The Oath of Office was administered to Park and Recreation Board members Mike Filis,
Tracye Tipps and Marty Kusmierski. Park Board member Russell Mitchell's Oath was
administered at an earlier date and submitted to the City Secretary's office.

5. PRESENTATION / DISCUSSION ITEMS
5 -a. PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION (PRFDC)
REVISED 2014/15 AND PROPOSED 2015/16 ANNUAL OPERATING BUDGET
Ms. Vickie Loftice, Managing Director of Community Services provided a PowerPoint
Presentation and update on the Revised 2014/15 and proposed 2015/16 Park and
Recreation Facilities Development Corporation Annual Operating Budget.
Revised 2014/15 highlights include an increase of $154,230 in revenue for sales tax
collected, park impact fees and NRH Centre revenue. Expenditures show a corresponding
increase due to moving funds to Capital Projects.
Proposed revenue for 2015/16 includes an increase of $357,819 for projected sales tax and
revenue at the NRH Centre. Proposed expenditures will increase by $267,479 for the
purchase of cardio equipment for the NRH Centre.
5 -b. PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION (PRFDC)
PROPOSED 2015/16 ANNUAL CAPITAL PROJECTS BUDGET
Ms. Vickie Loftice provided a PowerPoint Presentation and update on the proposed 2015/16
Capital Improvement Program Budget. Ms. Loftice noted that a couple of projects needed to
be removed due to funding.
Proposed new projects include:
Adventure World Playground Shade Structure
Major Trail Rest Stations
Northfield Park Redevelopment (Professional Services)
Park Maintenance Infrastructure
Park System Signage
Richland Tennis Center Infrastructure
Trail Head Gateways

City Council would like to have a joint workshop with the Park and Recreation Board to look
at projects remaining in the Park System Master Plan and to discuss the scope of work for
the redevelopment of Northfield Park. The workshop will be scheduled for the first part of
October.
5 -c. RICHLAND TENNIS CENTER UPATE
Mr. David Webb, Tennis Center Manager, presented a PowerPoint Presentation on programs
and services at the Richland Tennis Center. Richland Tennis Center opened in January 1997
and was developed using 1 /2 cent sales tax funds, a Texas Parks and Wildlife Grant and a
contribution of $320,000 plus land from the Birdville Independent School District. RTC is
located on 6 acres, has 16 tennis courts, a sunken championship court, full service pro shop,
meeting room, and locker rooms. Staff receives numerous comments on how beautiful the
facility is.
Unusual weather conditions influence activities at the Tennis Center. In FY13/14 there were
58 days of cancelled activities and in FY14/15 there have been 61 days of cancelled activities
to date.
RTC has four full -time USPTA certified professionals on staff and nine part-time staff who
work in the pro shop, teach lessons and work on court maintenance.
Programs at the Tennis Center include Lessons — groups, privates and drills, Recreational
Leagues, Junior Team Tennis and camps.
Just recently, RTC offered free clinics in PE classes at Birdville Elementary, Holiday Heights
Elementary and Fort Worth Christian School introducing over 700 children to tennis. This will
be an ongoing program.
RTC Adult Team Tennis includes USTA, NETT, TCD and USTA Mixed players. In FY13/14,
113 teams called RTC "home ".
The RTC holds two major tournaments throughout the year, NRH Adult Open in May and the
NRH Junior Open in June. They also hold 4 -5 Mid Cities Junior Circuit tournaments as well.
Special Events include: Toys for Tennis, Ladies Play Days, Fundraisers, Special Olympics
and Mixers.
5 -d. SLIDE TOWER REPLACEMENT AT NRH
Mr. Joe Pack, Senior Park Planner provided a PowerPoint Presentation on the Slide Tower
Replacement Project at NRH This project is for the replacement of the slide tower which
includes three slides. Aquatic Design Group was selected as the Consultant and they sent
out a request for proposals to select a slide manufacturer. WhiteWater West was selected to
provide the slide components which will be purchased through the general contractor who will
be selected in September. The new slide tower will be a multi -level tower with the capability
of ultimately handling six slides. The current project includes three slides on the lower level
and one slide on the upper level. There is an additional slide included as an Alternate and

one that will be considered in future expansion. Construction should be complete by May
2016.
6. DEPARTMENT UPDATES
6.a. NRH2O FAMILY WATER PARK UPATE
Mr. Frank Perez, NRH General Manager presented an update on activities at NRH
NRH2O rebounded in June and July after the Metroplex was inundated by record setting rains
in May. NRH had three of their top five revenue days in the history of the park on July 3, 4
and 5. This includes the first day the park ever had revenue in excess of $100,000, which
happened twice in July.
Dive -In Movies continue to be very successful. The new Dive -In Movie champ is Frozen,
which helped draw a huge crowd. On June 26 the park opened at 5:00 a.m. for "Texas Towns
We Love ", a promotion with 99.5 The Wolf and on July 24 the park opened at 6:00 a.m. for
the annual 96.3 KSCS promotion. Both of these days were Dive -In Movie days and were
very successful in drawing large crowds.
NRH is again collecting school supplies. This is the sixth summer they have had this
promotion. Guests who donate three school supply items receive $5 off general admission
during the month of August. Supplies are donated to the Birdville Independent School District
PTA.
Fireworks continue to be NRH brightest attraction. The second highest revenue day in
the history of the park occurred on July 18 which was a Fireworks day.
NRH will be celebrating Grand Parent's Day on September 13. All grandparents get in free
when accompanied by a grandchild on this day.
Doggie Beach Bash is scheduled for September 26 from 10:00 a.m. to 4:00 p.m. The event
benefits the NRH Animal, Adoption & Rescue Center.
NRH Perfect Attendance program has performed well for 2015. Over 1,000 tickets were
given out and as of the end of July approximately 50% of those have been redeemed. The
program will be expanded to neighboring school districts in the fall of 2015.
NRH is also celebrating Hero's Week. During this week's promotion, NRH selects a
different hero to celebrate each day such as Firefighters, Police Officers and Teachers.
NRH was ranked as the #6 water park in the nation by the TripAdvisor Travelers' Choice
awards in July 2015. This award is especially gratifying due to the fact that it is voted on by
the guests of the park. The top five water parks were all parks that are at least twice the size
of NRH This is the highest ranking the park has ever achieved on this list. The only other
water park in Texas to place in the top 25 was Schlitterbahn at #20.
Mr. Perez also showed a PowerPoint Presentation highlighting some of the activities
throughout the summer.

6 -b. ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS
Mr. Joe Pack, Senior Park Planner presented a PowerPoint Presentation highlighting projects
in the Capital Improvement Program.
- Completed painting of the Northfield Maintenance and Concessions Buildings and
Pavilion
- Completed flatwork repair on the Cotton Belt Trail, North Electric Trail and behind
NRH
- Completed windscreen replacement at Richland Tennis Center
- Began consultant selection for the City Wide Trail and Route System Plan
- Survey work for Major Trail /Neighborhood Connectors in progress
- Completed the Northfield Park Security Lights /Electrical System update (will be
able to reuse in the redevelopment of Northfield Park).
- Completed scoreboard replacement
- Began survey work for the Trailhead gateway at Cotton Belt/John Barfield Trails at
Precinct Line Rd
6 -c. ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES
Ms. Sharon Davis, Assistant Director of Parks and Recreation, presented an update on
activities at the NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall.
NRH Centre memberships continue to remain strong with year -to -date revenue at 88% of
adopted revenue. The NRH Centre had their highest month ever in daily average attendance
for the month of June at 1,520 and July was the second highest daily average attendance
with 1,407.
NRH Aquatics have currently exceeded their revenue budget of $93,000 and are currently at
$94,279 in revenue.
NRH Centre Pool Parties continues to be very popular. The Centre hosts an average of 11
pool parties each weekend.
Personal Training reported their highest revenue month for July 2015 with $16,161. The
revenue budget for personal training is $90,000 and they are currently at $97,504.
Massage Therapy continues to grow as well. Their revenue goal is $35,000 and they are
currently at $30,132.
Summer Kickball currently has 11 teams, and will conclude their season on August 19.
Registration is underway for fall Softball and Kickball with leagues scheduled to begin the
week of September 8.
`Round the Town with Oscar has two more rides scheduled for this year, Tuesday,
September 1 and Thursday, October 8.
Parks and Recreation is teaming up with Mr. John Barfield to have the first NRH Road
Runner 5K Run/Walk. The event is scheduled for Saturday, October 10 and will benefit two
organizations. Half of the proceeds will go to H.E.L.P Inc. a non - profit organization that helps

orphaned children in Africa and the other half will help offset funding for the Trailhead
planned for the John Barfield Trail at Shady Wood. Everyone is encouraged to register for the
event.
Two wellness seminars are planned at the Senior Center, "Nutrition is Fun" will be held on
August 27 and "Honey for your Health" on September 10.
Senior Center staff is programming more themed events that coincide with nationally
celebrated days. On August 10 they will celebrate "National S'mores Day ", on August 19 they
will celebrate "Take Flight" for National Aviation Day and on September 18 "National
Cheeseburger Day ".
Big Brothers and Big Sisters will be at the Senior Center on September 21 to represent their
organization and sign up mentors for their volunteer program.
A Flu Shot Clinic will be held at the Senior Center on September 17 at 10:00 a.m. Flu shots
are free to seniors ages 65 and over.
Richland Tennis Center will be hosting several tournaments in the near future:
August 8 — Mid - Cities Junior Tennis Tournament
September 19 — Mid - Cities Junior Tennis Tournament
August 22 & 23 — USTA Combo Tournament
August 31 & September 2 — NETT Pre - Season Tournament
RTC staff will be taking a team to the USPTA Gran Prix tournament in New Braunfels on
September 18 -20. Last year, Bobby Reeves team brought home the championship for
juniors.
NRH Poet's Corner is scheduled for Saturday, September 12 at 7:00 p.m. at Roots
Coffeehouse.
Four new signal boxes have been installed; three cowboys at Blvd 26 /Glenview, Bridge
Street/Davis Blvd, Shadywood /Davis Blvd and one whimsical bear in sunglasses riding his
mini - bicycle along the North Electric Trail at Emerald Hills Way /Davis Blvd.
The next NRH Pop Up Gallery is scheduled for Friday, November 13 and Saturday,
November 14. It will be held in the same location as the previous Pop Up Galleries. A "Call
for Art" will be released on September 1.
The first NRH Sound Bites Bring- Your -Lunch Music Series will be held on Friday, September
25 at 12:00 Noon at Sunny Street Cafe. Kiefer Detrick, a recent graduate of Birdville High
School will perform at the first Sound Bites.
The Grand Hall hosted 162 events to -date and has another 38 bookings coming up. They are
currently at 94% of their revenue for the FY.
