Baker; Planner Date: 1/5/2018 Re: Amendment to the Zoning Ordinance Regarding Masonry Requirements As you are aware there has been much discussion regarding the masonry building requirements for buildings in the City of NRH. As you are also aware, the P&Z recently approved an Ordinance that more definitively described what masonry means in the City of NRH. The definition approved can be summed to mean brick, rock, stone, or finished tilt wall. This Zoning Ordinance amendment was taken to the City Council for consideration. At the January 11, 1999 meeting, the Council voted to return this item to the Planning and Zoning Commission for further review and study. A copy of the transcript from the Pre-Council discussion has been provided for your review. The attached transcript is not approved and is in a draft version waiting final tough up for Council approval. The transcript, however, does provide you with information regarding the thought and desire of the Council. Staff is seeking direction from the Commission in order to develop an Ordinance that defines masonry building materials. Should you develop any questions, please contact me. City of North Richland Hills Planning and Zoning 817.581.5515 (Voice) 817.581.7536 (Fax) CITY OF NORTH RICHLAND HILLS PLANNING AND ZONING COMMISSION COVER SHEET JANUARY 28, 1999 PS 98-61 Consider the Request of Glen Jones for a Final Plat of Lot 3, Block A, Rufe Snow Village Addition. (Located at 6889 Hightower Drive) Glenn Jones is seeking a final plat of this 19.3-acre tract of land. The property is zoned R7- Multifamily and a site plan has been approved for the development by both the P&Z and City Council. The issues associated with this final plat are as follows: 1. Offsite Easements: offsite easements are necessary for this plat in order to gain access to water lines and drainage systems. The easements have been forwarded to the Public Works Department. The owner of the property where the easements are necessary has agreed to cooperate with the developer and the City. 2. Driveway Spacing: The applicant has been advised and has agreed to no additional curb cuts on Hightower Drive. The curb cuts approved with the site plan are 1 main entry for the project and a separate emergency access cut on the west side of the property. During the site plan approval process the Fire Department reviewed and approved the cuts. 3. Sidewalks: The applicant has been advised of this requirement and has agreed. 4. Streetlights: The applicant has been advised of this requirement and has agreed. Recommendation: To approve PS 98-61 subject to engineer’s comments. _________________________ Christopher D. Baker; Planner Date: 1/5/2018 Re: Public Hearing to Gain Input Regarding the Proposed Recommendations to the Stand Alone Sign & Landscaping Ordinances As a result of the presentation by the Land Use Ad-Hoc Committee on January 12, 1999, and the direction given by the P&Z at the meeting on January 14, 1999, a public hearing has been advertised for the Commission to obtain input from interested citizens regarding the LUAH Committee’s recommendations on signs and landscaping. The public hearing has been advertised in accordance with state law even though the Commission is not required to hold a public hearing on recommendations to ordinances that are not contained in the Zoning Ordinance. As part of the Standard Operating Procedure for P&Z meetings, video and audiotapes are retained as records of the meeting. All interested persons will have their input recorded in the records of the meeting. These records can be forwarded to the City Council along with your recommendations.
