Adjournment CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET September 10, 1998 PS 98-27 Request of Patsy R. Smith for a Preliminary Plat of Lots 11R, 12 & 13, Block 6, Crestwood Estates Addition. (Located in the 7500 & 7600 Block of Davis Boulevard) Mr. Jim Makens is the agent representing Patsy Smith in this Preliminary Plat located adjacent to the new Winn-Dixie on Davis Boulevard, just north or the intersection with Starnes Road. The tract contains 14.049 acres and is currently zoned C1-Commercial. The attached zoning exhibit provides information on zoning of surrounding properties. The issues associated with this Preliminary Plat are as follows: 1. Drainage: The applicant has been advised that approximately 500 feet of underground concrete box culvert are required by the Public Works Department to accommodate drainage in this area. In addition, an earthen channel is required upstream of the concrete box culvert. The applicant is requesting a waiver of constructing the box culvert at this time and deferring construction to when a building permit for the property is issued. However, the current permit from the Corps of Engineers will expire at the end of the year and the opportunity for installing the box culvert may be missed. 2. Screening Wall: The applicant has been advised that a 6’ masonry screening wall will be required along the west property line where this property abuts the residentially zoned property to the west. 3. GPS: The applicant has been advised that GPS is a requirement. 4. Sidewalks: The developer has been advised that sidewalks are required adjacent to all public streets. 5. Street Lights: The applicant has been advised that street lights will be required. This plat is in conformance with the currently adopted Comprehensive Land Use Plan for the City of North Richland Hills. PUBLIC ACTION SCHEDULE: P&Z: 9/10/98 CC: N/A _______________________________ Barry LeBaron, AICP Director of Planning & Inspections CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET September 10, 1998 PS 98-32 Request of Marvin Smith for a Preliminary Plat of Lots 1 – 3, Block 2, Douglas Addition, Phase II. (Located in the 7600 Block of Douglas Lane) Marvin Smith is the owner of this 2.8 acre tract of land that is currently zoned R1-Residential. Mr. Smith currently has an existing home on the property and would like to create additional lots for future home sites. The attached zoning exhibit provides information as to the zoning of surrounding properties. The issues associated with this preliminary plat are as follows: 1. Existing Structure: The preliminary plat indicates an 11’ x 18’ building at the southeast corner of lot two. Since the site plat is not dimensioned at that point, the building may encroach into the required six-foot side yard. Additional information is required to verify any encroachment. 2. Street Improvements: Douglas Lane is designated as a C2U Collector on the Master Thoroughfare Plan, requiring a 60’ ROW. The developer is providing additional ROW dedication beyond what is normally required, in order to preserve several very large trees along Douglas Lane. The improvement of Douglas Lane is included as part of the current NRH bond program. Mr. Smith is currently completing negotiation with staff for these street improvements in exchange for the additional ROW dedication. 3. GPS: The applicant has been advised that GPS is a requirement. 4. Sidewalks: The applicant has been advised that sidewalks are required next to all public streets.
