BE IT ORDAINED by the City Council of the City of
North Richland Hills, Texas, that ORDINANCE NO. 381, "Rules,
Regulations, Policies and Procedures for the City of North
Richland Hills Water and Sewer System" adopted November 8,
1971, and as hereto fore amended, be and the same is hereby
AMENDED by substitution the pages numbered, 11, 30, 31, 34,
58, 59, 62, 63, 63a, 63b, 64, 64a, 65, 65a, 66a, and 67, as
Exhibit "A" for the correspondingly numbered pages, if any,
contained in such ordinance.
The policy, procedure and specification change:.,
presented Exhibit "A" shall take effect on February 9, 1981.

maintenance and operation of the system. These valves shall be
"Mueller", or approved equal.
3. Standard three-way, improved type, dry head fire hydrants constructed to
provide a minimum of three (3') feet of cover over the connecting main
shall be installed at locations such that all areas of single family
development are located within a five hundred (500') foot radius from a
fire hydrant or all such hydrants will be placed so that hose line routes
will be no more than eight hundred (800') feey by public right-of-way.
In the areas other than single family development fire hydrants shall be
on a three hundred (300') foot radius. The area of development shall be
defined as the full area delineated by the limits of irhe approved
development plat. These fire hydrants shall be "Mueller", or approved
equal.
4. A11 fire hydrants shall be installed with a cut off valve and shall be
served by a six inch (6") or larger Supply or Distribution Main.
5. Four inch (4") Distribution Mains shall be ductile iron pipe and shall
not be used to serve more than twenty (20) Standard 3/5" Service
Connections or ten (10) Double 3/4" Service Connections and no 4"
Distribution Mains shall exceed one thousand feet (1,000') in length
between direct connections to larger mains. Four inch (4") mains may
be installed in~cul-de-sacs or dead end streets to serve not more than
four (4) residential customers, provided that no fire hydrants are
required in the cul-de-sac.
6. All distribution mains from nominal 6" I.D. to 12" I.D. inclusive shall
be either ductile iron or PVC in accordance with the Standard
C Specifications.
7. A11 supply Mains and Distribution Mains installed within a Developer's
platted and filed area of development must extend to the borders of his
development as required for future extension of the City's system,
regardless of whether or not such extensions are required for service
within the area of development.
8. After installation of water lines and curb and gutter the Contractor
will be required to install all meter boxes to top of curb grade at his
own expense. The City will furnish the meter boxes. In addition, the
Contractor will be required to adjust all valve boxes, fire hydrants,
etc., to top of curb grade if the water main is located behind the curb
and gutter. Afterwards, the Builder or Homeo_~r~ner will be responsible
for adjusting valve boxes, fire hydrants, meter boxes, ect., to finished
lot grade upon final inspection.
9. A $1.00 to $200.00 fine may be levied against any unauthorized person or
persons opening or closing a main City water distribution valve Hrithout
the express permission and supervision of the City Utility Department.

10. Water system extensions and improvements shall be des~gr,ed in accordance
with Plaster Water and Sewer Plan.
C. SEIdcRA6E SYSTEPI DcSIG~`I A`ID CO`1TSTRUCTIGi~ STA'aDAROS.
1. All materials and ~~~orkmanship used in extensions or improvements to the
City's sewerage system shall conform to the latest revisions of the
applicable sections of the American Society of Testing i•faterials Standards
as prescribed in the latest revision of the Detailed Specifications
which have been adopted by the City; a copy of which is on file at the
offices of the City and Vri11 be made available far inspection upon
request. All installations shall con`crm to the latest applicable
Design Criteria for Sewerage Systems as published by tie Texas State
Depart~Tent of ;lealth.
2. Approach Sewers shall be designed with consideration for searing the
full drainage area subject to collection by the system, but modified as
governed by the projected rat? of deveiopr~ent and the financial feasi-
bility of the proposed extension. Lateral Se;rers shall be designed to
serve the planned area of development with provision for extension S~lhere
possible into adjacent undeveloped areas.
The population density for undeveloped areas sh~l1 be based on su r-
rounding development, but shall not be less than 9.5 p°rsans per acre
unless approved otherwise by the City. The contributing se;~age flo~.t
shall be determined on the basis of an average flaw of 100 gallons p?r
person per day without separa~e provision for inriltration. Outfall
Sewers, Approach Sewers and Collector Sewers shall be designed on the
basis of the following peaking factor formula: ~_

,` 11. The following design practices shall be considered as generally appli-
cable, but they may be modified by concurrence of the City`s Engineer(s)
~ and Director in specific cases where they are impractical.

six (b") inches in diameter.
Service Sewers ar,d House Seti•rers shall not be less than four (4"} inches
in diameter and shall approach the "Lateral Sewer" on at least a one
(lq) percent grade,
All Lateral and Approach Sewers shall be designed with hydraulic slopzs
sufficient to give mean velocities, when flowing full or hall-full of
not less than taro (2.0') feet per second based on Kutter's or t~lanning's
formula using an "n" valve of 0.013. Grades ,~i~ich will produce velocities
in excess of five (5') feet per second shall be avoided.
Sewers shall be laid in straight alignment w'nerever possible, tlhere
horizontal curvature must be used, the smallest radius shall be one
hundred (100') feet. manholes shall be constructed at all c'nanges in
alignment, grade or size of sewer intersection of other se:r~rs except
Service Sewers and at the ends of all sewer lines that will be extended.
Intersecting sewers shall enter the manholes at the crown line or top of
the intersection or main sewer and the inverts of ali manholes shall be
fo rred concave to fit the connecting sewer pipes.
12. All six (6") inch ar,d eight (8") inch sewer lines shall be air tested
and hold four (4) P.S.I. for t4renty (20) minutes. All ten (ZO") inch
and larger sewer mains shall hold three (3) P.S.I. for fifteen (15)
minutes.
13. The Contractor will be required to adjust all sani~ary sewer manholes
and cleanouts to top of curb grade alter construction of curb and gutter
if the sewer main is located behind the curb. Afte nrards, the Builder
or Homeowner will be responsible for adjusting manholes and cleanouts to
finished lot grade upon final inspection.
- The top of the manhole cone shall be installed at least 18 inches below
the proposed finished grade with final adjustment of-rim mad? with
precast reinforced concrete grade rings or red face brick, as shown
in the manhole detail on page 82.

shall be so conducted as not to endanger persons or property. Only a sufficient
quantity of explosives for the immediate day's t~,ork shall be kept at the site of
the work by the Contractor. Caps, exploders and explosives sha71 be stored separ-
ately. The Contractor shall be responsible for, and shall make goad, any damage
caused by blasting or accidental explosions.
12. Tunnellinq and Casinq.
Tunnelling under highways, streets, or railroads shall be accomplished
by means of jacking and tunnelling equip,;,ent which has begin approved prior to
starting tunnelling operations. Tun;els shall be pressure grouted or backfill~d
as completely as practicable with selected materials, compacted by means of mechanical
tampers or hydraulically placid in such manner that no voids re;~ain betti~tzen the
backfilled material and the roof of the tunnel, Tunnelling and casing shall be
further in accordance vrith the Item, "Railroad and Highway Crossings" or as further
provided in the Special Provisions or shown on the plans.
13. Crossings to be Kegt Ogen.
At such street, railroad, and all other crossings as ray b~ d~signated~
by t`r,e Engineer, the trenches are to be hand tamped and filled in such a manner as
to prevent any serious interruption of traffic upon the roadway or sidev:aiks, the
cost thereof to be borne by the Contractor.
1~. Protection of Unfinished !fork.
Before leaving work for thQ night, or during a stor;~, or at other ti.r~~es
care must be taken to protect and securely close the unfinished end of the pipQ,
Any earth or other materials that may find entrance into the pipe thro~lgh any such
open or unplugged end of the pipe must be removed at the Contractor`s expense.
°' 15. Lights and Guards,
The Contractor must provide and maintain adequate detours around the
work under construction. ThA Contractar must provide sufficient lights, warning
signs, and watchmen to provide adequately for the safety of the public.
16. Bac',cfill, Materials and 4;ork?aanship,
Excavation shall be backfilTed only with approved materials; the tyae of
bac!;fill shall vary according to the type of pipe being installed.
(A) Unless special granular em;~edment or encasement is required, the initial
blinding-over of the pipe shal 7 be as fol l oY~rs
(1) Ail polyvinyl chloride (PVC) pipe shall be embedded and blinded over
with not less than 4" below & 4" above the barrel of pipe with select

(2) A11 ductile iron or steel cylinder concrete pips laid on rock or in
clay material With P.I. of 20 or greater shall bz e;nbedded and blinded

select "Mauled-in" cushion sand.
(3) Ductile iron or steel cylinder concrete pipe laid through materials
of P.I. less than 20 which granulate or crumble to particles less
than 1" in size may be blinded and backfilled with the native material
unless some other condition i s found that :~~oul d be deterimental to
this installation. E-~bedding and blinding must be not less t'ran 4"
below and 4" above barrel of pipe. -~
( 4) All clay or other seS.~er pipe steal l be b1 i nded and backfilled with
native material tirhere the excavated material is good earth free ~rcr~
rock, broken concrete, broken pavement or other lumpy material larger
than 1" in the greatest dimension. The pipe shall be blinded by
carefully placing by nand, and hand or mechanically tamping layers
to a height twelve (12") inches above the pipe.
(S) After initial blinding-over has begin accomplished as specified above, the
remainder of the backfill shall be placed and treated depending upon the
location of the trench as follows:
(1) t•Ihere trenches are located in open or undeveloped land, ar,d in land
which has not been planned or platted and submitted for review by the
_ City Planning Commission or City Council, backfill shall be added to
the trench to bring it u? to natural ground level. The ditch shall
then b2 allo.ved to settle with additional fill material added from
tim? to time as natural settlement is accomplished and until all bac~;-
fill has stabilized ~,~r the period of maintenance as prescribed -or
thz project has expired.
(2) Where trenches are located in land for which a preliminary plan has
been or is being presented to the City Planning Commission or City
r ~ Council, the backfill shall be jetted until all settlement has been
ceased. Jets shall be used at not over six (5) foot spacing and on
alternate sides of the trench. After jetting ahd prior to any street
construction in the aria planned, the ditches shall be thoroughly
"walked in" by tracked machinery and any settlement corrected by
addition of material up to ground level.
(3) Where trenches are located in areas dedicated as streets in a p1a t
which is filed of record, these trenches shall be backfilled with
select material from trench excavation and this backfill shall be
hand or mechanically tamped in not r;,cre than six (6") inch layers
or hydra-tamped to mi r.i~::u~~ 90 ~ density, if the materia~i i s dry,
and if so instructed, thz Contractor shall moisten the backfill
material in order to obtain satisfactory compaction.
{ (4) Gthere trenches are located in existing paved streets, all excavated

1. Description.

This its covers the material and labor required for the corstrucion
of the ~vater distribution system, or extensions to the existing system as shown on
the plans. Included are all mains, laterals, valves, valve boxes and appurtenances
unless specifically covered by separate specification item.
"Service Connections", "Railroad and High~vay Crossings`., and other special
devices and situations will be covered by separate items.
This specification item may b~ amended or adapted to the particular
project by the "Special Provisions."
Z. Excavations and Bac!~fillinq.

the specification item, "Trenching and Backfill", and th° costs of furnishing and
placing cushion sand or other embedment material as required in Section 16 of
the "Trenching and Backfill" item shall be included in tt;e installed price of each
size and type of pipe unless specifically provided oth?r;vise in the "Special Pro-
visions" and "Proposal".
3. Selection of Pip? Type.
All buried distribution system pipe used on this project shall be Ductile
Iron, polyvinyl chloride (P~/C) or Copper sui table for ~•ror~;ing press°sre of a` least
I50 p.s.i., unless otner~~ise provided in the °Special Provisions" or sho:vn en t'r~a
plans. The selection of pipe type for any given situation shall be go~~erned as
follows:
(a) A71 service lines 2" and smaller shall be Type "K" copper.

(b) All distribution mains sr:.aller than nominal 6" I.D. shall be
ductile iron and if smaller than 4", joint lengths shall not
exceed 12 feet, nor shall Lvall thickness be less than 0.25".
(c) A11 distribution mains from nc~-inal fi"~ I.D. to 12" I.D. inclusive
shall be either ductile iron or polyvinyl chloride (P'JC) at
Contractor's option, with the type selected to be stated in the
Proposal.
(d) Pipe larger than nominal 12" I.D. will be of type selected by
the City based upon the individual circumsta;~ces of the particular
job involved. -
Galvanized steel or other special types of pipe shall be used only
when specifically approved and provided on the plans or in the "S~.ecial Provisions."

4. Materials Specifications. -
~ 4.1 Copper Pine shall be cold drawn seamless tubing and it shall
conform to A.S.T.t•1. Specification 683-66a, Type K; Federal Specifi-
cation W~~t-T-799, Type K; and Al~lt4 C800-66, Type K. All brass castings
shall conform to A.S.T.td. Specification 652-63 for Composition Bronze
or Ounce Metal Castings.
. 4.2 Ductile Iron Pipe in sizes 3" through 54" nominal I.D, shall conform
to the latest edition of Ar+',~A C151 (AtJSI A2I.51) as further clarified
~r excepted herein. ,

The ductile iron pipe shall be manufactured with a metal having
a tensile strength of 60,000 p.s.i., yield strength of 42,000 p.s.i.
and a 10~ elongation (60-Y2-10). The thickness class of ductile
iron pipe shall be adequate for the internal working pressures,
external loads, and laying co~~ditions as shown on the plans, and
unless specifically provided far other;~rise on the Plans or in the
Proposal and/or Project Specifications shall be not less than that
required for an internal working pressure of Z00 p.s.i. and for
installation with 5-feet of cover in laying condition "A", flat
bottom trench with ur,tamped backfiil computed in accordance with
the latest edition of A,~~JA C-150 (AT1SI A21.50) "Thickness Design
of Ductile-Iron Pipe", nor shall the thickness be less than the
minimum thicknesses tabulated below.

All ductile iron pipe joints shall conforr to the latest edition-of
AW!dA CI11 (Ar1SI A2I.I1) and may be either "r-techanical point" or
"Push On" type at the Contractor's option unless specifically state '
other,•~ise in the Project Specifications. Bolts scheduled for use
with rechanical joints shall be of torten type steel ("Usalloy") or
other approved, corrosive resistant material vrhich is cathodic to
the pipe.
Ductile iron pipe and fittings shall be wrapped with polyethylene
as hereinafter specified in the Proposal and/or Project Specifications.
4.3 Polyvinyl Chloride (PVC) Pressure Pips in sizes 5" through I2"
nominal I . D. steal 1 conform to the 1 atest edition ~f A!•t17.~ C900
pressure class I50, (DP 18), or pressure class 200, (DR 14), as
further clarified or excepted herein.
The PVC pipe shall have ring joints (flexible elastoneric seals)
as recommended by the pipe manufacturer and shall bear the seal
of approval (or "rtSF" mark) of the Ptational Sanitation Foundation
Testing laboratory for potable water pipe. Pipe and fittings must
be furnished with non-toxic lubricant..
PVC pipe sha17 be furnished with standard 7ayir.g lengt'ns of 20
feet with permissible shorter random lengths as specified in
AtJ!~t,4 C900. Bedding conditions shall be as specified in Paragraph
16 (A)(1) of the Trenching and Backfill specifications_
The class of PVC 1120 pipe shall be adequate for internal working
pressures, external loads, and oedding conditions as shown on the
Plans, and unless specifically provided otner,vise on the Plans or
in the Proposal and/or Project Specifications, shall be not less
than that required for an internal working pressure of 150 psi
for installation with 3 feet of cover in an embedment whic'n shall
confor,~ with Class "8" as detailed in ASCE t;anual Pto. 37, or with
the recamrended practices given in AST~1 D-2321 and coy^puted as
specified in Rppendix A, Section A3.1, of A1~fWA C900.

4.4 Fittings for Ductile Iron and PVC !dater Distribution Pipe shall be
ductile iron conforming to Aty'!dA C110-71 (N"iSI A?1.I0-1971) desig;~ed
fora working pressure of not less than 150 p.s.i. nor less than
the design pressure of the pipe in which th?y are installed, ~
All cast iron fittings shall have a "Standard Thickness" cement
mortar lining and bituminous seal coat over the cement mortar
lining in accordance with A4J,•!A C104-71 (r?~~1SI A21.4'-1971). Ductile
iron fittings shall have a bituminous "Standard Outside Coating"
of either coal tar or asphalt base i n accordance with Atd!da C10o-70
(A+vSI 20.6-1970).
Unless provided for other~vise on the Plans or specified otherwise
in the Proposal and/or Project Specifications, fi~tings for direct
burial underground shall have joints t~vhich are either of the
"~•lechanical" or "Push On" type manufactured in accordance with thn
requirements of A!d!dA C111-72 (ArdSI A2I.I1-1972}; and tivhere such
buried fittings cannot feasibly be restrained by concrete blocking,
the Contractor shall provide other means to prevent joint separation_
Fittings installed in exposed locations shall have joints flanged
with ASA 125 lb. flanges unless noted other~rise, or if installed
tivith pipe rated greater than 150 p.s.i. tivorking pressure, flanges
shall be rated equal to or greater than the design working pressure
of the pipe.
Caskets shall be "Rainbo~,v", "Durable Garlock", or approved equal.
Gaskets eight (8") inch diameter shall be 3/32" thic;; unless spec~~`i-

Bolts shall be of "Cor-Ten" type "Usalloy" or other approved cor-
rosion resisting material with American Standard Heavy Unfinished
Hexagonal Heads and the nuts shall be Americanr Standard Heavy
Unfinished Heaxagonal dimensions as specified in w-merican Standard
for Wrench Head Bolts and rluts and !drench Openings (A.S.A_ B 12.2-
1941). All bolts or bolt-studs, if used, and all nuts shall be
threaded in accordance with American Standards or Scre;v Threads
{A.S.A, B1.1-1935). Coarse-Thread Series Class 2 Fit.
4.5 Gate Valves which are to be installed at locations sho,vn on the
plans steal 1 conform to the requirements of A,!~1.W.A, C500-7I,
"Gate Valves - 3 In. through 48 In. - For Ldater and Other Liquids",
except for'the c'nanges and additions specifically outlined below,
Unless specifically provided for otherwise on the Plans or specified
in the Proposal and/or Project Specifications, gate valves shall
be of the double-disc, parallel seat internal wedging, non-rising
stem, cast iron body and bronze mounted type designed for 200 p.s.i..
4•rorking pressure 400 p.s.i. test pressure, in sizes 2" tnro~;gh
12" and i50 p.s.i. working pressure, 300 p.s.i. test pressure, in
sizes 14" through 48".
All gate valves, unless otherv~rise sho-•m on the plans or specified
shall be installed in a vertical position.

Valves shown in the plans or specified to be installed horizontally
in horizon~al pipeiinns, shall b' equipped with g~arirg, grease
case, trac~C, roller and scraper r.~echanism that will function properly
to local conditions equal to not less than two and one-half tines
the maximum design conditions required, for the valve ;~rithou~ failure
of any nature.
The operating nut shall 5~ 2" square. To open the valv?, the
operating nut shall be turned to the Left (counter clockwise)
whether the operating nut is located directly on th? valve stem
or not.

In addition to the a5ove general requirements, gate valves shall be
designed so that whin clesir,g or opening the valve, the discs

( eliminating abrasive ac~i~n between the seat rings and the disc
rings.
To eliminate deflection of th° valve discs, s?ating force resulting
from the wedging mechanism shall be applied equally and at -;our

The stem seal for all gate valves shall consist of an "Q"-ring

4.11 Polyethylene '~lrappi rp of ~{ater Lines : Polyethylene wrap ping far
ductile iron water mains shall consist of a thin tubular section
of polyvinyl plastic, which has a high dielectric and tensile
strength, for use in insulating the pipe from the electrolytic
action encountered in highly active soil s_
Polyethylene wrapping shall consist o- opaque polyvinyl sheet
continuously the ,gal bonded to form a tubular section. The tub's
may be supplied in bulk ]ength on rolls; ho~rever, ~~;hen supplied in
specific pipe lengths, the tubes shall contain a minimum of three
(3') feet over the actual pipe 1 ength to al 1 o~r~ for. overlap.
The polyvinyl sheet of film for the tubular wrapping shall be of
virgin polyethylene, as produced from DuPont Alathon Resin or
tl.S.I. Petrothene Resin or equal. The material shall be of an
8 mil uniforn film thickness and be free of imperfections such as
pin holes, etc., after being th°rnally seamed into tubular form.
Tape for use in conjunction with the installation of the poly-
ethylene wrapping shall bz Poly,~c`n tio. 900 (polyethylene), Scotchrap
Pdo. 50 (Polyvinyl), or equal. Tape shall have a minimum thick-
C Hess of 10 mils with a caximum thickness consistent with a pliaale
installation.
The poiyeth~lyene material shall have no volatile cons tituants,
the loss of which may affect ductility. The naterial shall also
have the following properties:
(a) t~echanlCdl: The polyethylene film shall have a tensile
strength of 1200 - 2500 psi, with an elongation of up to o00b.

500 to 850 volts per mil thickness.

5.1 P,eceivina, Unloading and Distribution of ~daterials: All pipe,
special castings, gate valves, fire hydrants, and other fittings
may be delivered by the Contractor on sidings or team tracks at
available points, as near the work as practicable. Should
s~~itching charges be la~tfully demanded by the railroads, the Con-
tractor will pay any such charges incurred. •
A11 pipe, special castings, gate valves, valve stems, etc., shall be
carefully exar~ined by the Contractor beTOre unloading, and the atten-
tion of the Engineer and the Agent of the Railroad called to breaks,
cracks, or other defects. R certificate of ackno;rledgement of defects,
~ti~here such defects are caused by transportation, a receipt signed
by the Agent of the Railroad with authorization to do so, shall ba
taken by the Contractor. A11 materials shall be unloaded at the
Contractor's risk.
All pipe, special castings, gate valves and fire hydrants shall be
lifted by tackle not skidded or dumped o;f cars and trucks. C{o
dumping or other rough handling will be permitted.
All pipe and other material shall be transported to site of trench
and distributed in such manner as to be convenient for laying and
placed in such a manner as to afford as little inconvenience to
the public as possiblz.
Cost of unloading, transporting, trucking and distribution of
materials shall be included in the unit prices bid for r~Taterial in
place, it being intended that no separatz price be paid for any
unloading, transporting or distribution of naterial.
` _ 5.2 Pipe La_yi ng: Al 1 pipz, castings, valves and fire hydrants steal 1 be
.~ thoroughly cleaned of all dirt and trash before lowering into the
trench. Pips and appurtenances shall be io;•~ered into the trench
by derrick, crane, side boom or other m?ans capable of completely
lifting the pipe --- not dumped or rolled in by ropes. Before
lowering, and preferably while suspended, pipe shall be rung with
a light hammer to detect cracks or flaws and shall be carefully
examined to see that the inside cf the pipe is clean. After lowering
in the trench and before "stabbing hone", the interior and outside
of the pipe joint shall again be cleaned of any dirt, rud, or other
foreign matter. Each joint of pipe shall be s;~abbed ;chile slspended
in air. _
During the process of sterilizatcn of the irtalled pipz, as s;~ecified
herein, should the newly installed lines produce excessive r::~1d_or
other foreign matter or rail to produce the calculated discharge
quantity, the Contractor shall pay the full cost of such cleaning
re;noving sections of pipe for inspection or installing cleanouts
as may be required to correct the situation.
