FOR THE CITY OF NORTH RICHLAND HILLS, TEXAS,
HELD AT THE NORTH RICHLAND HILLS CITY HALL

The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills,
Texas met on the 28th day of March, 2017 at 5:45 p.m. in the Neighborhood Services
conference room.
1. CALL TO ORDER
Chairperson Kathy Luppy called the meeting to order at 6:00 p.m.

2. APPROVAL OF MINUTES OF THE JAN 17, 2017 KEEP NORTH RICHLAND
HILLS BEAUTIFUL COMMISSION MEETING.
Motion to approve carried 5-0.
3. DISCUSS Adopt A Highway Renewal:
Debbie York read the email about renewing the agreement. Motion to approve
carried 5-0.
4. DISCUSS KEEP TEXAS BEAUTIFUL CONFRENCE, JUNE 12 — 14:
Debbie York advised the Conference is the 50th Anniversary of KTB and it will be
held in San Antonio and asked if any members were interesting in attending.
Sandra Totty expressed interest along with Kathy Luppy. Sandra will get back
with Debbie York to see if she will be available to go.

5. DISCUSS PARTICIPATING IN SOUNDS OF SPRING:
Commission agreed to participate and Debbie York gave dates available and
asked members to sign up for any dates they can work. Susan Young and
Donah Tyner chose 5/5/17 and Kathy Luppy chose 4/28/17. Remaining
members will get back with Debbie York as to their availability.
6. DISCUSS I DIG MY GARDEN PHOTO CONTEST:
Commission discussed the lack of participation in recent years and agreed that
the event needed to be advertised to the public more. Suggestions, such as
more advertisement on social media were made. Debbie York will follow up on
that. Decision was made that the Contest will be continued this year and will be
evaluated afterward to see if it should be replaced with something else.
7. STAFF REPORT:
Debbie York passed around a card that was received from the Tipps family,
thanking the Commission for the plant that was sent to Doris Tipps' funeral. She
also advised the Commission that shirts will be ordered for each member. She
displayed the shirt and the color blue was selected, with a possible change in the
logo. She asked for sizes from the members that were present and will follow up
with the absent members so that the shirts can be ordered as soon as possible.
Debbie York also gave an update on the 2016 GCAA project schedule.
Construction on the hardscape is to begin mid-August with planting in mid-
October of 2018. She advised it is a long process and once Joe Pack, the City's
Landscape Architect, has the final design, he will make a presentation to the
Commission. April 8, 2017 is the Trash off and Debbie advised the Commission
that Justin Welborn, former member, has volunteered to help and there is a
fraternity that has volunteered, also, with 10 members.
6. ADJOURNMENT - Chairperson Luppy adjourned the meeting at 6:33 pm.
