C.1 APPROVE MINUTES OF THE JUNE 6, 2016 PARK AND RECREATION

C.3 REVIEW THE CONCEPTUAL PLAN FOR THE RENOVATION OF
NORTHFIELD PARK AND PROVIDE A RECOMMENDATION TO FORWARD
THE PLAN TO CITY COUNCIL FOR THEIR CONSIDERATION

Mr. Dennis Sims of Dunkin, Sims, Stoffels, the consultant for the Northfield Park
Redevelopment project, presented an update on the conceptual plan for
Northfield Park.
Mr. Sims provided a timeline for the project which includes a September 30th
deadline to submit a grant application to Texas Parks and Wildlife grant. During
the 6 month review period, work will continue on the preparation of the
construction documents to bid the project. Notification of grant funding should
occur in early March. Construction is anticipated to begin in the summer of 2017,
with completion scheduled for the summer of 2018.
DSS lead two public meetings to gather input from the community. There was
also a public survey available on the city's website and questionnaires completed
by the Park and Recreation Board and City Council ranking priorities for the
project. Staff and the consultant worked together on the development of concept
design based on the ranking of priorities and available budget for the project.
Mr. Sims reviewed the design proposal which includes relocating the playground,
pavilion and restroom concession building to a central location within the park.
The softball fields will stay in place but they will have updated lighting installed.
The sand volleyball, basketball and tennis courts are being relocated to the more
"active recreation" side of the park.
Additional discussion was held with positive comments received by citizens.

D. PRESENTATION / DISCUSSION ITEMS
D.1 PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION
2017 OPERATING BUDGET
Ms. Vickie Loftice, Managing Director of Community Services, presented an
overview of the Parks and Recreation Facilities Development Corporation 2017
Operating Budget.
Ms. Loftice also reminded the three appointed Park and Recreation Board
members who serve on the Park Facilities Development Corporation of the public
hearing scheduled for Monday, August 22 at 6:15 p.m.
D.2 PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION
AND NRH2O 2017 CAPITAL BUDGET
Ms. Loftice presented an overview of the Park and Recreation Facilities
Development Corporation.
Continuing Projects:
1. Northfield Park Renovation
2. Park System Signage
Note: A grant application is being submitted to Texas Parks and Wildlife for the
Northfield Park Renovation project.
New Projects:
1. Barfield Family Foundation Grant Program
2. Green Valley Playground Replacement and Shade
3. Park Infrastructure Maintenance
4. Richland Tennis Center Infrastructure Maintenance
5. Trail Identification & 911 Emergency Response Signage
D.3 CULTURAL ARTS SIGNAL BOX ART PROGRAM
Ms. Sarah Green, Cultural Arts Coordinator, presented the new theme and
images for the Signal Box Art Program, "Legends of Music". Along with design
images from Sarah, young artists from TCU have completed preliminary portraits
for the "Legends of Music" collection. Featured musicians will include:
The Beatles Jimi Hendrix Willie Nelson
Elvis Presley Janis Joplin Johnny Cash
Stevie Ray Vaughan Buddy Holly Frank Sinatra
Barbara Streisand (art still to be created)
B.B. King (art still to be created)
The "Legends of Music" series will be phased in gradually, replacing the
"Hollywood Cowboy" images, which were installed in 2013.

E. DEPARTMENT UPDATES
E.1 NRH2O FAMILY WATER PARK UPATE
Mr. Frank Perez, NRH2O General Manager presented an update on activities at
NRH2O. Highlights include:
• NRH2O had their second highest monthly revenue total ever during the
month of July 2016.
• On July 3, NRH2O had their third best revenue day with revenue
exceeding $100,000. This is only the third time this has occurred in the
history of the park.
• Dive-In Movies were very successful again this year, drawing in large
crowds.
• NRH2O collected school supplies again this year in exchange for $5 off
general admission during the month of August. Supplies are donated to
BISD PTA. This is the seventh summer they have had this promotion.
• In honor of the Dive-In Movie "Cinderella", NRH2O teamed up with the
Clothes Connection for a shoe drive. They thought they would only bring
in about 200 pairs of shoes, but ended up collecting an overwhelming
2,372 pairs of shoes for the Clothes Connection. This was the largest
donation the Clothes Connection has ever received in a single day.
• Doggie Beach Bash is scheduled for September 24 from 10:00 a.m. to
4:00 p.m. Proceeds this year benefit the NRH Animal, Adoption & Rescue
Center.
• NRH2O was ranked as the #16 best water park in the nation by the
TripAdvisor Travelers' Choice awards in July 2016. This is the highest
ranking the park has ever achieved on this list. The next highest rated
water park in Texas was Schlitterbahn at #20. Also, in June 2016 the
travel section of Foxnews.com listed NRH2O as one of America's best
water parks that you must visit this summer.
E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS
Mr. Bill Thornton presented an update on Parks Capital Projects.
• Park Infrastructure Projects completed, or in the process of being
completed, include the bridge deck replacement on the North Electric
Trail, and the loop trail at Richfield Park which will tie in all the amenities
within in the park.
• The City Wide Trail and Route System Plan is currently being reviewed
with the Development Review Committee. Staff plans on bringing the plan
to the Park and Recreation Board in October.
• Flatwork is complete on the John Barfield Trailhead and staff is waiting on
the fabrication of the shade structure.
• Bids were received for construction of four rest stations along the Barfield
Trail and staff is currently in the process of executing a contract.

E.3 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND
SERVICES
Ms. Sharon Davis, Assistant Director of Parks and Recreation, highlighted the
following upcoming special events:
• NRH WS365 Golf Tournament will be held on September 2, 2016.
• The next `Round the Town with Oscar will be held on Tuesday, September
6 with Mayor Betsy Price joining the ride.
• Senior Center Garage Sale will be held on September 16 & 17.
• 2016 NRH Road Runner is scheduled for Saturday, October 1 at Green
Valley Park.
• The last `Round the Town with Oscar bike ride will be held on Thursday,
October 6. The theme for this ride is "Back the Blue" to honor our police
officers, so wear your blue.
• Richland Tennis Center will be celebrating their 20th Anniversary on
Sunday, October 28.
• The next Pop Up Gallery is scheduled for November 18.
F. INFORMATIONAL ITEMS
Ms. Dianne Spradling inquired about the TexRail and wanted to know if they are
looking to tie into our existing trails. Mr. Thornton commented that we would be
working with TexRail on street crossings. Consideration will also be given for the
new train stations currently being developed.
Ms. Loftice informed the Park and Recreation Board about the attendance policy
for Boards and Commissions which requires 75% attendance.
