed to not only meet the needs of students in the fine arts, sciences and management, but likewise to use and make available to outside groups for shorter -term conferences and seminars. The Conference Center will include the following: auditorium; exhibit hall; training rooms; tiered meeting room; computer demonstration room; planetarium; conference rooms; catering service area; administrative office; utility /storage areas; parking; marquee; landscaping /garden." The proposed amending ordinance would "change the multi- purpose conference center to be located in Home Town East to a large capacity visual, performing arts and technical teaching center located on the Tarrant County College North East campus." The Board of TIF 2 is meeting November 9, 2015, to consider the request and forward it to the North Richland Hills City Council. To effect the change, the Council must hold a public hearing and then pass an ordinance approving the boundary enlargement and Packet Pg. 9 • • 2.4 RIF NORTH RICH LAND HILLS project plan changes. The original TIF 2 project plan included $8,213,279 for a TCC conference center. Upon City Council approval, this amount would be transferred to TCCD for the proposed performing arts center. An official notice of public hearing about the proposed TIF 2 amendment was published in the Fort Worth Star - Telegram on October 27, 2015. Ordinance No. 3383, amending TIF 2, has been prepared for the Council's consideration. At the conclusion of the November 9 public hearing, the Council is eligible to take action on the Ordinance. REINVESTMENT ZONE NUMBER 2 MEMORANDUM From: The Office of the City Manager Date: November 9, 2015 Subject: Proposed project plan change for TCCD facility Presenter: Kent Austin, Finance Director Summary: Tarrant County College District (TCCD) is requesting to change the TIF 2 project plan so that the original proposed project is no longer a conference center but a visual, technical, and performing arts center. General Description: The original TIF 2 project plan, dated 6/29/2000, envisioned three major facilities: an NRH library, an NRH regional recreation center, and a TCCD conference center. Since that time, the project plan was amended once, in 2010 to expand the recreation center to add a senior center. As of 2015, both the library and the recreation center have been built, leaving only the conference center to be constructed. TCCD officials have reevaluated the College's needs and now propose to modify the conference center into a visual, technical, and performing arts center. The center would be located on the TCC Northeast campus within North Richland Hills. Descriptions are provided below of the new proposed center and the original conference center. Proposed Project Plan Description (2015): TCCD Visual, Technical, and Performing Arts Center Tarrant County College District's Northeast Campus has experienced tremendous growth in its visual, technical and performing arts programs in recent years, and the northeast Tarrant County corridor needs to create facilities that will support these programs and provide a multi - purpose events venue for all of its citizens.
