AN ORDINANCE AMENDING ARTICLE III "TEEN COURT" OF
CHAPTER 58 "MUNICIPAL COURT" OF THE CODE OF ORDINANCES,
CITY OF NORTH RICHLAND HILLS, TEXAS TO AMEND MEMBERSHIP
REQUIREMENTS FOR PLACE 1, AND TERMS AND QUALIFICATIONS
FOR THE TEEN COURT ADVISORY BOARD; PROVIDING THAT THIS
ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of North Richland Hills is a home rule city acting under its charter
adopted by the electorate pursuant to Article XI, Section 5 of the Texas
Constitution and Chapter 9 of the Local Government Code; and
WHEREAS, the City of North Richland Hills desires to amend the membership
requirements for Place 1 on the Teen Court Advisory Board, and
standardize the terms of said advisory board members to coincide with
terms of other city boards and commissions.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, THAT:
SECTION 1. Section 58-81 "Terms; qualifications" of the Code of Ordinances is hereby
amended to read as follows:
Sec. 58-81. — Terms; qualifications.
A teen court advisory board is hereby established, and shall be composed of seven
persons. The members of the teen court advisory board serving in places two, four and
six shall serve a term of two years with said term to begin on July 1 in even numbered
years. The members of the teen court advisory board serving in places one, three, five
and seven shall serve a term of two years with said term to begin on July 1 in odd
numbered years. The members shall be as follows:
Place 1 High school student
Place 2 General public
Place 3 General public
Place 4 General public
Place 5 General public
Place 6 General public
Place 7 General public

SECTION 2. Section 58-83 "Qualifications of board members" of the Code of
Ordinances is hereby amended to read as follows:
Sec. 58-83. — Qualifications of board members.
Place 1 on the teen court advisory board shall be a resident of North Richland Hills who
is a high school student enrolled in the Birdville Independent School District, Keller
Independent School District, a private school or a charter school. Places 2 through 7 on
the teen court advisory board shall be residents of the city.
SECTION 3. This ordinance shall be cumulative of all provisions of ordinances and of
the Code of Ordinances, City of North Richland Hills, Texas, as amended,
except where the provisions are in direct conflict with the provisions of
other ordinances, in which event the conflicting provisions of the other
ordinances are hereby repealed.
SECTION 4. It is hereby declared to be the intention of the City Council that the
phrases, clauses, sentences, paragraphs and sections of this ordinance
are severable, and if any phrase, clause, sentence, paragraph or section
of this ordinance shall be declared unconstitutional by the valid judgment
or decree of any court of competent jurisdiction, such unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have
been enacted by the City Council without the incorporation in this
ordinance of any such unconstitutional phrase, clause, sentence,
paragraph or section.
SECTION 5. All rights and remedies of the City of North Richland Hills are expressly
saved as to any and all violations of the provisions of the Code of
Ordinances, City of North Richland Hills, Texas, as amended, which have
accrued at the time of the effective date of this ordinance; and, as such
accrued violations and all pending litigation, both civil and criminal,
whether pending in court or not, under such ordinances, shall not be
affected by this ordinance but may be prosecuted until final disposition by
the court.
SECTION 6. This ordinance shall be in full force and effect from and after its passage
as provided by law, and it is so ordained.
