OF THE CITY OF NORTH RICHLAND HILLS, TEXAS,
HELD AT THE COUNCIL WORKROOM, 4301 CITY POINT DRIVE

The Substandard Building Board of the City of North Richland Hills, Texas met on the
13th day of March 2018 at 6:00 p.m. in the Council Workroom.

1. CALL TO ORDER
Chairman Crowson called the meeting to order at 6:00 p.m.
2. APPROVAL OF MINUTES OF THE FEBRUARY 13, 2018 SUBSTANDARD
BUILDING BOARD MEETING.
MR. ROBERT MCCARY MOVED TO APPROVE THE MINUTES OF THE FEBRUARY 13, 2018
SUBSTANDARD BUILDING BOARD MEETING. MR. LYNN MOTHERAL SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 6-0.
3. SBB2018-64 PUBLIC HEARING AND CONSIDERATION WHETHER THE
STRUCTURE ON THE PROPERTY LOCATED AT 8008 OAK KNOLL DRIVE,
KNOWN AS BLOCK 4, LOT 6, FOREST GLENN WEST PHASE II AN
ADDITION IN THE CITY OF NORTH RICHLAND HILLS, TARRANT COUNTY,
TEXAS IS SUBSTANDARD WITHIN THE MEANING OF THE CITY'S
ORDINANCES AND ORDER REPAIR OR DEMOLITION.

Chairman Crowson called on Dena Milner, Code Compliance Officer, to present the
case.
Ms. Milner informed the Board that in the Substandard Building Board packet they would
find an aerial photo of the property located at 8008 Oak Knoll Drive. The property is
zoned R-2 and is currently vacant. The owner of the property per tax records is MuRai
Homes, LLC.The Deed from Tarrant County indicates the owners to be MuRai Homes,
LLC and My Flipping Family, LLC. The lienholder is Independent Oaks Capital Funding,
LLC. A vacate, repair or demolish letter dated December 11, 2017 was mailed certified
and the return receipt of delivery was dated December 15, 2017. The owner, as shown
on the county tax records, was notified by certified mail of this hearing on February 27,
2018 and the return receipt of delivery is dated March 2, 2018. At this time, we have a
Residential, Remodel/Repair Permit on file. The permit was issued March 7, 2018. An
application for an Electrical, Residential, Remodel/Repair permit was activated on
February 27, 2018. This permit has not been issued yet. The photos included in this
presentation are true and accurate photos.
Ms. Milner presented an aerial photo of the property located at 8008 Oak Knoll. Ms.
Milner stated that the property is zoned R-2.
Ms. Milner provided the Board with an overview of action taken to date for the structure
located at 8008 Oak Knoll.
• The home was severely damaged by fire on May 21, 2017.
• The property was sold on September 27, 2017.
• Minimum Standard notice mailed on November 20, 2017.
• An application for a building permit was submitted on November 22, 2017.
• A notice and order was mailed by certified mail and posted on the property on
December 11, 2017. Photo presented of Notice and Order.
• The title search was received on January 31, 2018.
• Notice of Hearing was filed with Tarrant County and posted on the structure on
February 26, 2018. The Notice of Hearing was mailed certified on February 27,
2018 and published in the Star Telegram on February 28, 2018. Photo presented
of Notice of Hearing.
• A Residential, Remodel/Repair building permit was issued on March 7, 2018.
Ms. Milner presented the following photos:
• Photograph 1 was taken on July 21, 2017 and shows the general condition of the
home as it was left after the fire on May 21, 2017.

• Photograph 2 was taken on March 12, 2018 shows the repairs that have been
made to the roof. Building Inspections authorized the homeowner to begin
replacing the roof framing in January 2018.
• Photograph 3 was taken on March 12, 2018 shows cut wiring to a light fixture.
• Photograph 4 was taken on March 12, 2018 shows an opening in the eave and
unfinished roof. The steeple requires additional work prior to completion.
• Photograph 5 was taken on March 12, 2018 shows the exterior of the structure
almost 10 months after the structure sustained damage in a fire. The roof repair
began in January 2018.
• Photograph 6 was taken on July 25, 2017 shows some of the interior and exterior
damage caused by fire.
• Photograph 7 was taken on March 12, 2018 shows the interior of the structure.
Damaged wall and floor coverings have been removed but have not replaced.
• Photographs 8 and 9 were taken on March 12, 2018 shows a vertical support that
is deteriorated at the base and a vertical support that has sunk into the balcony
floor.
• Photograph 10 was taken on March 12, 2018 shows cracks in the masonry
façade. This damage may have been caused by the fire or could indicate that the
masonry does not have adequate support on this elevation.
• Photograph 11 was taken on March 12, 2018 shows the I-Joist in the living room
ceiling which were left exposed to the elements by the damaged roof.
• Photograph 12 was taken on March 12, 2018 shows the progress on the new
roof.
• Photographs 13 and 14 were taken on March 12, 2018 shows that the structure is
open to the elements and remains unrepaired after a fire. The current condition of
the structure is substandard due to damage caused by fire and left unrepaired;
allowing additional damage when the structure was left open to the elements for
an extended amount of time.
Ms. Milner advised the Board that staff recommends that the Board find the structure to
be substandard and order that:
• All required permits must be obtained within 15 days of the board order.
• The building be repaired or demolished within 30 days of the board order.
• If the property owner fails to bring the property into compliance, the lienholder
should be granted the same time to repair or demolish the structure.
• If the property owner and lienholder fail to bring the property into compliance, the
city should be authorized to demolish the structure.

Chairman Crowson asked the Board if they had any questions for the City.
Mr. Deryl Brown asked if Ms. Milner could clarify, what permits had been obtained. Ms.
Milner replied they had obtained a Residential Remodel/Repair building permit and they
have submitted an application for an Electrical Residential Remodel/Repair permit that
has been activated. At this point, they only have the base permit.
Mr. Brown asked about how many interested parties/lienholders are there on this
property. Ms. Milner replied there are three interested parties. There are two property
owners and one lienholder.
Mr. Crowson asked how long is a permit valid for. Mr. Dave Pendley, Chief Building
Official, responded permits are valid for 90 days but after each subsequent inspection, it
renews for another 90 days.
Chairman Crowson opened the public hearing and asked for anyone wishing to speak
on the item to come forward.
Mustafa Jawadwala stepped forward and stated he is the co-owner of the property
located at 8008 Oak Knoll and Tracy Bennett is the other co-owner. Ms. Bennett was
brought into this project in January of 2018 with her valuable experience that has helped
tackle this project more effectively. As of now, I spoke to my contractor today about the
roof and the cone should be fixed tomorrow. We are working on getting approval from
the HOA for the brickwork. Also, hopefully getting the windows sealed by next week.
The house should be sealed and wrapped by the middle of next week. I assure the
Board we are doing everything in our power to get this project done as soon as possible
within code compliance codes and standards and the safety of the neighborhood
around. If the Board has any questions or concerns, he be happy to answer them or his
contractor. We do have a timeline schedule for the completion of the project. Our GC
"General Contractor", Tim, is here assisting us to make sure all the work performed is
correctly and all proper permits are obtained.
Chairman Crowson asked Mr. Jawadwala if the scope of work had been provided to the
City. Mr. Jawadwala said no but they have the scope of work with them and Tim, GC,
can provide a copy of it today and talk more about the scope. Chairman Crowson asked
that Tim, GC, come forward as he is familiar with the timeline of the project. The General
Contractor stated his full name to be Tim Slovacek and he came into the job last week.
He has worked with the owner, Tracy Bennett, for years. He has spoken with the
Inspector. We will get the permits and will get the mechanical, plumbing and electrical
completed and get the subcontractors are ready to roll. We have a timeline here that we
have worked on. It will take us 30 days if you can bless us with that time. We are
ambition to get this done and will pick up the pace of work. We will get a dumpster from
the city's vendor Republic. We have some structure and floor joist that will take some
time. TSI construction is ready to roll. The subcontractors for mechanical, plumbing and
electrical will have their permits next week. It is full speed ahead. We will try to maintain

a clean environment so neighbors do not complain. Chairman Crowson asked Mr.
Slovacek so you are saying you will have everything, carpeting ready to go in 30 days.
Mr. Slovacek said that would be unacceptable time to complete all items. Chairman
Crowson asked if that what he said. Mr. Slovacek replied no, that is not possible. We
have mechanical, plumbing and electrical with a timeline realistically to be completed by
May 7-May 11, 2018.
Ms. Tracy Bennett, co-owner of property at 8008 Oak Knoll Drive, informed the Board
that she joined the project not too long before Mr. Slovack joined. She and Mr. Slovack
have worked on several projects together. She has been flipping houses for 2 years.
She has done about 40 houses. Most of those projects have involved Mr. Slovack and
the subcontractors we are using on this project. Precision Plumbing Services will be the
plumbing company. B J Air Conditioning will be the HVAC company. TSI Construction
will be for electrical. It is her understanding that the major deadline on this project was
the engineer they hired who was certified deemed the floor joist and all the beams to be
acceptable yet the city didn't like the engineers report which is why we were having
problems with getting permits issued. Again, I have not been an owner of this property
long but the reason I joined the project is that my lender reached out saying Mr.
Jawadwala was having some problems with the city regarding the plans so he referred
me to help get the project back on track. I am confident in all the people and Mr. Slovack
we can get this completed. We are paying 12% interest and loan extensions and we are
both motivated enough from the financial aspect to get the house done.
Mr. Jawadwala commented that the biggest hurdle on this project is the groundwork and
getting the permits. Now, that we have gotten the permit we will be full steam ahead and
try to wrap this up as soon as possible to bring this up to safe standards according to the
ordinances. We have also been in communications with the neighbors and they seemed
to be happy seeing the roof go up. Rest assure we will not rest until this property is safe
and secured.
Chairman Crowson closed the public hearing.
Mr. Robert McCary asked Mr. Pendley if they have all the electrical, plumbing permits
now and not just the general permit. Mr. Pendley replied they have a permit for
energizing the panel, which I do not think has been done yet and they have their
general permit. The contractors putting in the HVAC, new electrical wiring and the
plumbing will all need to pull their own permits. We do not have those at this moment.
Mr. McCary moved that the board enter the following order concerning the property
located at 8008 Oak Knoll Drive legally described as Block 4, Lot 6 Forest Glenn West II
in North Richland Hills, Tarrant County, Texas to require all permits to be obtained
within 15 days of the board order. The building be repaired or demolished within 30
days of the board order. If the property owner fails to bring the property into compliance,
the lienholder should be granted the same time to repair or demolish the structure. If the
property owner and lienholder fail to bring the property into compliance, the city should
be authorized to demolish the structure. Mr. Brown seconded the motion.

The Board discussed the current motion and amending the motion with different
timeframes and requirements for scope of work. Ms. Martinez advised the Board that
according to the City Ordinance, the owner, lienholder or mortgagee shall not be
allowed more than 90 days to repair, remove or demolish the building or fully preform all
work required to comply with the orders unless the owner, lienholder, or mortgagee
submits a detailed plan time schedule for the work at the hearing.
Mr. Slovack provided the Board the scope of work. City staff reviewed the scope of
work.
MR. ROBERT MCCARY MOVED TO ENTER THE FOLLOWING AMENDED ORDER FOR SBB2018-64
DETERMINING THAT PROPERTY LOCATED AT 8008 OAK KNOLL KNOWN AS BLOCK 4, LOT 6,
FOREST GLENN WEST PHASE II AN ADDITION IN THE CITY OF NORTH RICHLAND HILLS,
TARRANT COUNTY, TEXAS, IS SUBSTANDARD; AND ORDERED THAT THE PROPERTY OWNERS
OBTAIN ANY REQUIRED PERMITS WITHIN 15 DAYS OF THE BOARD ORDER AND HAVE THE
STRUCTURES REPAIRED OR DEMOLISHED WITHIN 90 DAYS OF THE BOARD ORDER; AND IF THE
PROPERTY OWNER FAILS TO DO SO, IT IS ORDERED THAT ANY LIENHOLDER(S) SHALL HAVE 30
DAYS TO DO THE SAME; AND IF THE LIENHOLDER(S) AND PROPERTY OWNERS FAIL TO COMPLY
WITH THE BOARD ORDER,THE CITY IS DIRECTED TO HAVE THE STRUCTURES DEMOLISHED.
MR. DERLY BROWN SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 6-0.
3. ADJOURNMENT
