C.1 APPROVE MINUTES OF THE AUGUST 7, 2017 PARK AND RECREATION

D. PRESENTATION / DISCUSSION ITEMS
D.1 NRH SENIOR CENTER PROGRAMS AND ACTIVITIES
Ms. Jodi Griggs, NRH Senior Center Supervisor, presented information on the
Senior Center programs, activities and services taking place at the NRH Senior
Center. Highlights included:
• Daily attendance for FY2017 —Averages 137 per day
• Volunteers hours — 180 volunteers logging 10,686 hours
D.2 DISCUSSION AND POLICY DIRECTION FOR EXTENDED USE RENTALS AT
THE GRAND HALL
Mr. Antonio Evangelista, Parks and Recreation Business Manager, provided
information on extended use rentals at the Grand Hall. Currently the Grand Hall
does not have a policy that addresses extended long-term rentals and is seeking
input from the Park and Recreation Board in creating a policy addressing long-
term rentals. The Grand Hall recently approved a weekly long-term rental with a
church for Sunday mornings, which is a non-peak time for the facility. The church
is in the process of building their own facility and staff expects the long-term rental
to last approximately one year. Prior to approving the long-term rental, staff
reviewed rental records and noted that Sunday mornings is a very underutilized
time for the facility. Extended long-term rentals would only be considered during
non-peak times or underused times for the facility. Allowing a limited number of
long-term rentals during non-peak times will assist the Grand Hall in reaching their
cost recovery goal of 100%. Discussion was held.
It was the consensus of the Board to allow extended long-term rentals on a limited
basis and only during non-peak times at the facility.
E. DEPARTMENT UPDATES
E.1 NRH2O FAMILY WATER PARK UPDATE
Mr. Frank Perez, NRH2O General Manager, presented an update on activities at
NRH2O. Highlights include:
• NRH2O was presented with some weather challenges with the 6th wettest
summer in DFW history. Initial numbers show the park with a decline in
attendance of approximately 8% and a slight increase in revenue of
approximately 1% versus last season.
• Doggie Beach Bash was held on Saturday, September 23 and had over 1,700
attendees (both dogs and humans). Approximately $12,000 was raised
benefiting the Animal Adoption and Rescue Center.
• Andi Bethard, Operations Supervisor, was a finalist for the 2017 Emerging
Leader award presented by World Waterpark Association.

E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS
Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital
Projects. Highlights include:
• Northfield Park — Dean Construction is currently in the process of bidding all
subcontractor work in order to develop a Guaranteed Maximum Price (GMP)
for the renovation of Northfield Park. Bids will be opened on Tuesday, October
10. Once all bids are vetted and the Guaranteed Maximum Price has been set,
staff will go back to council to amend the contract with Dean Construction.
• Park Infrastructure Maintenance (2017) — Double D Contracting completed
work on the pavilion and trellis shade structure at Liberty Park, Additional
playground fall surface material was installed at Adventure World, J.B. Sandlin,
Founders, Dr. Pillow, Norich and Liberty Parks
• Green Valley—Kompan has completed the playground installation which is now
open to the public.
• Bids for the Beachside Bay Cabana Project were rejected at the September 25
Council meeting. This project will be considered in the future as the budget
allows.
E.3 PARK MAINTENANCE AND OPERATIONS UPDATE
Mr. Gary Bechthold, Parks Superintendent, presented an update on park
maintenance projects for August and September highlighting the following
projects:
• Landscape/Horticulture Services — Removed roses in large beds at City Hall
due to rosette disease and installed yuccas. Installed 25 pallets of hardwood
mulch at City Hall. Chemically treated the cattails in the open shore areas at
Home Town Lakes.
• Parks Mowing Services — For cost efficiency Parks Maintenance has begun
overseeing the mowing of medians and rights of way. During this process staff
researched required specifications on a new landscape truck and new mowers
which should arrive in December.
• Sports Field Preparation—Applied 8,000 lbs. of fall fertilizer on all athletic fields.
Staff also preps 50 fields weekly for various youth and adult sporting events.
E.4 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND
SERVICES
Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the
NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall.
Highlights include:
• The NRH Centre website has been redesigned and is featuring a more mobile
device friendly platform. The new website was designed in-house by Sarah
Green and Garrett Peek and should be launched by the end of the month.
• The NRH Centre will be closed on Thursday, November 23.

• The fall season of adult softball concluded on October 2. Northfield Park will be
closed for renovations until September 2018. Athletic leagues at the Centre are
ongoing.
• Richland Tennis Center will host a Mid Cities Junior Tournament on Saturday,
October 28.
• The Grand Hall had a prenominal FY2017.
• Presented Special Event tri-fold.
• The NRH Roadrunner 5K and 1 Mile Run had 355 runners and walkers, up
42% from the previous year.
• The Laser Light Show and Concert featuring The Eggmen had approximately
1,200 in attendance. Staff has received a lot of great feedback on the event.
• The last `Round the Town with Oscar is scheduled for October 10, 2017.
• Hoot N' Howl is scheduled for October 28, 2017.
• Veteran's Day will be held on Friday, November 10, 2017 at 11:00 am.
• The 2017 Month of Holiday Magic will begin on December 1 with the Tree
Lighting and Family Festival from 6:00-9:00 pm and will take place along Hawk
Avenue, Grand Avenue and Stormy Plaza. Run Run Rudolph will be held on
Saturday, December 2 at the NRH Centre. Other activities include: Trim the
Tree at the NRH Library on December 6, Toy Drive at RTC on December 7,
NRH Baptist Choir performance on December 12 and Holiday Movie Night
featuring "Elf' on December 15.
F. INFORMATIONAL ITEMS
Ms. Loftice provided information on the Library's "Behind the Book" Series
featuring international authors. Alice Hoffman will be at the Library on October 11
discussing her new book "Rules of Magic" and Roseanne Montillo will be at the
Library on October 20 discussing her book "Fire On the Track"
