Adjournment CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET February 11, 1999 PS 98-33 Consider the Request of Brad Thompson for a Final Plat of Lot 1, Block 1, Thompson Addition. (Located in the 7000 Block of Smithfield Road) Brad Thompson is the owner and developer of this 1.5-acre tract of land that is currently zoned R2- Residential. Mr. Thompson is final platting this property in order to construct a single family home. The issues associated with this plat are as follows: 1. Drainage Analysis: The applicant is indicating that no change will be made from the existing drainage conditions. The Public Works Department is requiring an engineered grading plan in conjunction with the building permit application. 2. Sanitary Sewer: Sewer extension for this property will require an Offsite Easement Dedication. The City is working in conjunction with the applicant to obtain the necessary easements. All issues relating to the sewer easement and relocation of existing utilities must be resolved before a permit will be issued for this property. 3. Fire Hydrant: There is a fire hydrant at the front of the property adjacent to Smithfield Road that will need to be relocated. The applicant has been advised and has agreed that he is responsible for the relocation. 4. Sidewalks: During the preliminary plat, the P&Z did not waive sidewalk requirements. The applicant has indicated that sidewalks will be provided. 5. Streetlight: During the preliminary plat, the P&Z waived the streetlight requirement. All other issues have been addressed. This plat is in conformance with the Comprehensive Land Use Plan for the City of North Richland Hills. Recommendation: To approve PS 98-33 subject to engineer’s comments and providing all offsite easement information and forms to the Public Works Department prior to this plat being considered by the City Council. _________________________ Christopher D. Baker, Planner PUBLIC ACTION SCHEDULE: P&Z: 2/11/99 CC: CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET February 11, 1999 PZ 98-42 Public Hearing to Consider the Amending the Accessory Building Requirements in the Zoning Ordinance. Ordinance No. 2367 The P&Z considered and approved accessory building regulations on September 24, 1998. However, that ordinance was not brought before the City Council for consideration because staff was directed by the City Manager’s office to withhold further consideration and allow the Land Use Ad-Hoc Committee the opportunity to make recommendation on architectural standards. The current moratorium on accessory buildings greater than 12’ in height is set to expire on February 26, 1999. In an effort to create regulations so that no further moratoriums are necessary, staff has developed the attached ordinance. In brief, the requirements of the ordinance are as follows: 1. Temporary Accessory Buildings: Definition: Temporary accessory buildings are buildings that are portable, easily transportable, and capable of being moved. Location: They may be located 3’ from property lines, in easements but not allowed in a drainage easement. Height: Maximum 12’ Area: Maximum 200 square feet. Masonry Requirement: None 2. Permanent Accessory Buildings: Definition: Permanent accessory buildings are permanent structures, except for carports or garages, which are constructed as an integral part of a concrete slab. Location: Must generally follow the requirements of the zoning district on side and rear building lines. Maximum Height: 15’ Area: Maximum of 500 square feet. Design Criteria: The pitch of the roof shall be the same as the primary structure and the building shall meet the masonry requirements of the zoning district. 3. Carport Regulations: Location: Carports shall not extend past the front building line and shall generally follow the same setbacks as the primary structure. Maximum Height: 15’ Area: Maximum of 360 square feet. Vehicle Parking Surface: All surfaces shall be either concrete or asphalt. Design Criteria: The pitch of the roof shall be the same as the primary structure and columns or posts supporting the roof structure shall be covered with brick, rock or stone. 4. Detached Garages: Location: Detached garages shall generally follow the same setback requirements as the primary structure. Maximum Height: 15’ Area: Maximum of 500 square feet. Vehicle Parking surface: All surfaces shall be either concrete or asphalt. Design Criteria: the pitch of the roof shall be the same as the primary structure and shall conform to the masonry requirements of the zoning district. 5. Accessory building requirements in the AG and R1S zone: Accessory buildings in AG and R1S are exempt from the height and masonry requirements. The size of the structure is limited to 5% of the total lot or tract area. The attached ordinance also makes some minor amendments to definitions relating to accessory buildings. These amendments are located on page 5 of the ordinance. Public Notice has been given in conjunction with this case because it is an amendment to the Zoning Ordinance. To date staff has not received any comments or questions. Recommendation: To approve PZ 98-.42 and Ordinance No. 2367. _________________________ Christopher D. Baker, Planner PUBLIC ACTION SCHEDULE: P&Z: 2/11/99 CC: 2/22/99 CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET February 11, 1999 PZ 99-02 Public Hearing to Consider the Request of Bill Dahlstrom for a Zoning Change from C2-Commercial to PD-Planned Development on Lot 3R1, Block 50 of the Nor’ East Addition (Located in the 5200 Block of Davis Blvd.) Ordinance No. 2368 Bill Dahlstrom is representing John Hancock Life Insurance in this rezoning request from C2- Commercial to PD-Planned Development. John Hancock is selling this property. The prospective buyer wishes to secure the uses permitted onsite such that any future revisions of the permitted uses for the C2 district will not adversely impact the leasing of this property. This property is already built and constructed. The applicant has provided an as-built site plan for your information. Please refer to Exhibit A of this cover sheet to see the uses the applicant is proposing for this site. The Planning Department has a concern regarding the uses that may be permitted in this planned development. There is an existing single family addition on the west and north sides of this property. At this time, it would seem appropriate to propose a gradient of uses such that the more intensive uses are located closer to Davis Boulevard and further from the existing residential development. This would mean that lighter uses would be proposed in buildings E & C of the attached as-built site plan. The ordinance attached to this cover sheet proposes a gradient of uses. All property owners within 200’ of this request have been notified. Staff has met with several residential property owners concerning this request. The property owners have generally been concerned about the future use of buildings E & C but are not concerned with the remainder of the buildings on the site. This rezoning request is in conformance with the Comprehensive Land Use Plan for the City of NRH. Recommendation: To approve PZ 99-02 and Ordinance No. 2368 as provided. _________________________ Christopher D. Baker; Planner Date: 1/5/2018 Re: P&Z Sub-Committee Regarding the Masonry Definition The Planning Department has received a letter from Mr. Carter Lyon of the Texas Bureau for Lathing and Plastering. Mr. Lyon is offering his services to the P&Z Sub-Committee on Masonry. He is interested in educating the Commission regarding the various masonry products that are available in the marketplace. This is not an action item for the Commission. However, staff is requesting some direction from the Committee regarding Mr. Lyon’s offer. Unfortunately, My. Lyon has a previous engagement on February 11, 1999 and will not be attending the PZ meeting. Staff will communicate to him your direction. Should you have any questions, please contact me.
