HomeMy WebLinkAboutOrdinance 2612 10 12 14 16 18 20 22 24 26 28 30 32 34 36 38 40 42 44 ORDINANCE NO. 2612 2 4 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, AND ESTABLISHING THE ADMINISTRATION OF A PROGRAM FOR MAKING LOANS AND GRANTS OF PUBLIC MONEY AND PROVIDING PERSONNEL AND SERVICES OF THE CITY TO PROMOTE LOCAL ECONOMIC DEVELOPMENT AND TO STIMULA TE BUSINESS AND COMMERCIAL ACTIVITY IN THE CITY. 6 8 WHEREAS, Chapter 380 of the Texas Local Government Code authorizes municipalities to promote local economic development and make grants of public money other than from the proceeds of bonds or other obligations payable from ad valorem taxes and to administer programs for providing personnel and services of the municipality to promote economic development and to stimulate business and commercial activity in the city; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS: Section 1: THAT the Code of Ordinances of the City of North Richland Hills, Texas, is hereby amended by adding a new Chapter 8~ which shall read as follows: "CHAPTER 8~ ECONOMIC DEVELOPMENT. Sec. 8~-1. Economic Development Grants. The City Council may grant public money to the development corporation created by the city under the Development Corporation Act of 1979 (Article 5190.6, Vernon's Texas Civil Statutes). No such funds may be from ad valorem taxes or obligations payable from ad valorem taxes. Any such grant may be made only pursuant to a contract with the corporation which provides for use of such grant for specified development and diversification of the economy, elimination of unemployment or underemployment and development and expansion of commerce. Sec. 8~-2. Personnel and Services of the City. In order to promote local economic development and to stimulate business and commercial development in the city, the charges normally charged for the services of city personnel, including but not limited to charges for building permits, inspection fees, and similar charges may be waived pursuant to a contract which results in the construction of new business buildings with a construction cost in excess of$5,000,000 and the creation of at least 300 new jobs in the city.
