ORDINANCE NO. 839
AN ORDINANCE PROVIDING FOR THE LEVY AND COLLECTION OF AN AD
VALOREM TAX ON PROPERTY SITUATED WITHIN THE CORPORATE LIMITS
OF THE CITY OF NORTH RICHLAND HILLS. TEXAS. ON THE 1ST DAY OF
JANUARY. 1980. EXCEPT SUCH PROPERTY AS MAY BE EXEMPT FROM
TAXATION BY THE CONSTITUTION AND THE STATUTES OF THE STATE OF
TEXAS, ESTABLISHING A DELINQUENT DATE; AND SETTING THE RATE OF
PENALTY AND INTEREST AND PRESCRIBING ATTORNEYS' FEES TO BE
COLLECTED ON DELINQUENT TAXES; DECLARING A FIRST. PRIOR AND
SUPERIOR LIEN ON ALL REAL AND PERSONAL PROPERTY AS OF JANUARY
1ST, 1980, TO SECURE PAYMENT; ORDAINING OTHER MATTERS RELATING
TO THE SUBJECT AND DECLARING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF NORTH RICHLAND HILLS, TEXAS:
1. That there is hereby levied and shall be collected as provided
by law an ad valorem tax for the year 1980 on all property, real
and personal, except such property as may be exempt from taxation
by the Constitution and the Statutes of the State of Texas, situated
within the corporate limits of the City of North Richland Hills, on
January 1, 1980, and that the amount to be applied to the value of
such property shall be $ 1.25per $100.00 evaluation.
2. That the tax so levied and assessed shall be apportioned to the
following accounts and funds in the amount set forth:
General Fund
4,013.679.00
General Obligation Bond
Interest and Sinking Fund
903,628.19
Collections of the taxes levied shall be deposited to the credit of each of the
above accounts and funds in their proportionate share of the total levy and
after taking into consideration a 3% uncollectible factor which is to be accounted
for in the General Fund.
3. That the taxes provided for herein are in accordance with the
appropriate State Statutes.
4. Ad Valorem Taxes levied by this Ordinance shall be due and payable
on October 1. 1980. and shall become delinquent on the first day of
February. 1981. Payment of such tax is due in one full installment.
5. If the tax is unpaid after February 1, 1981, such tax will become
delinquent and penalty and interest will attach and accrue as provided
by the Statutes of the State of Taxas including Articles 1060a and 7336.

6. In the event the taxes become delinquent and in the event such
delinquent taxes are referred to an attorney for collection. an
additional amount of ten per cent (10%) of the total amount of tax,
penalty and interest then due shall be added as collection costs and
paid by the taxpayer.
7. Taxes herein levied and uncollected shall be a first, prior,
and superior lien against the property, and the said lien shall be
superior and prior to all other liens. charges and encumbrances, and
such lien shall attach to personal property with the same priority as
to real property.
8. The lien provided herein shall be attached as of January 1. 1980.
9. Should any section. provision or clause of this Ordinance be
declared by a court or competent jurisdiction to be invalid. the same
shall not affect the validity of this Ordinance as a whole or any
part thereof other than the part so declared to be invalid.
10. This Ordinance shall become effective from and after the date of
its approval and adoption as provided by law.
PASSED AND APPROVED by the City Council of the City of North Rich1and
Hills upon first and final reading at a regular meeting on the 8th day of
September ,1980.

Re: Tax increase
We the residents of North Richland Hills have presented to you a petition
asking for a referendum election on the tax increase of $1.25 per $100.
We did not get the required number of signatures needed on the petition,
not through lack of interest on the part of the residents, but due to the
late start we got in talking to the residents. Out of all that signed and
were contacted, but were unable to sign due to length of residence or not
being registered voters less than 5 outrightly refused to sign.
We feel that this is a strong indication of the feelings of the residents of
North Richland Hills. A number of complaints were voiced in our contacts with
the residents and we are going to take time to list the major complaints.
1. More adaquate Police Patrol and quicker response to calls.
2. Proper Street Repairs - many of our streets are not only dangerous
to drive on, but a disgrace to the city for outsiders to see, these
are streets that are well traveled, but off the main heavy streets.
3. More adaquate lighting, especially in the older sections.
4. Reasonable availability of City Water in older sections that are
in newly developed areas.
5. Stricter and Honest Inspection of all new construction going on

in our areas.
The fact that the 25% of the homes that were to be evaluated this year for
tax purposes were not done causes the residents to feè1 that proper
supervision or management is lax.
In total; the residents of North Richland Hills do not feel that' they are
getting the full consideration and are not being represented properly
by their Council Members. We the residents elect our council and Mayor
with the sincere hope that all of them will first and foremost always
consider the good of all the residents in the area and will openly and
with close contact let us know what they are trying to do and why they
feel it is necessary for the good of the community as a whole.
We feel that the Council is not putting out that extra effort to keep us
as well informed as we would like. We hope that there will be a closer
and stronger relationship between the Council and the Residents of
North Richland Hills.
