WORK SESSION
The City Council of the City of North Richland Hills, Texas met in work session on the
10th day of April at 6:00 p.m. in the City Council Workroom prior to the 7:00 p.m. regular
Council meeting.

Mayor Trevino called the meeting to order at 6:00 p.m.
1. DISCUSS ITEMS FROM REGULAR CITY COUNCIL MEETING
Council had no questions for staff.
2. WELCOME AND INTRODUCTION - PUBLIC OFFICIAL, PUBLIC EMPLOYEE
OR CITIZEN.
City Manager Mark Hindman called on City Secretary Alicia Richardson. Ms.
Richardson introduced Amy Halcomb, the department's record analyst. Ms. Halcomb
began employment with the city on March 31.

3. DISCUSS SEVERE WEATHER MONITORING, NOTIFICATION, AND
ACTIVATION
Emergency Management Coordinator Billy Owens presented an overview of the
monitoring, notification, and activation of alerts associated with severe weather. The city,
in conjunction with other agencies - -North East Fire Department Association (NEFDA)
and National Weather Service (NWS)-- utilize multiple radar sources to track severe
weather. The city utilizes Everbridge, a notification system, to inform recipients of
inclement weather. In addition, the public receives wireless emergency alerts from the
National Weather System, which uses cell towers to push the message to those in
affected areas. The city also has twenty (20) outdoor warning sirens, with ten (10)
located in North Richland Hills, three (3) in Watauga, five (5) in Haltom City, and two (2)
in Richland Hills. Mr. Owens commented the sirens are automatically activated for
tornado warnings in the four city area. The activation criteria includes:
- NWS issues a tornado warning or severe thunderstorm warning with the phrase
"destructive winds in excess of 70 miles per hour, or higher, are likely with this storm" for
your immediate area;
- trained spotters have reported a tornado in the jurisdiction, or in a neighboring
jurisdiction that has the potential to affect North Richland Hills;
- reported hail of 1.25" in diameter or greater; or
- other emergencies as needed.
Council had no questions for staff.
EXECUTIVE SESSION
Mayor Trevino announced at 6:07 p.m. that the Council would adjourn into Executive
Session as authorized by Chapter 551, Texas Government Code, specifically Section
551.072: deliberate the purchase, exchange, lease or value of real property - (1) Iron
Horse Boulevard at Browning Drive, (2) 6609 Davis Boulevard, and (3) 6617 Davis
Boulevard. Executive Session began at 6:10 p.m. and concluded at 6:35 p.m.
Mayor Trevino announced at 6:36 p.m. that Council would convene to the regular City
Council meeting.

A.3.1 PRESENTATION BY THE TEXAS CHAPTER OF THE AMERICAN PLANNING
ASSOCIATION DESIGNATING HOMETOWN NORTH RICHLAND HILLS AS A
GREAT PLACE IN TEXAS.
Planning Manager Clayton Comstock introduced immediate past president of the Texas
Chapter of the American Planning Association Wendy Shabay.
Ms. Shabay congratulated the City of North Richland Hills for HomeTown being
recognized as a great neighborhood by the state chapter's great places in Texas
program.
A.4 CITIZENS PRESENTATION
Mr. Ben Molina, 7800 Mockingbird Lane, Lot 204, expressed his gratitude for public
safety personnel. He commented on the importance of maintaining a positive image by
keeping the community tidy.

F.1 CONSIDER RESOLUTION 2017 -020 AUTHORIZING A SUSPENSION OF THE
APRIL 21, 2017 EFFECTIVE DATE OF ONCOR ELECTRIC DELIVERY'S
REQUEST TO INCREASE RATES
APPROVED
Assistant City Manager Karen Bostic presented item. Oncor filed an application with
cities seeking to increase system -wide transmission and distribution rates by $317 million
(7.5% over present revenues). Oncor is asking the city to approve an 11.8% increase in
residential rates and a 0.5% increase in street lighting rates. The City of North Richland
Hills is a member of a 156 -city coalition, known as the Steering Committee of Cities
Served by Oncor. The purpose of the resolution is to suspend the April 21, 2017
effective date of Oncor's rate increase for the maximum period allowed by law and
authorizes the Steering Committee to act on behalf of the best interest of the city and
coalition.

F.2 CONSIDER RESOLUTION 2017 -021, APPOINTING MEMBERS TO THE
ECONOMIC DEVELOPMENT ADVISORY COMMITTEE.

Director of Economic Development Craig Hulse presented item. The proposed resolution
appoints a ten (10) member committee for the purpose of serving as a resource for city
endeavors, and to periodically review and recommend updates to city plans and

H. INFORMATION AND REPORTS
H.1 ANNOUNCEMENTS
Mayor Pro Tern Welch made the following announcements.
The 2016 Sounds of Spring Concert Series kicks off this Friday, April 14, at 7:00 p.m. at
the NRH Centre Plaza and admission is free. Seating is on the lawn, so do not forget to
bring a blanket or lawn chair. A variety of gourmet food trucks will be on site for each
concert and there will be free games and activities for children. For more details, please
go online or call the NRH Centre.
The North Richland Hills Fire Department conducts CPR classes each month for the
community. Classes are American Heart Association approved and each participant
receives a book and course completion card. The next class is being held Saturday, April
15. For more information please visit our website or contact Fire Administration.
Kudos Korner - Chuck James, Johnny Reyes, Thomas Wade, Steven Wester and Dallas
Wyatt in the Public Works Department - A citizen emailed appreciation for the crew that
worked to repair a water main break on his street. He said it was not an easy repair,
"especially in light of the circumstances of deep digging, flooding waters, and darkness
approaching." Throughout the evening the crew remained professional and courteous
and he and his family appreciated all that they did to get the water back on.
