A. OATH OF OFFICE The Oath of Office was administered to Park and Recreation Board members who were reappointed in July 2017 and include: Tracye Tipps, Russell Mitchell, Marty Kusmierski and Mike Filis. C. CITIZEN COMMENTS There were no citizen comments. D. ACTION ITEMS D.1 APPROVE MINUTES OF THE JUNE 5, 2017 PARK AND RECREATION BOARD MEETING APPROVED Page 1 of 4 PARK BOARD MEMBER MITCHELL MOVED TO APPROVE THE MINUTES OF THE JUNE 5, 2017 PARK AND RECREATION BOARD MEETING. BOARD MEMBER REEVES SECONDED THE MOTION. MOTION TO APPROVE CARRIED 6-0. D.2 ELECTION OF CHAIR AND VICE-CHAIR PARK BOARD MEMBER TIPPS, MOVED TO NOMINATE MARTY KUSMIERSKI FOR THE POSITION OF CHAIR AND MIKE FILIS FOR THE POSITION OF VICE-CHAIR. BOARD MEMBER COMPTON SECONDED THE MOTION. MOTION TO APPROVE CARRIED 6-0. D.3 RESCHEDULE THE OCTOBER 2, 2017 PARK AND RECREATION BOARD MEETING TO OCTOBER 9, 2017 PARK BOARD MEMBER MITCHELL, MOVED TO RESCHEDULE THE OCTOBER 2, 2017 PARK AND RECREATION BOARD MEETING TO OCTOBER 9, 2017. BOARD MEMBER REEVES SECONDED THE MOTION. MOTION TO APPROVE CARRIED 6-0. E. PRESENTATION / DISCUSSION ITEMS E.1 DISCUSSION AND INPUT ON THE NORTH RICHLAND HILLS STRATEGIC PLAN UPDATE RELATED TO THE CURRENT AND FUTURE DEVELOPMENT DIRECTION OF THE CITY Mr. Clayton Comstock, Planning Director for the City of North Richland Hills, presented information on the Strategic Plan Update for the City. Mr. Comstock also facilitated a discussion and received input from the Park and Recreation Board for the Strategic Plan. E.2 PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION FY2018 OPERATING BUDGET Ms. Vickie Loftice, Managing Director of Community Services reviewed the proposed FY18 Park and Recreation Facilities Development Corporation Operating Budget. She also updated Park Board members that serve on PRFDC of the public hearing scheduled for August 28. E.3 PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION AND NRH2O'S FY2018 CAPITAL BUDGET Ms. Vickie Loftice, Managing Director of Community Services reviewed the proposed FY18 Park and Recreation Facilities Development Corporation and Park and Recreation Board Minutes June 5,2017 Page 2 of 4 NRH2O's Capital Budget. She also updated Park Board members that serve on PRFDC of the public hearing scheduled for August 28. F. DEPARTMENT UPDATES & GENERAL INFORMATION F.1 NRH2O FAMILY WATER PARK UPDATE Mr. Frank Perez, NRH2O General Manager, presented an update on activities at NRH2O. Highlights include: • NRH2O was presented with some weather challenges with the 5th wettest June in DFW history and several rainy weekends in July. Staff continues to work on new promotions as well as minimizing expenses. • Doggie Beach Bash is scheduled for Saturday, September 23 from 10:00 a.m. to 4:00 p.m. • As part of a radio station promotion with 93.3, NRH2O held a wedding on top of the Green Extreme. F.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital Projects. Highlights include: • Northfield Park — The construction manager is in the process of wrapping up all individual subcontractor bid documents so they can solicit bids. Once the bids have been received and vetted, staff will go back to council to amend our contract for the Guaranteed Maximum Price. Park staff is working with the Recreation Division to stop activities at Northfield Park by mid-September so construction can begin. • Green Valley — The Green Valley playground is currently closed for renovation. F.3 PARK MAINTENANCE AND OPERATIONS UPDATE Mr. Gary Bechthold, Parks Superintendent, presented an update on park maintenance projects for August and September highlighting the following projects: • The Parks Division has recently assumed management of the mowing services for the City's medians and right-of-ways. • A new A/C unit was installed at the Walker's Creek Park Concession Building. F.4 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall. Highlights include: • The NRH Centre held a Back-to-School membership special in August thru September. Park and Recreation Board Minutes June 5, 2017 Page 3 of 4 • Family Movie Night will be held on Saturday, September 16 at 7:30 p.m. "The Boss Baby" will be the movie shown. • Athletics recorded a record high in enrollment for Kickball with 17 teams. Softball registration did decline, due in part to the upcoming renovation of Northfield Park. • Athletics will be offering three new sports this Fall to help offset some of the lost revenue due to the renovation of Northfield Park. The new leagues will include Wooden Bat Softball at Walker's Creek Park, 4v4 Flag Football at Richfield Park and Men's Lacrosse at Green Valley Park. • The Senior Center will celebrate National Senior Citizens Day on Monday, August 21. • The next `Round the Town with Oscar is scheduled for Tuesday, September 5 at 6:30 p.m. • Registration is now open for the 2017 NRH Road Runner 5K Run and 1 Mile Fun Run. • On Saturday, October 7, there will be a concert and laser light show in front of City Hall. The concert will feature the Eggmen, a Beatles tribute band followed by a 20-minute laser light show presented by Laser Spectacles of Austin. • Night of Holiday Magic is transitioning to NRH Holiday Magic with a new date and new location. Holiday Magic will be held on Friday, December 1, from 6 — 9:00 p.m. and will take place along Hawk Avenue, Grand Avenue and Stormy Plaza. • Run Run Rudolph will be held on Saturday, December 2 at 8:30 a.m. at the NRH Centre. • The Grand Hall is doing great with their revenues and are currently at 107% of their budgeted revenue.
