C.1 APPROVE MINUTES OF THE DECEMBER 7, 2015 PARK AND RECREATION
BOARD MEETING
APPROVED
PARK BOARD MEMBER SPRADLING MOVED TO APPROVE THE MINUTES OF THE DECEMBER 7,
2015 PARK AND RECREATION BOARD MEETING. VICE -CHAIR FILIS SECONDED THE MOTION.

D. PRESENTATION / DISCUSSION ITEMS
Ms. Vickie Loftice, Managing Director of Parks and Recreation, introduced Antonio
Evangelista who has been hired as the Grand Hall Manager. Antonio spent five years at
Iron Horse Golf Course and is very familiar with The Grand Hall and the City of NRH.
D.1 YOUTH SPORTS ASSOCIATION ANNUAL PRESENTATION
Ms. Sharon Davis, Assistant Director of Parks and Recreation, introduced Mr. Orlando
Ochoa, President of the North Richland Girls Softball League, who provided his annual
report to the Park and Recreation Board.
D.2 NRH CENTRE ANNUAL PRESENTATION
Ms. Adrien Pekurney, NRH Centre Manager, presented a PowerPoint Presentation on
activities at the NRH Centre for Fiscal Year 2015. Highlights included:
• Revenues for FY15 were $3,028,358
• Expenses for FY15 were $2,663,307
• Cost Recovery including the general fund contribution is 117%
• Cost Recovers excluding the general fund contribution is 99%
D.3 LOOK OUT TEXANS SAFETY CAMPAIGN PRESENTATION
Mr. Joe Pack, Senior Park Planner, presented a PowerPoint Presentation on the Look
Out Texans Safety campaign. Look Out Texans is an integrated outreach and
advertising campaign, launched in October 2015, to help people bike, walk and drive
safely. The campaign has been promoted by billboards, transit ads, print and online
ads, social media, local government and transportation agency coordination as well as
school outreach. In North Richland Hills, the campaign has been promoted in multiple
places on the website and through social media.
D.4 PRELIMINARY RECOMMENDATIONS FOR FY17 CAPITAL PROJECTS
Mr. Bill Thornton, Assistant Director of Parks and Recreation, presented a PowerPoint
Presentation on the preliminary recommendations for the FY17 Capital Projects. The
following projects are proposed:
• Northfield Park Redevelopment
• Park System Signage
• Green Valley Playground Replacement
• Park Infrastructure Maintenance
• Park System Playground Amenities Replacement
• Richland Tennis Center Infrastructure Maintenance
• Trail and Route System Plan Phase I
• Trail Identification and 911 Emergency Response Signage

E. DEPARTMENT UPDATES
E.1 NRH2O FAMILY WATER PARK UPATE
Mr. Frank Perez, NRH General Manager presented an update on activities at
NRH
Highlights include:
• Polar Plunge was held on January 30 and raised more than $15,000 for Special
Olympics.
• NRH will hold their annual rehire kickoff party on February 4.
• Season Pass sales are currently tied with last year.
• Bryon Bustamante, NRH2O's Food and Beverage /Retail Coordinator, has been
appointed to the IAAPA Food and Beverage Committee. This 13 person
committee helps set the tone for the Good and Beverage segment of the industry
and provides direction for IAAPA members across the globe. Bryon is the only
representative from a publicly owned facility.
E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS
Mr. Bill Thornton presented an update on Parks Capital Projects.
• Adventure World Playground Shade — Council awarded a contract to Shade
Structures Inc. for shade structures over the play equipment at Adventure World
Playground. Bill showed pictures of the proposed shade structures.
• Northfield Park Redevelopment — The Evaluation Committee selected firms that
will be interviewed in early February. These interviews will assist the selection
committee in the final consultation selection.
• City Wide Trail and Route System Plan — Alta Planning is in the process of
creating an Existing Conditions Report based on their assessment of our city-
wide trail and bike route system. They plan to meet with local stakeholders
represented by city staff and selected members of the bicycle riding community.
• Trailhead Gateways — The John Barfield Trail Head at Davis and Shadywood
Lane is expected to go out for bid in Mid - February 2016. The project is being
funded by Mr. John Barfield and sponsors /donations.
E.3 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND
SERVICES
Ms. Sharon Davis, Assistant Director of Parks and Recreation, presented an update on
activities at the NRH Centre, Athletics, Senior Center, Tennis Center and the Grand
Hall.
• The 25 Annual Daddy Daughter Valentine Dance will be held on Saturday,
February 6 at the Grand Hall.
• The Holiday /New Year Membership promotion concluded on January 31, 2016
with revenues up $6,800 compared to January 2015.
• Body Analytics will be providing Hydrostatic Body Composition Testing on
Saturday, February 6. Pre - registration was required and all time slots filled up

within a couple of days. Another testing event will be scheduled in late spring or
early summer.
• The NRH Centre will be hosting a movie night under the stars on Friday, April 8.
The movie, Inside Out, will be shown on the NRH Centre Plaza and begins at
sunset.
• Registration for the 2016 Summer Camp NRH program began on Friday,
January 15. Parents were lined up at the door beginning at 4:30 a.m. By 12:00
noon all eleven weeks of camp was full.
• Registration for the following leagues began in January, Men's Basketball, Coed
Adult Volleyball and Girls Volleyball.
• The 5 Annual NRH Mayor's Walk is scheduled for Saturday, April 2 at 9:00 a.m.
at the NRH Centre.
• The 2016 "Round the Town with Oscar monthly bike rides begin on April 5 and
take place the first Tuesday of each month through September with the October
event on the first Thursday of October. Rides begin at Cross Timbers Park at
5:45 p.m.
• The NRH Senior Center hosts Karaoke twice a month on the first and third
Thursdays at 2:00 p.m. They will also be hosting several Wellness Seminars in
February and March as well as an AARP Safe Driving Class.
• The NRH Senior Center will celebrate "Take a Walk in a Park Day" on
Wednesday, March 30. The center will utilize the golf car donated by Mr. John
Barfield to take seniors down the Barfield Trail.
• The Richland Tennis Center will be a host site for several dual matches for
THESA in February and March.
• RTC also had 40 drop in drills on Sunday due to the nice weather.
• Easter in the Park will be held on Saturday, March 19 from 10:00 a.m. to 12:00
noon at Green Valley Park.
• The 2016 Sounds of Spring Concert Series line up has been announced:
- April 15 — Tejas Brothers
- April 22 — Ellen Once Again
- April 29 — Chris Watson
- May 6 — Memphis Soul
- May 13 — The Eggmen (at the City Hall Grand Opening)
- May 20 — The Killdares
Food trucks will once again be providing gourmet and casual dining items for
sale and the Kidz Zone will return with fun and engaging activities for the kids.
• The Grand Hall hosted 42 events in the first three months of FY16 with another
66 definite bookings. Total revenue collected to -date is $42,557 which is down
1.7% from the same time period last year.
F. INFORMATIONAL ITEMS
The Grand Opening for the new City Hall is scheduled for Friday, May 13 with the
ribbon cutting at 6:00 p.m. followed by tours of the facility and The Eggmen in concert.
