ACTION ITEMS C.1 APPROVE MINUTES OF THE DECEMBER 5, 2016 PARK AND RECREATION BOARD MEETING APPROVED PARK BOARD MEMBER SPRADLING MOVED TO APPROVE THE MINUTES OF THE DECEMBER S, 2016 PaRtc AND RECREATION BOARD MEETING. BOARD MEMBER MITCHELL SECONDED THE MOTION. MOTION TO APPROVE CARRIED 6-O. C.2 FORWARD A RECOMMENDATION TO CITY COUNCIL TO READOPT THE NRH YOUTH PROGRAMS STANDARDS OF CARE ORDINANCE Page 1 of 4 APPROVED PARK BOARD MEMBER COMPTON MOVED TO FORWARD A RECOMMENDATION TO CITY COUNCIL TO READOPT THE NRH YOUTH PROGRAMS STANDARDS OF CARE ORDINANCE. PRESENTATION / DISCUSSION ITEMS D.1 WS365 PROGRAM UPDATE Ms. Sarah Gray, Aquatic Program Coordinator, provided an update on the WS365 program. Marty Kusmierski arrived at 6:20 p.m. MEETING RECESS 6:35 P.M. The Park and Recreation Board recessed the meeting at 6:35 p.m. The purpose of the recess is to take a photograph of the Park and Recreation Board. MEETING RECONVENEND 6:44 P.M. D.2 GRAND HALL UPDATE Mr. Antonio Evangelista, Grand Hall Manager, updated the Park and Recreation Board on activities at the Grand Hall. • Revenue is currently at $85,103 for the first four months of the fiscal year. There is also $91,597 in deferred revenue for events booked through the end of the fiscal year. • Several process improvements have been implemented at the Grand Hall including the addition of a dedicated Sales Coordinator. • Staff is working with Louder Design, a North Richland Hills based company, on developing a dedicated website for the Grand Hall. D.3 NRH TRAIL & ON ROAD SAFETY PROJECTS Mr. Bill Thornton, Assistant Director, presented an update on the NRH Trail and On-Road Safety Projects. Staff has been working to complete a grant application for the 2017 Transportation Alternatives Set-Aside Program administered by TxDOT. The grant application will be submitted to City Council for approval. D.4 PROPOSED 2017/18 CAPITAL IMPROVEMENT PROGRAM BUDGET Mr. Bill Thornton, Assistant Director of Parks and Recreation, presented an update on the proposed 2017/18 Capital Improvement Program Budget which will be submitted to City Council for approval in September 2017. DEPARTMENT UPDATES & GENERAL INFORMATION E.1 NRH2O FAMILY WATER PARK UPATE Mr. Frank Perez, NRH2O General Manager, presented an update on activities at NRHzO. Highlights include: • Polar Plunge was held on January 21 and raised approximately $15,000 for Special Olympics. • NRH2O is now hiring for their 2017 Season. • The new entry sign has been partially installed at the entrance to NRH2O. The remainder of the sign will be installed in about 4-6 weeks. • Cabana project at Beachside Bay has been delayed until next off-season. • Season pass sales are currently up 38% over last year. • NRHZO's new website it up and running. • Additional Fireworks night added in July. • Staff updates include: Bryon Bustamante is serving on the IAAPA Food and Beverage Committee and was a featured speaker at the IAAPA conference held in November. Stephanie Hee and Kelli Allen continue their work on the World Water Park Associations Marketing and Education Committees respectively, and were featured speakers at the World Water Park conference held in October. E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital Projects. Highlights include: • Dean Construction has been selected as the Construction Manager at Risk for the Northfield Park Redevelopment project. • Competitive sealed bids are due on February 14 for the Green Valley Playground Replacement and Shade Structure Project. • Foundations and piers have been poured at all five locations to receive the new Park Entry Signs. Block and stone work will commence at Linda Spurlock Park this week and the remainder, Cross Timbers, Walker's Creek, Richfield and Green Valley Parks will be completed soon after. Park and Recreation Board Minutes February 6, 2017 Page 3 of 4 E.3 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall. Highlights include: • Swim lessons began 2017 with a 36% increase in enrollment compared to the same time last year. • The NRH Centre is promoting National Heart Health Month during February. • Registration began on January 20 for the 2017 Summer Camp NRH. All 10 weeks of camp were full by 9:00 a.m. • The NRH Centre will host three events on Saturday, April 1, The Mayor's Walk at 9:00 a.m., April Pool's Day at 11:00 a.m. and the 3�d Annual Youth Summer Activities Fair from 1:00 —4:00 p.m. • Registration for spring adult softball will conclude on February 13. • To-date staff has secured commitments for sponsorships in the amount of $9,000 for 2017 special events. • `Round the Town with Oscar monthly bike rides will kick off on April 4. • The 2017 Sounds of Spring Concert Series lineup has been finalized. Performances this year include: April 14 - Chris Watson April 21 — Michael Lee Band April 28 — Memphis Soul May 5 — Escape May 12 —The Peterson Brothers May 19 —The Eggmen F.
