A. CITIZEN COMMENTS There were no requests to speak from the public. C. INTRODUCTION OF STAFF Mr. Frank Perez, NRH2O General Manager, introduced Mr. Chris Duxbury, Group Sales Representative for NRH2O. Chris has worked at NRHzO in a seasonal position for nine years, and this past October Chris received the 2016 Emerging Leader Award from the World Water Park Association . Page 1 of 4 i D. ACTION ITEMS D.1 APPROVE MINUTES OF THE OCTOBER 3, 2016 PARK AND RECREATION BOARD MEETING APPROVED PARK BOARD MEMBER MITCHELL MOVED TO APPROVE THE MINUTES OF THE OCTOBER 3, 2016 PARK AND RECREATION BOARD MEETING. BOARD MEMBER COMPTON SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5-O. E. PRESENTATION / DISCUSSION ITEMS E.1 NRH CENTRE ANNUAL UPDATE Ms. Adrien Pekurney, NRH Centre Manager, provided an update on key measurements at the NRH Centre for the past year. Highlights included revenues, expenditures, cost recovery, attendance and memberships. Ms. Pekurney also introduced Mr. Ryan Steele, who has been hired as the Athletic Special Events Coordinator. Ryan comes to us from the University of North Texas. Board Member Paul Pena arrived at 6:14 p.m. F. DEPARTMENT UPDATES & GENERAL INFORMATION F.1 NRH2O FAMILY WATER PARK UPATE Mr. Frank Perez, NRH2O General Manager, presented an update on activities at NRH2O. Highlights include: • Off season activities • Off season capital projects: replacement of the three endless river bridges and cabanas at Beachside Bay • Polar Plunge — Saturday, January 21, 2017 • Season pass sales F.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital Projects. Highlights include: • Northfield Park Redevelopment — A pre-bid conference for Construction Manager at Risk was held on November 30. Proposals are due on December 15 and will be reviewed by a five person selection committee. Staff also submitted a grant application for the project. Park and Recreation Board Minutes December 5,2016 Page 2 of 4 ii I • Park Infrastructure Maintenance — Currently underway is the removal of gravel at the J.B. Sandlin Park playground. The gravel is being replaced by engineered wood fiber playground safety surface materials. • Park System Signage —A Notice to Proceed was issued to Dynamic Signs and Marketing for the replacement of signs at Green Valley, Cross Timbers, Linda Spurlock, Richfield and Walker's Creek Parks. All park entry signs will be replaced over a three year period. • Beachside Bay Cabanas — Bids are currently being requested for the cabana project and are due on December 15. • Endless River Bridge Replacements — Larwel Industries was selected to design, manufacture and deliver the three bridges to NRH2O. A separate contractor will be selected for the installation of the bridges. F.3 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Sharon Davis, Assistant Director, presented an update on activities at the NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall. Highlights include: • Staff at the NRH Centre is working on a new branding campaign for 2017, A Celebration of Community at the NRH Centre. Staff is also working on several other promotions to celebrate its 5th anniversary in April 2017. • Summer Camp NRH registration will begin on January 20, 2017. • NRH Daddy/Daughter Valentine Dance is scheduled for Saturday, February 4, 2017 and will be held at the Grand Hall. • Run Run Rudolph was held on Saturday, December 3. Even with the bad, wet weather, over 100 people showed up and enjoyed the Run. • The NRH Senior Centre celebrated National Volunteer Day earlier today, recognizing over 180 seniors for their volunteer efforts. • The NRH Senior Center Luncheon for December, Christmas Tidings to All will be held on December 21 at 11:00 a.m. Proceeds from the center's garage sale paid for the event. • Richland Tennis Center's annual Toys for Tennis tournament was canceled on December 4 due to the bad weather. Even though the event was canceled, people still brought in their toys. • RTC will host a Special Olympics tennis training session on January 28. • The 5th annual NRH Pop Up Gallery was a huge success with over 150 guests at the Artists Reception and another 70 guests stopping by the Dan Echols Senior Center to admire the works of 65 artists. • Due to the wet weather, Night of Holiday Magic was postponed until Friday, December 9. The event will be held from 6:00 — 9:00 p.m. and will include the tree lighting, fireworks, Santa selfies, Christmas stories by Sophie and the holiday scenes. • The Grand Hall had a phenomenal year. Ms. Loftice commented that this is Sharon's last Park and Recreation Board meeting and report. She is retiring from the City of North Richland Hills. Everyone Park and Recreation Board Minutes December 5, 2016 Page 3 of 4 is invited to Sharon's retirement reception which is scheduled for Thursday, December 8 at 3:30 p.m. G. INFORMATIONAL ITEMS The photo of the Park and Recreation Board will be taken at a later date. Ms. Loftice updated the Park and Recreation Board on Mr. and Mrs. Tipps. Ms. Loftice thanked the Board for their support and work that they do. Ms. Loftice also thanked Board Member Dianne Spradling for all she does for the Community Garden. H.
