Adjournment CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET November 12, 1998 PS 98 -46 Request of Oakmont Capital, Inc., for a Replat to be known as Lots 1 & 2, Block 1, Davis -North Tarrant Parkway Addition. (Located in the Southeast Corner of Davis & North Tarrant Parkway) Oakmont Capital is seeking to develop this 17.1 -acre tract of land into two lots at this time. Lot 1, being the hard corner at North Tarrant & Davis, is proposed to be an Eckerds, while Lot 2 will remain one large, vacant lot for the time. The property is currently zoned C1- Commercial. The southern portion of Lot 2 abuts Thornbridge Estates. The issues associated with this replat are as follows: Drainage: Public Works is requesting a complete drainage analysis and construction plans for this development before any building permits are issued. 2. Fire Coverage: The applicant has not indicated as of yet to the Public Works Department, the location of fire hydrants. However, the applicant has agreed to provide adequate fire protection. 3. Driveway Spacing: The applicant has been advised of the minimum driveway spacing requirements on major collectors. The applicant has acknowledged this but has not submitted information to the City regarding this issue. Additionally, the applicant has been advised that TX DOT permits for drive approaches are required. 4. Sidewalks: The applicant has been advised and acknowledged that sidewalks are required adjacent to all public streets. 5. Streetlights: The applicant has been advised and acknowledged that streetlights are required adjacent to all public streets. 6. Water: 7. Sewer: This plat is in conformance with the Comprehensive Land Use Plan for the City of NRH. RECOMMENDATION: To approve PS 98 -46 subject to satisfactory fire protection and approved drainage plans. Baker Planner PUBLIC ACTION SCHEDULE: P &Z: 11/12/98 CC: 12/14/98 CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET November 12, 1998 PZ 98 -50 Public Hearing to Consider the Request of Nasser Shaffipour for a Change of Zoning from C1- Commercial to R4D- Duplexes on a tract of land in the W.W. Wallace Survey, A -1606. (Located at the southeast corner of Mockingbird Lane & Irish Drive) Mr. Shaffipour is the owner of this .274 acre tract of land that is currently zoned C1- Commercial. Mr. Shaffipour would like to rezone this property to R4D- Duplex in order to construct one duplex unit on the property. The attached exhibit indicates zoning of surrounding properties. Staff has reviewed the requirements for R41D and the size of the lot and determined that is possible to construct one (1) duplex unit on site. The rear property line of this lot abuts LaCasita Manufactured Home Community. LaCasita is currently zoned as a planned development. The Zoning Ordinance indicates that a masonry- screening wall is not required between R4D- Duplex zoning and PD- Residential zoning. All property owners within 200' of this request have been notified. To date, staff has had one call expressing concern. This rezoning application is not in conformance with the Comprehensive Land Use Plan for the City of NRH. The Comp plan indicates this area to be commercial property. RECOMMENDATION: To deny PZ 98 -50 because this conflicts with the currently adopted Comprehensive Land Use Plan for the City. Christopher D.
