The City Council of the City of North Richland Hills, Texas met as the Landscape
Review Board on the 10 day of August 2015 immediately following the 7:00 p.m. City
Council meeting.

A.0 CALL TO ORDER
Mayor Trevino called the meeting to order August 10, 2015 at 7:48 p.m.
A.1 APPROVAL OF MINUTES OF JULY 13, 2015 LANDSCAPE REVIEW BOARD
MEETING.

LANDSCAPE REVIEW BOARD MEETING. MAYOR PRO TEM WHITSON SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 7 -0.
A.2 LRB 2015 -02 PUBLIC HEARING AND CONSIDERATION OF A REQUEST
FROM CENTER POINT CHURCH AT 7804 MID - CITIES BOULEVARD FOR A
VARIANCE TO SECTION 114 -71(G) PERTAINING TO THE REQUIRED
LANDSCAPE SETBACK ALONG SMITHFIELD ROAD.

Mayor Trevino announced that the public hearing was opened during the July 13, 2015
Landscape Review Board Meeting, but due to an error in the legal notice staff requests
to continue the public hearing to the August 10, 2015 meeting.
Principal Planner Clayton Husband presented the item. The Center Point Church is
requesting approval of a variance to Section 114 -71(g) of the Landscape Ordinance as
it pertains to the depth and landscape material required along a public street. This
request is a result of the right -of -way being acquired by the City of North Richland Hills
for the improvements to Smithfield Road and impact to future expansion plans for
Center Point Church.
Mayor Trevino called on the applicant to come forward and present the item.
Applicant representative Jay Bruner was not present at the meeting, but previously
spoke on ZC 2015 -13 during the City Council. Council agreed there was no reason for
the applicant to speak again.
Mayor Trevino called for comments in support or opposition to the request. There
being no one wishing to speak, Mayor Trevino closed the public hearing and called for
the motion.
COUNCIL MEMBER LOMBARD MOVED TO APPROVE LRB 2015 -02. COUNCIL MEMBER
RODRIGUEZ SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 7 -0.
A.3 LRB 2015 -03 CONSIDERATION OF A REQUEST FROM SOUTHWEST ADI
FOR A PERMIT FOR NONCONFORMITY FOR LOT 1, BLOCK 3, INDUSTRIAL
PARK ADDITION, BEING APPROXIMATELY 11 ACRES LOCATED AT 6550
WULIGER WAY

Mayor Trevino called on Clayton Husband to present the item.
Principal Planner Clayton Husband presented the item. Southwest ADI has submitted a
building permit application and is currently renovating the former Sealy Mattress plant
location at 6550 Wuliger Way. The list below describes the various code requirements
and what is being provided by the applicant.
1. Residential Adjacency Landscape Buffer Requirement. Section 114- 72(c)(2) of the
Landscape Ordinance requires a 15 -foot landscape setback adjacent to residential
uses. The setback must consist of a minimum 6 -foot masonry wall and 1 large tree per
30 feet of residential property line. Twenty -five (25) trees would be required along the
north property line for this application.

The applicant is proposing a grove of 25 pecan trees clustered in the northeast
corner of the property. Inconsideration of maintenance and a cost - savings
standpoint, staff has recommended a straight line of 20 eastern red cedar trees
along the northern property line spaced to maximize existing tree cover. At the
time of the staff report, the applicant was still considering their preferred option.
No masonry screening wall is proposed.
2. Parking Lot Landscaping Requirement. Section 114 -71(i) requires that parking lots
be at least 5% landscaped and that 1 large tree be provided in a landscape island for
every 20 parking spaces.
The applicant's Landscape Plan has proposed three new parking lot landscape
islands with shrubs but no trees. Since providing irrigation to these islands is
cost- prohibitive, staff is recommending that shrubs and ornamental trees be
added to the building's front landscape beds instead.
3. Maintenance & Irrigation. Section 114 -74 of the Landscape Ordinance requires that
"all required landscape areas shall be permanently maintained and shall be irrigated
with an automatic conventional irrigation system equipped with rain and freeze sensor
controls. The irrigation system shall be installed by a licensed irrigator or master

plumber."
At the time of this staff report, the applicant was still considering irrigation
options; but no permanent irrigation solution has been proposed for the new
trees along the northern property line.
After meeting with the applicant and reviewing staffs recommendations, staff is
proposing an alternate recommendation as follows:
• Trim existing shrubs
• Add new shrubs and grass to fill gaps
• Add ornamental trees
• Professionally trim /prune existing trees
• Add twenty eastern red cedars and automatic irrigation system with three
bubblers only
Mayor Trevino called on the applicant to come forward and present the item.
Applicant John Pace 1105 W. Grove Drive, Saginaw, presented the request. He
commented that the alternate plan staff drew was acceptable to him. Mr. Pace stated
that he would enhance the two flower beds located at the front entrance.
Mayor Trevino called for the motion.
COUNCIL MEMBER WELCH MOVED TO APPROVE THE STAFF'S ALTERNATE PROPOSAL AND TO
WORK WITH THE APPLICANT ON THE FLOWER BEDS. MAYOR PRO TEM WHITSON SECONDED
THE MOTION.
