ORDINANCE NO. 864
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS, that:
1.
Each person, firm or corporation applying for new water service
from the city shall be required to sign an application for trash and
disposal service and shall be required to pay the monthly charge for such
service.
2.
Any person who shall fail or refuse to pay for charges within
fifteen (15) days from the date of any bill containing an arrears balance
shall have his water service as well as all other city billed services
suspended.
3.
It shall be unlawful for any person, firm or corporation to
allow trash or garbage to accumulate to the extent that it over-flows
from that person's receptacle, or to allow such garbage or trash to
accumulate and stand when such trash or garbage emits an odor objection-
able to a person of ordinary sensibilities.
4.
In order to insure that the above section is not violated
by commercial customers, the garbage contractor shall make a determination
as to the type and size of receptacle and the interval between pickups.
In the event the commercial customer feels that the contractor's
determination is excessive then said customer shall have the right
to appeal the decision of the contractor to the City Manager of the
City of North Richland Hills or his designated representative. After
hearing the contrøversy on the facts between the contractor and customer,
the said City Manager, or his designated representative, shall make a
determination as to the type and extent of service to be provided to
the customer.
