Home My WebLink AboutOrdinance 3387ORDINANCE NO. 3387 SUP 2015 -09 AN ORDINANCE OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, AMENDING THE COMPREHENSIVE PLAN AND THE COMPREHENSIVE ZONING ORDINANCE BY APPROVING A TEMPORARY SPECIAL USE PERMIT FOR DOG DAY CARE & BOARDING ON 1.28 ACRES LOCATED AT 8415 DAVIS BOULEVARD; ESTABLISHING A PENALTY AND AUTHORIZING PUBLICATION. WHEREAS, notice of a hearing before the Planning and Zoning Commission was sent to real property owners within 200 feet of the property herein described at least 10 days before such hearing; and, WHEREAS, notice of a public hearing before the City Council was published in a newspaper of general circulation in the City at least 15 days before such hearing; and, WHEREAS, public hearings to zone the property herein described were held before both the Planning and Zoning Commission and the City Council, and the Planning and Zoning Commission has heretofore made a recommendation concerning the zone change; and, WHEREAS, the City Council is of the opinion that the zone change herein effectuated furthers the purpose of zoning as set forth in the Comprehensive Zoning Ordinance and is in the best interest of the citizens of the City of North Richland Hills; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS: Section 1: THAT the Comprehensive Plan and the Comprehensive Zoning Ordinance are hereby amended by approving a three year temporary Special Use Permit for Dog Day Care & Boarding on 1.28 acres located at 8415 Davis Boulevard legally described as Lot 3R, Block 4, Brentwood Estates Addition to the City of North Richland Hills, Tarrant County, Texas and approving a site plan attached hereto as Exhibit A and development standards attached hereto as Exhibit B. Section 2: Any person, firm or corporation violating any provision of the Comprehensive Zoning Ordinance and the zoning map of the City of North Richland Hills as amended hereby shall be deemed guilty of a misdemeanor and upon final conviction thereof fined in an amount not to exceed Two Thousand Dollars ($2,000.00). Each day any such violation shall be allowed to continue shall constitute a separate violation and punishable hereunder. The Mutt Shack will provide both short and long terni boarding, a doggy day care by reservation only, and dropping off and picking tip of pets will be made by appointments as needed. This is to accommodate both business and leisure travel clients, and hopefully will be an incentive since nnany other places only allow pick up during business hours. The Mutt Shack will have at least one owner /nnanager on the premises at all times during hours of operation, along with two part-time employees. During peak drop off and pick -up hours, there will be two oNviiers present, along with part -time employees. In addition, oNvner iiianager, Shauntell Vela, will be available on site for special needs cases, off -hours drop -off and pick -up, and to ensure our clients' pets receive lots of TLC while their owners are away. Webcams and security cameras will be available throughout Mutt Shack. This will ensure that our clients can view their pets, and the care they are receiving while their dons are in our care. The maximum number of dogs boarded will not exceed twenty -five. Doggy day care groups would be limited to a maximum of eight small dogs and four large dogs in each group, to provide ample space and for the safety of the pets. Dogs would be grouped according to size and temperament. An intake assessment will be done on each dog before they are placed in groups. Dogs that are deemed unsuitable for play groups, will be given individual playtime and ,,valks. All boarding and doggy day care dogs will receive a minimum of three outdoor walks per day as part of their exercise program. Board and train will also be offered at Mutt Shack, but will be limited to four dogs maximum according to size and personality of dog. Puppy training classes will also be offered by reservation only and limited to eight dogs per class. Individual training will be available by appointment only. Mutt Shack has retained a qualified behavior training specialist who Nvill work on contract basis as needed. Since "Natural Grooming" is located next to the Mutt Shack, we will not be offering grooming services, and we hope to work with Natural Grooming to the benefit of both of our businesses. The previous occupant of the proposed location was a veterinarian clinic and a bathing area is already set up so the Mutt Shack will provide bathing services for clients' dogs. Shatmtell Vela, co -owner and manager of the Mutt Shack has worked fifteen years in the dog boarding and day care business. She has worked at such leading facilities as Paradise for Paws, rated number one for the past three years in the Dallas area, and currently works at Dogs Rule in Keller. In addition, she has worked as a vet tech, and is co- founder and vice- president of Trinity GAP Rescue a 501 C charity which works with Trinity High School's GAP program and the Euless Animal Shelter. She also founded the annual Trinity GAP Walk -a -Thor which has raised over x;26, 000 over the past two years for shelter pets. Steffenie Vela, a retired teacher after thirty -two years of teaching, currently teaches part -time for HEB ISD as a dyslexia specialist, and is part owner of Mutt Shack. She has been a rescue dog advocate for the past several years, and is co-founder and president of Trinity GAP Club; Rescue. She is chairman of the annual Trinity GAP Pet Fair held for the past ten years at Trinity High School and includes: TCAP low cost vaccinations, Great Dane Rescue micro- chipping, numerous local vendors, the city_ of Euless Fire Department, Euless Animal Shelter and pet adoptions. In addition, Bobby Vela, is also a long time dog advocate, and sales executive for the past 25 years, will also be a working partner. He is currently an independent sales representative for several Medicare Advantage companies, so has flexible hours, and plans to be an active part of our marketing and management team.
