ACTION ITEMS C.1 APPROVE MINUTES OF THE FEBRUARY 1, 2016 PARK AND RECREATION BOARD MEETING APPROVED PARK BOARD MEMBER SPRADLING MOVED TO APPROVE THE MINUTES OF THE FEBRUARY 1, 2016 PARK AND RECREATION BOARD MEETING. BOARD MEMBER MITCHELL SECONDED THE MOTION. Page 1 of 4 MOTION TO APPROVE CARRIED 7 -0. C.2 FORWARD A RECOMMENDATION TO CITY COUNCIL TO READOPT THE NRH YOUTH PROGRAMS STANDARDS OF CARE ORDINANCE APPROVED Mr. Ron Newman, Program Coordinator, provided information on the NRH Youth Programs Standards of Care. Adoption of the Standards of Care is an annual requirement with this being the twelfth year for the formal adoption process. PARK BOARD MEMBER COMPTON MOVED TO FORWARD THE NRH YOUTH PROGRAMS STANDARDS OF CARE ORDINANCE TO CITY COUNCIL FOR ADOPTION. BOARD MEMBER PENA SECONDED THE MOTION. MOTION TO APPROVE CARRIED 7 -0. D. PRESENTATION / DISCUSSION ITEMS D.1 "WATER SAFETY 365" PROGRAM Ms. Vickie Loftice, Managing Director of Community Services, introduced Robert and Vanessa Copeland, who will be presenting information on the Water Safety 365 Initiative. The program was initiated after the accidental drowning of a friend's four year old son last summer, Paxton Wages. The program provides educational opportunities and community outreach events for children and families on the subject of water safety and drowning prevention. Captain Paxton helps deliver the message of water safety. The initiative also encourages cities to become a "Buoyant" City by 2020. Mr. and Mrs. Copeland presented a PowerPoint presentation on the Water Safety 365 Program. D.2 YOUTH SPORTS ASSOCIATION ANNUAL UPDATE Ms. Sharon Davis, Assistant Director of Parks and Recreation, introduced Mr. Darren West, President of the Birdville Area Youth Futbol Alliance (BAYFA) and Mr. John Ramsey, President of the Richland Youth Association (RYA) who presented their annual reports to the Board. Also in attendance with Mr. Ramsey is Mr. Jeff Pensek. D.3 TRAIL SYSTEM STAKEHOLDER TASK FORCE UPDATE Mr. Michael Wilson, Park Planner, presented an update on the Trail System Stakeholder Task Force meeting which was held on Tuesday, March 22. Stakeholders were briefed on the project background and updated on the regional Veloweb connections. Information gathered at the Stakeholder meeting included barriers to the trail system, destinations /origins, and future connections they would like to see. In conjunction with acquiring Stakeholder input, the City hired Alta Planning + Design Group, Inc. to provide design guidelines to address barriers, signage, conflicts and opportunities for the future. Park and Recreation Board Minutes April 18, 2016 Page 2 of 4 D.4 NRH BRANDING PRESENTATION Mr. Frank Perez, NRH General Manager, provided an update on branding and design efforts for NRH Family Water Park. Staff has been working with Forrec Limited, a professional firm with over 30 of international experience specializing in the development of leisure and entertainment facilities, particularly water parks. Mr. Perez provided a PowerPoint presentation outlining the cohesive theming, signage and environmental graphics that will be developed for NRH as well as a redesigned water park logo. E. DEPARTMENT UPDATES E.1 NRH FAMILY WATER PARK UPATE Mr. Frank Perez, NRH General Manager presented an update on activities at NRH Highlights include: • Hiring Status — NRH in nearing completion in hiring for the summer season and hosted their first private party on May 6. • Library Partnerships — NRH is again partnering with the NRH Library to support its Summer Reading program. Readers who read 50 hours over the summer will receive a complimentary ticket to visit the waterpark. NRH is also expanding to include neighboring libraries. • Music Festival — Registration for the NRH Music Festival is up 22% compared to the same time last year. E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS Mr. Bill Thornton presented an update on Parks Capital Projects. • Northfield Park Redevelopment — Dunkin Sims Stoffels has been selected as the consultant team for the Northfield Park Redevelopment. Council will be asked to award the contract at their April 25 meeting. • Trailhead Gateways — Double D Contracting has been selected for the construction of the John Barfield Trail Head at Davis and Shadywood Lane. • Slide Tower Replacement at NRH — City Council will consider Change Order #2 to the construction contract with JC Commercial at their April 25 meeting. Installation on the fiberglass is scheduled to begin as soon as it stops raining. E.3 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Sharon Davis, Assistant Director of Parks and Recreation, presented an update on activities at the NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall. Park and Recreation Board Minutes April 18, 2016 Page 3 of 4 • Ellen Once Again will be performing at the Sounds of Spring Concert this Friday, April 22 at 7:00 p.m. • The location for the May 13 Sounds of Spring Concert will change to the New City Hall Plaza, 4301 City Point Dr. SOS will be held along with the Grand Opening and Ribbon Cutting for the New City Hall. F. INFORMATIONAL ITEMS Ms. Loftice invited everyone to the NRH PARD VIP Reception to be held in the Terrace at the Grand Hall on Friday, May 6 at 6:00 p.m. Memphis Soul will be performing. Ms. Loftice also announced the Grand Opening and Ribbon Cutting for the New City Hall on Friday, May 13. Tours will be held from 3:00 to 6:00 p.m. The Ribbon Cutting will be held at 6:00 p.m. and the concert kicks off at 7:00 p.m. with The Eggmen performing. G.
