Adjournment CITY OF NORTH RICHLAND HILLS, TEXAS PLANNING AND ZONING COMMISSION COVER SHEET FEBRUARY 26, 1998 PZ 98-05 Public Hearing to Consider the Request of Kent Davis to Rezone a Portion of Lot 3R1- BR, Block 1, Martin Addition from AG Agricultural to R-2 Residential. (Located at 6817 Nob Hill Drive) Ordinance No. 2276 On February 9, 1998 the City Council approved Mr. Davis’ replat of Lot 3R1-BR, Block 1, Martin Addition. Mr. Davis has replatted this property in order to construct a single family home. A portion of this replatted lot was purchased from Mr. David Barfield in order to provide extra acreage. One of the conditions the P&Z placed on plat approval was for Mr. Davis to rezone the newly acquired portion of land from AG Agricultural to R-2 Residential. All property owners within 200’ of this property have been notified. To date, no adverse comments have been received. This request is in compliance with the currently adopted Comprehensive Land Use Plan for the City of NRH. _____________________ Barry LeBaron, AICP Director of Planning & Inspection Services PUBLIC ACTION SCHEDULE P & Z Commission: 2/26/98 City Council: 3/23/98 CITY OF NORTH RICHLAND HILLS, TEXAS PLANNING AND ZONING COMMISSION COVER SHEET FEBRUARY 26, 1998 PZ 98-06 Request of Richard Shaw of Colonial Equities, Inc. for Site Plan Approval for a Multi- family Development on Tract 2F2, Ackers Survey, A-19 (Located South of Browning Drive, East of Iron Horse Golf Course, North of Loop 820 and West of the DART Rail Road Right-of-Way) The City Council approved a zoning change on January 27, 1997, Ordinance No. 2171, from I-2 Industrial to PD Planned Development No. 23. The PD specifically indicates that a site plan for multi- family residential development must be submitted prior to January 31, 1998 and that no building permits to construct multi-family units on the property will be accepted after July 31, 1998. Mr. Shaw met with staff before submitting the site plan and was advised that although at a conceptual stage, input from the Planning & Zoning Commission may be beneficial in assisting the developer to create a development that adheres too and reflects the wishes of the P&Z and City Council. The applicant has been advised of site plan requirements as stipulated in the Zoning Ordinance for other SUP and PD applications. The developer has, to date, provided conceptual elevations and the rough site plan included in this packet. However, site plans specifically dealing with each requirement have yet to be received. _____________________ Barry LeBaron, AICP Director of Planning & Inspection Services PUBLIC ACTION SCHEDULE P & Z Commission: 2/26/98 City Council: 3/23/98 CITY OF NORTH RICHLAND HILLS, TEXAS PLANNING AND ZONING COMMISSION COVER SHEET FEBRUARY 26, 1998 PZ 97-47 Public Hearing to Consider Amending the Zoning Ordinance to Establish Regulations for HUD Code Manufactured Housing and Mobile Homes. Ordinance No. 2274 Tabled on 2/12/98 This agenda item was originally considered at the February 12, 1998 Planning & Zoning Commission meeting and was tabled. The Commission was concerned about several items and issues regarding the proposed regulations. Discussion at the meeting led to a concensus of the minimum district size of four (4) acres, masonry-screening walls along all property lines, and an increased dwelling unit size. Staff has made these changes and researched other aspects of this ordinance. Staff contacted the Manufactured Housing Association and obtained information regarding the average square footage of the typical manufactured homes being sold today. Attached is a copy of the information obtained from the Manufactured Housing Association. As a result, dwelling unit size has been increased from the original 800 square feet to 1300 square feet. Additionally, the P&Z and City Council have been given site plan approval of any development that occurs within the MH1 district before any permits will be issued. As indicated earlier, the state of Texas defines HUD Code Manufactured Homes as being constructed after 1976, and mobile homes as being constructed before 1976. State laws give municipalities the authority to prohibit mobile homes. However, state law indicates that municipalities cannot prohibit manufactured housing. The MH1 ordinance and district is an attempt by staff to create regulations that govern location, lot sizes, and provide development standards for HUD Code Manufactured Housing, while eliminating mobile homes from the City. It is also an attempt to provide direction for staff for any future proposed manufactured housing development within the City. _______________________________ Barry LeBaron, AICP Director, Planning & Inspection Services PUBLIC ACTION SCHEDULE: Planning & Zoning Commission: 2/26/98 City Council: 3/23/98 CITY OF NORTH RICHLAND HILLS, TEXAS PLANNING AND ZONING COMMISSION COVER SHEET FEBRUARY 26, 1998 PZ 98-09 Public Hearing to Consider the Request of Glen Good to Amend Ordinance No. 2043, a Planned Development for an Assisted Living Facility on Tract A, Block 25, Holiday North Addition. (Located at 7301 North Richland Blvd.) Ordinance No. 2275 On October 23, 1995 the City Council approved Ordinance No. 2043, which provided for a Planned Development on Tract A, Block 25, Holiday North Addition, for an assisted living facility. The total acreage of the planned development is approximately 4.7 acres. Mr. Good has constructed an 80 bed assisted living facility that contains approximately 38,000 square feet. He is proposing to construct another building on this same 4.7 acre parcel of land directly to the west of the existing building. The proposed building is approximately 15,000 square feet and will contain 28 beds for Alzheimer’s patients. As indicated above, the total acreage of the site is 4.7 acres. Landscaping requirements indicate that 15% of the total land area should be landscaped, equaling approximately 30,775 square feet. With the construction of the new facility, approximately 70,000 square feet will be landscaped and this equals 34.2% of the total site. Mr. Good has provided a landscape plan, exterior elevations of the proposed building and a site plan, which includes both the existing building, and the proposed Alzheimer’s facility. All property owners within 200’ of this request have been notified. To date, staff has received no comments. The amendment of this Planned Development is in accordance with the Comprehensive Land Use Plan for the City of NRH. _____________________ Barry LeBaron, AICP Director, Planning & Inspection Services Public Action Schedule Planning & Zoning Commission: 2/26/98 City Council: 3/23/98 CITY OF NORTH RICHLAND HILLS, TEXAS PLANNING AND ZONING COMMISSION COVER SHEET FEBRUARY 26, 1998 PS 98-04 Request of Jack Cook for a Preliminary Plat to be known as Lot 1, Block 1, Waterford Addition. (Located at 6200 Glenview Drive) Mr. Cook is the engineer retained by Capital Senior Development, who is proposing to develop this 9.2-acre tract of land into an independent living/retirement facility. The major issues associated with this plat are as follows: 1. Drainage Analysis: The applicant has been advised that a drainage analysis will be required with the final plat submittal. 2. Flood Plain: Portions of this preliminary plat are included in the flood plain; a Letter of Map Amendment has been submitted to FEMA that will refine flood plain boundaries. The applicant has been advised that all flood plain areas on the plat must be indicated and shown in a drainage easement. 3. GPS Coordinates: The applicant has been advised that GPS is a requirement of final plat. 4. Streetlights: The applicant has been advised that streetlights are required. 5. Sidewalks: The applicant has been advised that sidewalks are required adjacent to all public streets. However, the applicant is requesting a waiver of this requirement, because there are no existing sidewalks on adjoining properties. 6. Site Plan: This property is zoned multi-family and the applicant has been advised that a site plan of the proposed development must be reviewed and approved by the Planning & Zoning Commission and the City Council. This plat is in conformance with the Comprehensive Land Use Plan for the City of North Richland Hills. _______________________________ Barry LeBaron, AICP Director, Planning & Inspection Services PUBLIC ACTION SCHEDULE: Planning & Zoning: 2/26/98 City Council: 3/23/98 CITY OF NORTH RICHLAND HILLS, TEXAS PLANNING AND ZONING COMMISSION COVER SHEET FEBRUARY 26, 1998 PS 98-06 Request of David Branach for a Preliminary Plat to be known as Lot 1, Block 1, Cocamar Addition. (Located in the 8800 Block of Martin Drive) Mr. Branach is the owner and developer of this 3.95-acre tract of land where he is proposing to construct a single-family residence. The adjacent property directly to the east is zoned R-2 Residential, all other adjoining properties are zoned AG Agricultural. Mr. Branach’s property is zoned AG Agricultural as well, but will be required to rezone the property prior to construction of his new home. The major issues associated with this plat are as follows: 1. Drainage Analysis: The drainage systems on adjoining property were originally designed to drain into an improved drainage system on Mr. Branach’s lot. Drainage capacities for adjoining property owners need to be determined, this will help to determine what type and where drainage improvements are needed on the Branach lot. 2. Sidewalks: The applicant has been advised that sidewalks are required adjacent to all public streets. 3. GPS Coordinates: The applicant has been advised that GPS coordinates are required on all plats. 4. Fire Hydrants: There is an existing barn on the property that is proposed to remain. An additional fire hydrant will need to be installed that will provide adequate fire protection for this barn. 5. Streetlights: The applicant has been advised that streetlights need to be installed at this location and the costs of installation will be paid by the developer directly to TU Electric. 6. Zoning: The applicant will be advised that the final plat will not be considered until a rezoning application is submitted for review.
