HELD IN THE CITY HALL 4301 CITY POINT DRIVE

1. Call To Order
The Strategic Plan Committee of the City of North Richland Hills, Texas met on the
10th day of August, 2017 at 6:00 p.m. in the City Council Workroom.

Chairman Tim Welch called the meeting to order at 6:10 p.m.
2. Approve minutes of the July 13, 2017, Strategic Plan Committee
meeting.

A MOTION WAS MADE BY VICE CHAIRPERSON RITA WRIGHT-OWESKY,
SECONDED BY COMMITTEE MEMBER MARK WOOD TO APPROVE THE
MINUTES OF THE JULY 13, 2017 STRATEGIC PLAN COMMITTEE MEETING.
MOTION TO APPROVE CARRIED 9-0.
3. Planning Manager Report and General Announcements.
Planning Manager Clayton Comstock presented the Planning Manager Report and
general announcements.
4. Discuss community input received and rank the community's strengths,
weaknesses, opportunities, and threats.
Planning Manager Clayton Comstock summarized the purpose and details of the
public input meetings and events in June, July, and August 2017 and asked if there
are any other focus groups the Committee would like to focus on.
Chairman Tim Welch stated that newer families and millennials need to be focused
on more.
Vice Chairperson Rita Wright-Oujesky agreed with Chairman Welch and expressed
gratitude towards staff for all the community outreach.
5. Discuss and define the community's values.
Planning Manager Clayton Comstock began discussing community values from the
outreach events and public input meetings starting with the strengths of North
Richland Hills.
Committee Member Suzy Compton asked what the comment, "High traffic counts,"
meant with regards to strengths of the community.
Mr. Comstock stated the comment was made by a member of the Economic
Development Advisory Committee concerning high traffic counts as a strength for
business and opportunity growth.
Next, Mr. Comstock presented what was said to be the weaknesses of North Richland
Hills.
Chairman Tim Welch asked what, "Forgetting the 'NRH heritage'," meant.

Mr. Comstock stated the comment referred to the community forgetting what the
heritage of North Richland Hills is.
Ms. Compton asked where the comment, "Not enough festivals," came from.
Mr. Comstock stated this comment came from an individual who feels the city does
not have enough festivals.
Ms. Compton stated the city has a lot of free summer concert events and events
during the months of October and December.
Committee Member Tracye Tipps voiced concerns over having festivals in the heat.
Committee Member Danny Beltran asked for staff to elaborate on the comment,
"Fossil Creek area needs attention."
Mr. Comstock stated the comment was made with the perception that the south side
of North Richland Hills does not get enough attention and that the Fossil Creek park
needs attention.
Council Member Tim Barth asked if "Dark neighborhoods" refers to there not being
enough lighting.
Mr. Comstock stated the comment represents the lack of or quality of street lighting.
Ms. Tipps addressed the comment, "Not pet-friendly enough."
Chairman Welch asked if the, "Not pet-friendly enough," comment was in reference
to businesses not allowing pets inside.
Mr. Comstock stated yes.
Committee Member Karen Russell commented in reference to, "Red light cameras,"
that the city no longer had red light cameras.
Mr. Comstock stated the city still has red light cameras, but cannot add any more.
Ms. Russell asked what, "Plan ahead for autonomous vehicles," referred to.

Mr. Comstock stated the comment references the future trend of autonomous
vehicles on the roads and how that trend will affect land use.
Mr. Comstock asked for any other questions concerning weaknesses of North
Richland Hills. Seeing there were none, he presented what the community said were
opportunities North Richland Hills has or will have.
Ms. Compton stated that the city has quite a few senior living options and asked why
that comment was made as an opportunity.
Mr. Comstock stated all comments were included.
Ms. Compton stated she recognizes that senior living will gravitate towards resort-like
atmospheres.
Mr. Comstock stated some comments were geared towards senior living apartments.
With no other questions or comments, Mr. Comstock then presented the threats to
North Richland Hills recognized by the public.
Mr. Beltran asked where the "Homelessness," and "Increase in registered sex
offenders," comments came from?
Mr. Comstock stated Keep NRH Beautiful identified the number of sexual offenders
residing in North Richland Hills and perceive it as too high. Mr. Comstock continued
saying the "Homelessness" comments came from two different occasions due to the
witnessing of panhandlers, and rumors of homeless camps in city parks.
Committee Member Skip Baskerville asked if the comments, "Rise of rentals,"
referred to an increase in apartment complexes or single-family rentals.
Mr. Comstock stated the comment referred to the rise in single-family rentals.
Chairman Welch asked what the concern was for, "Rapid growth of multi-family."
Mr. Comstock stated that the comment was made on a few occasions due to
HomeTown multi-family completing.
Mr. Comstock asked if there were any other questions, seeing there were none, he
asked the Committee to place dots on important comments made by the public that
was discussed during the presentation.

6. Discuss the current City Council vision statement and a vision
statement for the Strategic Plan.
Planning Manager Clayton Comstock introduced ideas concerning the vision
statement for the strategic plan and asked the Committee for any ideas they may
have.
Committee Member Danny Beltran stated his employees constantly refer to North
Richland Hills as a good place to raise your family and felt like home.
Committee Member Skip Baskerville stated, "sense of community," should be
included.
With no other input, Mr.Comstock presented various mission and vision statements
throughout the Dallas-Fort Worth region.
Chairman Tim Welch stated the vision should be a statement of action, not just a
statement.
7. Discuss the proposed Principles of the Strategic Plan.
Planning Manager Clayton Comstock proposed the Principles of the Strategic Plan
and reminded the Committee of the City Council goals.
Mr. Comstock then discussed principles established by the American Planning
Association.
8. Discuss and select a name for the Strategic Plan.
Planning Manager Clayton Comstock presented regional strategic plan names as well
as ideas brought forward by the Committee and asked for other recommendations.
Committee Member Mark Wood voiced his support for the title name, "NRH2morrow."
Mr. Comstock gave his staff opinion in support for the title name, "True North."
Committee Member Tracye Tipps stated she likes the title name, "True North," but
suggested the word, "True," be replaced.
Council Member Tim Barth stated his opposition to the word, "North," being used in
any title name due to the perception of north versus south within the city.

Chairman Tim Welch stated North Richland Hills is the only city in the United States
with that name.
Mr. Wood stated the use of NRH2morrow would tie to other city logos.
Vice Chairperson Rita Wright Oujesky stated she would like to see a logo that ties
back to more than just NRH2O water park stating, "We are a lot more than that," and
gave support for the title names Our NRH, or NRH Vision - something that looks at
everything.
Mr. Comstock stated staff can create a few examples and asked the Committee if
they want a tag line.
Committee Member Tracye Tipps and Vice Chairperson Oujesky gave sport for the
tag line of, "Live, Work, and Play."
Committee Member Karen Russell stated two words that she would like to see are,
"focus," and "vision," because those words encourage purpose.
Vice Chairperson Oujesky stated swapping the words of, "Vision NRH," and "Focus
NRH,"to "NRH Vision," and "NRH Focus."
Mr. Comstock asked the Committee if there are any title names or tag lines that can
be removed.
Vice Chairperson Oujesky stated, "NRH Central," "Strategic Plan," and "NRH
Strategic Plan."
Chairman Tim Welch suggested to remove any title referring to a year and suggested
a title to include more verbs such as, "securing,"to describe an action.
9. Discuss next steps.
Planning Manager Clayton Comstock discussed details for the next Strategic Plan
Committee meeting.
10. Adjournment
Chairman Tim Welch adjourned the meeting at 8:01 p.m.
