Call Meeting to Order Pam Burney called the meeting to order at 10:43 am. Dr. Jed Ford was not present at this time. 02. Approval of minutes of August 4,2011 meeting Tito Rodriguez motioned to approve the minutes from the last meeting from August 4, 2011 and Pam Burney seconded the motion. There were no objections. 03. Bond Election Update Jimmy Perdue discussed the upcoming bond election with the board members. May 14, 2012 will the actual bond election to approve bonds for the construction of the new city hall complex. The project is being expedited due to the 820 widening and the loss of parking spaces and roadways to and from the current City Hall location. There will be various town hall meetings for citizens to learn more about the project and the funding process. A board consisting of citizens from various demographics made recommendations as to possible locations of the complex which included old North Hills Mall location on Blvd 26 to staying at its current location and purchasing adjacent property. If the bonds are approved then construction would begin in the summer of 2012 and move in would be in 2015. Jimmy discussed that there would $48 million in general obligation bonds and $22 million from other revenue sources in the city. In conclusion Jimmy stated that the city website has a FAQs page about this election. Jimmy turned the topic over to Tito for any additional comments. Tito advised that there is also a tax calculator on the city web page that citizens can use to estimate their possible tax and that there was a city map available to show the effects of the construction and the possible build sights. Tito commented that the old North Hills Mall site would be a great opportunity for economic development by encouraging developers to develop the additional 60 some acres left after the city complex was built. Dr. Jed Ford arrived at the meeting in the middle of the Jimmy's discussion of the Bond Election. 04. Animal Shelter Expansion Update Jimmy informed the board that staff would be meeting today about the Capital Improvement Project involving the animal shelter—so more information would be available by the next board meeting. The board was advised that the discussions have narrowed possible locations down to two sites but Jimmy did not mention the locations. It was mentioned that the previous site discussed past board meetings would not work. General Obligation bonds are scheduled to be sold this year once staff gets definitive direction. Jimmy and JoAnn mentioned how the City of Carrolton's new shelter was a good model to look at. Pam and Tito expressed interest in looking at the shelter with Chun and JoAnn. Jimmy excused himself from the meeting at 11:05. 05. ASPCA Rachel Ray 100K Challenge Chun announced that the Adoption Center had entered into the ASPCA Rachel Ray 100K Challenge. This is an opportunity for the Adoption Center to raise awareness to adopt from shelters. The first round is a qualifying round where each approved organization generated interest and votes at their particular site and the top organizations move onto the next round. It will require community support to spread the word to vote for us at the ASPCA website. Ideas that were generated: have city PIO send out a press release, flyers at the town hall meetings, inquire about setting up at the rec center grand opening with computers set up to vote, put an item on the council agenda and email council members to encourage their friends to vote. Pam Burney said that we were the only shelter involved in the DFW area and just one of out six in Texas selected for this first round. Pam also explained the specifics of the Challenge with the board. Jed Ford dismissed himself from the meeting at 11:17 am. 06. NRHpets on Facebook Began in February of 2012. Focused on the positive—adoptions, animals going home, events, need for notations, etc. The page will not be used to post euthanasia lists. 07.
