PRESENTER: Alicia Richardson, City Secretary SUMMARY: The minutes of the Crime Control and Prevention District Board are approved by majority vote of the board at the Crime Control and Prevention District Board meeting. GENERAL DESCRIPTION: The City Secretary's Office prepares action minutes for each Crime Control and Prevention District Board meeting. The minutes for the previous meeting are reviewed and approved by the board, which contributes to a time efficient meeting. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approve minutes of the August 22, 2016 Crime Control and Prevention District Board meeting. MINUTES OF THE WORK SESSION AND REGULAR MEETING OF THE CRIME CONTROL AND PREVENTION DISTRICT BOARD OF THE CITY OF NORTH RICHLAND HILLS, TEXAS HELD IN CITY HALL, 4301 CITY POINT DRIVE AUGUST 22, 2016 The City Council of the City of North Richland Hills, Texas met as the Crime Control and Prevention District Board of Directors on the 22nd day of August 2016 in the City Council Chambers prior to the 7:00 p.m. regular Council meeting. GENERAL ITEMS B.1 APPROVAL OF MINUTES OF THE AUGUST 24, 2015 CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING. APPROVED August 22, 2016 Crime Control and Prevention District Board Meeting Minutes Page 1 of 3 A MOTION WAS MADE BY BOARD MEMBER TURNAGE, SECONDED BY BOARD MEMBER LOMBARD TO APPROVE THE MINUTES OF THE AUGUST 24, 2015 CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING. MOTION TO APPROVE CARRIED 6 -0. B.2 PUBLIC HEARING ON CRIME CONTROL AND PREVENTION DISTRICT PROPOSED 2016/2017 BUDGET AND AUTHORIZE ADOPTION. APPROVED President Trevino opened the public hearing. Public Safety Director Jimmy Perdue, presented the proposed 2016/2017 Crime Control and Prevention District Budget. Notice of the public hearing was published in the Star Telegram in accordance with State law. The Crime Control Board and the City Council reviewed the budget on July 29, 2016 at the City's annual budget work session. The proposed budget for 2016/2017 is $6,363,357 and the revised budget for 2015/2016 is $5,245,331. There were no questions from the Board. President Trevino called for public comments on the budget. There being no one wishing to speak, President Trevino closed the public hearing. A MOTION WAS MADE BY BOARD MEMBER LOMBARD, SECONDED BY BOARD MEMBER RODRIGUEZ TO APPROVE THE 2016/2017 PROPOSED AND 2015/2016 REVISED CRIME CONTROL AND PREVENTION DISTRICT BUDGETS AND AUTHORIZE ADOPTION. MOTION TO APPROVE CARRIED 6 -0. C. PRESENTER: Rick Scott, Assistant Police Chief SUMMARY: This item is to hold a public hearing on the Crime Control and Prevention District Revised 2016/2017 and the Proposed 2017/2018 Annual Operating Budget, adopt the budget, and recommend approval by City Council. GENERAL DESCRIPTION: State law regarding the Crime Control and Prevention District requires the District's Board to hold a public hearing prior to the adoption of the budget. The notice of this public hearing was published in the Star Telegram in accordance with State law. The public hearing for the Revised 2016/2017 and Proposed 2017/2018 Crime Control and Prevention District Budget was advertised for 6:30 p.m., August 28, 2017. The Revised 2016/2017 and Proposed 2017/2018 Crime Control and Prevention District annual budget was reviewed by the Crime Control Board and the City Council on August 4, 2017 at the City's annual budget work session. The proposed budget for 2017/2018 is $5,380,595 and the revised budget for 2016/2017 is $6,504,812. A summary report is attached for your review. In order to obtain the maximum input from citizens on the proposed budget, it is recommended that a public hearing be opened and public comment permitted. RECOMMENDATION: Conduct a public hearing and adopt the Crime Control and Prevention Revised 2016/2017 and the Proposed 2017/2018 Annual Operating Budget and recommend approval by City Council.
