A. CALL TO ORDER
Chair Kusmierski called the meeting to order October 3, 2016 at 6:00 p.m.

Chair Kusmierski introduced Kenneth Reeves who has been appointed to the alternate
position on the Park and Recreation Board.

C.1 APPROVE MINUTES OF THE AUGUST 15, 2016 PARK AND RECREATION

C.2 REVIEW THE CITY WIDE TRAIL AND ROUTE SYSTEM PLAN AND PROVIDE
A RECOMMENDATION TO FORWARD THE PLAN TO CITY COUNCIL FOR
THEIR CONSIDERATION
APPROVED
Mr. Michael Wilson, Park Planner, presented the City Wide Trail and Route
System Plan which has been prepared by Alta Planning and Design. The project
calls for developing ways to connect the existing off-road trail network to schools,
parks and transit-oriented development, as well as creating a frame work for on-
road facility types and intersection treatments to be implemented over time.
PARK BOARD MEMBER MITCHELL MOVED TO FORWARD THE CITY WIDE TRAIL AND
ROUTE SYSTEM PLAN TO CITY COUNCIL FOR THEIR CONSIDERATION. BOARD MEMBER
COMPTON SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 6-0.
D. DEPARTMENT UPDATES & GENERAL INFORMATION
D.1 NRH2O FAMILY WATER PARK UPATE
Mr. Frank Perez, NRH2O General Manager presented an update on activities at
NRH2O. Highlights include:
• NRH2O completed its 2016 season and is already planning for 2017.
Current revenues and expenses are down approximately 3% due to the
challenging weather in late May and early June. July revenues were the
second best monthly revenue in the history of the park.
• Doggie Beach Bash was held on September 24, 2016 with over 1,700
attendees. This is the 3rd year NRH2O hosted the event with the Animal
Adoption and Rescue Center.
• NRH2O was recognized as the "best place for swimming parties" by Fort
Worth Child Magazine.
• Stephanie Hee, NRH2O's Admissions and Promotions Coordinator, was
promoted to chair of the World Waterpark Associations Marketing
Committee.
• Chris Duxbury, one of NRH2O's seasonal Group Sales interns, was
awarded the Emerging Leader award by the World Waterpark Association.
• Frank Perez, NRH2O Park Manager, will be awarded the Al Turner
Commitment to Excellence Award by the World Waterpark Association at
the symposium in October.
• Staff is attending the World Waterpark Association Annual Conference in
October where one of the seminars scheduled is dedicated solely on
NRH2O's branding efforts, which is quite an honor.

E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS
Mr. Bill Thornton presented an update on Parks Capital Projects.
• Staff is working with Tex-Rail on the pedestrian enhancements at the John
Barfield/Cotton Belt Trail Connector and Precinct Line Road Crossing.
Construction will coincide with the new rail construction.
• The Master Concept Plan for the redevelopment of Northfield Park was
reviewed and approved by City Council at their September 12, 2016
meeting. Council also approved a resolution to apply for a Texas Parks
and Wildlife grant at their September 26, 2016 meeting.
• The shade structure at the John Barfield Trailhead Gateway is nearing
completion.
• Construction has begun on four rest stations along the John Barfield Trail.
• City Council will consider awarding a bid for the replacement of several
park entry signs at their October 24 meeting. The Park System Signage
project will be implemented over a period of three years.
E.3 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND
SERVICES
Ms. Sharon Davis, Assistant Director of Parks and Recreation, presented an
update on activities at the NRH Centre, Athletics, Senior Center, Tennis Center
and the Grand Hall. Highlights include:
• The fall season of adult softball currently has 88 teams registered.
• The NRH Senior Center is hosting its annual Arts & Craft Fair on October
26 & 27 from 9:00 a.m. to 6:00 p.m. in the Grand Hall.
• The Senior Center will celebrate Thanksgiving on Thursday, November 17
at 3:30 p.m.
• Richland Tennis Center will have their 20th Anniversary Celebration on
Sunday, October 23 from 2:00 to 5:00 p.m.
• The next NRH Pop Up Gallery is scheduled for Friday November 18 & 19.
A "call for art" was publicized and will run through October 17.
• Hoot n' Howl is scheduled for Saturday, October 29 from 6:00 to 9:00 p.m.
and will be held at Green Valley Park.
• NRH will celebrate Veterans Day on Friday, November 11 at 11:00 a.m. at
Liberty Park. Lieutenant General Rick Lynch will be the keynote speaker.
• The Grand Hall exceeded their revenue projections for FY16 with
$190,901 in total revenue.
F. INFORMATIONAL ITEMS
Ms. Davis highlighted Night of Holiday Magic which is scheduled for Saturday,
December 3, 2016 from 4:00 to 8:00 p.m. Run Run Rudolph will start at 3:00 p.m.

Ms. Loftice updated the Park Board on the number of participants for the NRH
Road Runner which was 261 participants.
Ms. Loftice announced the upcoming retirement of Sharon Davis. Sharon will
retire at the end of December; her retirement party is scheduled for Thursday,
December 8, 2016 at the Grand Hall.
