PS 98-20 Request of Richard Shaw for a Preliminary Plat of Lot 1, Block 1, Iron Horse Addition.
(Located north of N.E. Loop 820, south of Browning, west of the DART R-O-W, and
east of Iron Horse Gold Course)
Richard Shaw is the owner of this 31.5-acre tract of land that is currently zoned as a Planned
Development. Mr. Shaw has made presentations before the P&Z Commission regarding this property
in order to get site plan approval for a multi-family development. The Planning & Zoning Commission
recommended approval of his site plan at the June 11, 1998 meeting. The issues associated with
this preliminary plat are as follows:
1. Drainage: The Public Works department has requested that a drainage study be submitted in
conjunction with the final plat.
2. Fire Hydrants: The applicant has been advised that the location of fire hydrants shall be provided
with the final plat in order to determine appropriate fire protection.
3. Offsite Easements: Portions of the sewer systems for this development will be crossing land
owned by the City of NRH. Offsite Easement Agreements shall be coordinated and signed by all
parties for review by the Public Works Department and filing in the Tarrant County Courthouse.
4. Sidewalks: The applicant has been advised that sidewalks are a requirement adjacent to all
public streets.
5. GPS Coordinates: The applicant has been advised that GPS is a requirement of the platting
process and shall be provided in conjunction with the final plat submittal.
6. Streetlights: The applicant has been advised that streetlights are a requirement and that cost of
installation shall be paid by the developer directly to TU Electric and coordinated by the City.
7. Driveway Spacing: The applicant has been advised that driveway spacing for this development
must be at least 300’ apart as per the Public Works Design Manual.
All engineering comments have been agreed to. This plat is in conformance with the Comprehensive
Land Use Plan for the City of NRH.
RECOMMENDATION:
It is recommended that the Planning and Zoning Commission approve this preliminary plat request,
subject to engineer’s comments.

PZ 98-27 Public Hearing to Consider the Request of Zone Systems for a Special Use Permit to
Allow a 400 Foot Communications Tower on Lot 5C, Block F, Smithfield Addition.
(Located at 6529 Snider Street)
Peter Kavanagh of Zone Systems, is representing Motorola Network Services, Inc., in this Special
Use Permit request for a 400’ communications tower located on Lot 5C, Block F, Smithfield Addition,
located at 6529 Snider Street. The lot is currently zoned I-2, the property south and west is zoned I-2
and the property to the north and east is C-2. The issues associated with this SUP are as follows:
1. Historic Smithfield: Lot 5C is located within the boundary of the Historic Smithfield Overlay Zone
study. The City contracted with Municipal Planning Resources Group in 1995 for a feasibility
study of the area. The study indicated that through proper and appropriate planning efforts, a
viable historic district could be established.
2. Tower Height: The proposed tower is to be constructed to a height of 400’.
3. Existing Tower: There is an existing cellular communications tower on the lot.
4. Failure Characteristics: If this structure were to have a catastrophic failure, it would not be
contained on site. In fact, there is a possibility that such a catastrophe would result in significant
damage to existing residences and businesses. Additionally, the tower could fall across Davis
Boulevard.
5. Tower Construction: The tower is proposed to be a free standing structure with a triangular
shape that will not require any guy wires or other off site structure support.
Staff has received adverse comments via telephone calls from notified citizens. This Special Use
Permit request is not in conformance with the currently adopted Comprehensive Land Use Plan for
the City of NRH. The Comprehensive Land Use Plan indicates this region to be commercial, not
industrial.
RECOMMENDATION:
It is recommended that the Planning & Zoning Commission deny this SUP request because:
1. Development of this antenna would preclude any future historical development or potential
revitalization as recommended in the Smithfield Feasibility study conducted by MPRG;
2. This request is not in conformance with the Comprehensive Land Use Plan
3. If the tower were to fail, damage could be significant to adjoining property as well as cutoff access
to the northern part of the City along Davis Boulevard.

PS 98-26 Request of Russ Garrison of Pipeline Road Church of Christ for a Preliminary Plat of
Lot 2, Block 14, Glenann Addition. (Located in the 8600 Block of Mid-Cities Blvd.)
Mr. Russ Garrison is representing Pipeline Road Church of Christ in this preliminary platting request
containing approximately 17.9 acres of land. This property is currently zoned as I1-Light Industrial.
Because religious organizations are protected under the First Amendment to the U.S. Constitution, a
zoning change is not required. The issues associated with this preliminary plat are as follows:
1. Flood Plain: Portions of the tract are located in a 100-year flood plain. A LOMR for the Walker
Branch Channel has been submitted to FEMA for approval. The flood plain on the property will
need to be included in an easement until such time that the LOMR has been approved.
2. Drainage Study: The Public Works Department has requested that a Drainage Study be
submitted in conjunction with the final plat.
3. Fire Hydrants: The applicant has been advised that location of fire hydrants shall be indicated
on the utility plans. This is to ensure that adequate fire protection is provided for the lot.
4. GPS Coordinates: The applicant been advised that GPS Coordinates are a requirement and
shall be provided in conjunction with the final plat.
5. Driveway Spacing: The applicant has been advised of the 500-foot minimum distance
requirement for driveway approaches on Mid-Cities Blvd.
6. Sidewalks: The applicant has been advised that sidewalks are a requirement adjacent to public
streets.
7. Street Lighting: The applicant has been advised that street lights are a requirement and that
the cost in installation shall be paid directly to TU Electric and coordinated with the City.

PZ 98-28 Public Hearing to Consider the Request of Richard Shaw for an Amendment to
Ordinance 2171. (Planned Development No. 23)
Richard Shaw of Colonial Equities, Inc., is the developer proposing to construct a 492-unit multi-
family development to be known as the Bluffs at Iron Horse located south of Browning Drive, east of
the golf course and west of the DART railroad R-O-W and north of NE Loop 820.
Mr. Shaw’s property is currently zoned as a Planned Development (Ordinance No. 2171). One of the
requirements of the ordinance was that Mr. Shaw submit a site plan for approval prior to January 31,
1998. Mr. Shaw has satisfied this requirement. The other requirement of this ordinance was that a
building permit be issued by July 31, 1998. This requirement has not and most likely will not be met.
Mr. Shaw has received site plan approval from the P&Z on June 11, 1998 and will appear before the
City Council on Monday, June 22, 1998 for final approval. Mr. Shaw also has been working on a
preliminary plat, which is included in the June 25, 1998 P&Z agenda.
Because of time limitations during the platting process and the fact that no building plans have been
submitted for review, Mr. Shaw is requesting an amendment to the original planned development
ordinance to extend the time frame for issuance of a building permit to October 31, 1998.

PZ 98-07 Request of the North Davis Community Citizens Group for Discussion Regarding
Establishment of an Overlay Zone in the North Davis Boulevard Region.
The North Davis Community Citizens Group previously came before the P&Z in January, 1998 to
discuss possibilities, options, and potential for the establishment and creation of an overlay zone in
the North Davis Boulevard region. The Citizens Group is interested in refining permitted land uses,
enhancing landscaping regulations, confirming architectural compatibility, and tempering sign
regulations to ensure that development is of high quality, contributes to the tax base, and reduces
retail spending leakage that has historically occurred in the northern part of the City.
In February the Planning & Zoning Commission asked the citizens group to contact property owners
in the region in order to allow property owners to provide input, criticism, support, and opinion in the
preliminary stages of an establishment of an overlay zone. Staff provided the Citizens Group with
property owner information as listed on the most recent TAD tax rolls. The extent to which the
Citizens Group contacted property owners is not known by staff at this time.
The Citizens Group will be presenting a PowerPoint slide show with ideas and concepts for the
Commission to consider at the meeting. This agenda item is not ready for official action or a vote at
this time. No public notice has been given since no ordinance changes are proposed at this time.
Staff requests direction and input from the Commission regarding this overlay zone establishment
proposal.
