A. ACTION ITEMS C.1 APPROVE MINUTES OF THE OCTOBER 9, 2017 PARK AND RECREATION BOARD MEETING APPROVED PARK BOARD MEMBER REEVES MOVED TO APPROVE THE MINUTES OF THE OCTOBER 9, 2017 PARK AND RECREATION BOARD MEETING. BOARD MEMBER MITCHELL SECONDED THE MOTION. MOTION TO APPROVE CARRIED 6-0. Page 1 of 4 D. DEPARTMENT UPDATES & GENERAL INFORMATION D.1 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall. Highlights include: • NRH Centre revenues for FY17 totaled $2,336,699, down 1% compared to FY16. • The Winter/Spring 2018 Discover brochure will be available at the beginning of December. • The NRH Centre launched a new website featuring a mobile friendly layout and virtual tour of the facility. • The NRH Centre will be closed on December 24 & 25 for the Christmas holiday and will have abbreviated hours on New Year's Eve and New Year's Day. • Run Run Rudolph was held on Saturday, December 2 with 330 runners. • The NRH Senior Center is hosting a Christmas Luncheon on December 20. • Richland Tennis Center will hold their annual Toys for Tennis Tournament on December 12. • As part of the Month of Holiday Magic, the North Richland Hills Baptist Church Music Department will perform "Let There Be Light" on Tuesday, December 12 at 7:00 p.m. at City Hall. The holiday movie "Elf" will be shown on December 15 at the NRH Centre and The European Ensemble string performers will conduct a Christmas Concert in the lobby of the Library on December 18 at 7:00 p.m. • Chair Kusmierski commented that Holiday Magic was phenomenal. Staff received many complimentary comments the night of the event as well. D.2 NRH2O FAMILY WATER PARK UPDATE Mr. Frank Perez, NRH2O General Manager, presented an update on activities at NRH2O. Highlights include: • NRH2O is in the process of replacing the original main water filters with three new Neptune Benson Defender filters. The project should be complete by Christmas. • Polar Plunge is scheduled for January 20 at 10:00 a.m. • Season passes are currently on sale. D.3 PARK MAINTENANCE AND OPERATIONS UPDATE Mr. Gary Bechthold, Parks Superintendent, presented an update on park maintenance projects for August and September highlighting the following projects: Landscape/Horticulture Services: • Seasonal color updates have been completed at Liberty Park, City Hall and selected City entry signs. Park and Recreation Board Minutes December 4,2017 Page 2 of 4 • Park staff also completed landscaping bed renovations on North Tarrant Parkway and Blvd 26. • Landscape beds at NRH2O have been winterized. Sports Field Preparation: • Park staff prepped fields for softball, baseball, soccer, kickball and football during the fall months. • Park staff prepped and over-seeded a majority of the City's sports fields with rye grass. Special Events: • Park staff assisted with Hoot N' Howl, Veteran's Day, Holiday Magic. • Park staff will also be raising some of the community garden's planter boxes in December and January. D.4 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital Projects. Highlights include: • HomeTown Lakes Pedestrian Bridge Trail Development - Arcadia Development is nearing completion of the plans and specifications for the bridge, abutments and connector sidewalks to the Walker's Creek Trail. Once the plans are accepted, staff will solicit formal bids for the sidewalk connection work which should be constructed concurrently with the bridge construction by Arcadia. • Northfield Park— Dean Construction began construction on November 6, 2017. • Park System Signage — Staff is currently working on construction documents for the second and final round of Park Entry Signs. • Richfield Park Dugout Replacement— Double D Construction is working on the renovation of the remainder of the dugouts at Richfield Park. Ms. Loftice commented that staff would be coming to the Park Board in February with a list of projects proposed for the next CIP budget. Two of the projects to be included are the renovation of Linda Spurlock Park and the updating of the playground at Norich Park. E. INFORMATIONAL ITEMS Ms. Loftice announced that Dianne Spradling would be receiving the Supreme Service Award from the DFW Director's Association at their January 5, 2018 meeting. Ms. Loftice also expressed her appreciation to the Park and Recreation Board for the work they do in the community and advocacy for our department. F.
