Adjournment CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET February 25, 1999 PS 99-02 Request of Trademark Retail, Inc., for a Final Plat to be known as Lot 1, Block 1, Northeast Crossing Addition. (Located at the northwest corner of Precinct Line Road and Grapevine Highway) Trademark Retail, Inc. is the owner of this 8.5-acre tract of land that is proposed to develop as a retail shopping center. The issues associated with this final plat are as follows: 1. Floodplain: A portion of this property is located in the Zone A based on the August, 1995 FIRM. Public Works has received plans and specifications for a development permit. A letter from the property owner stating they are not opposed to raising the base flood elevation for this property must be received by Public Works prior to the plat being filed. 2. Drainage Analysis: The difference between the 100-year frequency storm and the underground capacity needs to be accounted for. The applicant is aware of this requirement and plans have been submitted. 3. Utility Easements: The portion of the sanitary sewer easement shown on the plat should be vacated. The remaining portion of the easement should not be vacated. The metes and bounds descriptions and exhibits for the water and sanitary sewer easements have been submitted to Public Works for review and comment. 4. Drainage Easements: All existing and proposed public storm drainage improvements are to be contained in drainage easements and shown on the plat. The applicant understands this requirement. 5. Off Site Easements: Required off-site easements have been prepared and submitted to Public Works for review. 6. ROW Dedication: The existing ROW of Precinct Line Road exceeds the 55-foot requirement. The developer is researching the deed documents for volume and page to be included on the plat. 7. Driveway Spacing: The driveways have been designed per Public Works comments regarding truck traffic only on the north approach and a right-in, right-out on the southern approach. 8. TXDOT Permit: The applicant has agreed to obtain all necessary TXDOT permits. 9. Signatures: The applicant has stated that the appropriate signatures and seal will be provided on the final mylar. 10. Sidewalks: The applicant has agreed to provide sidewalks per Public Works and TXDOT requirements. 11. Street Lighting: The applicant has agreed to this requirement and will coordinate with Public Works and TU Electric regarding the exact location and requirements for the light. 12. Details: The applicant has agreed to provide the required details for service with the construction plans. 13. Inspection Fees: The applicant has agreed to pay all inspection fees prior to starting construction. All other issues associated with this plat have been addressed. This plat is in conformance with the currently adopted Comprehensive Land Use Plan for the City of NRH. Recommendation: To approve PS 99-02 subject to engineer’s comments and providing all offsite easement information and forms to the Public Works Department. _________________________ Steve Norwood, Managing Director of Development Services PUBLIC ACTION SCHEDULE: P&Z: 2/25/99 CC: 3/15/99 CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET February 25, 1999 PS 99-04 Request of John Cope for a Preliminary Plat to be known as Lot 1, Block 1, Cope Addition. (Located at 6724 Meadow Road) John Cope is the owner and developer of this 2.3-acre tract of land that is zoned R1-Residential and AG-Agricultural. Mr. Cope plans to build a home on this property. A zoning change to R1S-Special Residential will be considered at your first meeting in March. The issues associated with this preliminary plat are as follows: 1. Drainage Analysis: A detention pond is proposed to contain the ultimate runoff. Additional information and calculations will be required with the final plat submittal. 2. Fire Hydrant: The back 180’ of the lot, as measured on the north and most conservative side is not protected by the 500-foot fire hydrant radial distance. The proposed residential structure will fall within the 500-foot distance, however the applicant is requesting a waiver on the rear portion of the property. 3. Utility Easement: A 7.5-foot utility easement will be provided along the west property line, as requested by TU Electric. 4. Easement Dedication: An easement dedication will be incorporated into the closing paragraph after the metes and bounds description on the final plat. 5. ROW Dedication: The ultimate right-of-way dedication is a total of 35 feet east of the existing centerline. The applicant has agreed to search for additional iron pins on the west property line and findings will be reported on the final plat. 6. Street Improvements: The Subdivision Regulations requires the developer pay ½ of the improvements required for Meadow Road. The applicant would like to execute a Covenant for these improvements. 7. Screening Wall: The Subdivision Regulations require a masonry-screening wall on property adjacent to a C4U or larger. The applicant is requesting a waiver of this requirement since it would not be consistent with the existing neighborhood. 8. Sidewalks: The Subdivision Regulations require sidewalks adjacent to all public streets. The applicant is requesting a waiver of this requirement. 9. Streetlights: The applicant is aware of the required street light and has agreed to it. All other issues related to this development have been addressed. This plat is in conformance with the Comprehensive Land Use Plan for the City of NRH. Recommendation: To approve PS 99-04 subject to engineers comments. _________________________ Steve Norwood, Managing Director of Development Services PUBLIC ACTION SCHEDULE: P&Z: 2/25/99 CC: 3/15/99 CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET February 11, 1999 PZ 99-02 Public Hearing to Consider the Request of Bill Dahlstrom for a Zoning Change from C2-Commercial to PD-Planned Development on Lot 3R1, Block 50 of the Nor’ East Addition (Located in the 5200 Block of Davis Blvd.) Ordinance No. 2368 Bill Dahlstrom is representing John Hancock Life Insurance in this rezoning request from C2- Commercial to PD-Planned Development. John Hancock is selling this property. The prospective buyer wishes to secure the uses permitted onsite such that any future revisions of the permitted uses for the C2 district will not adversely impact the leasing of this property. This property is already built and constructed. The applicant has provided an as-built site plan for your information. Please refer to Exhibit A of this cover sheet to see the uses the applicant is proposing for this site. The Planning Department has a concern regarding the uses that may be permitted in this planned development. There is an existing single family addition on the west and north sides of this property. At this time, it would seem appropriate to propose a gradient of uses such that the more intensive uses are located closer to Davis Boulevard and further from the existing residential development. This would mean that lighter uses would be proposed in buildings E & C of the attached as-built site plan. The ordinance attached to this cover sheet proposes a gradient of uses. All property owners within 200’ of this request have been notified. Staff has met with several residential property owners concerning this request. The property owners have generally been concerned about the future use of buildings E & C but are not concerned with the remainder of the buildings on the site. This rezoning request is in conformance with the Comprehensive Land Use Plan for the City of NRH. Recommendation: To approve PZ 99-02 and Ordinance No. 2368 as provided. _________________________ Christopher D. Baker; Planner Date: 1/5/2018 Re: P&Z Sub-Committee Regarding the Masonry Definition The Planning Department has received a letter from Mr. Carter Lyon of the Texas Bureau for Lathing and Plastering. Mr. Lyon is offering his services to the P&Z Sub-Committee on Masonry. He is interested in educating the Commission regarding the various masonry products that are available in the marketplace. This is not an action item for the Commission. However, staff is requesting some direction from the Committee regarding Mr. Lyon’s offer. Unfortunately, My. Lyon has a previous engagement on February 11, 1999 and will not be attending the PZ meeting. Staff will communicate to him your direction. Should you have any questions, please contact me.
