HomeMy WebLinkAboutZBA 1999-03-18 Minutes MINUTES OF THE REGULAR MEETING OF THE ZONING BOARD OF ADJUSTMENT OF THE CITY OF NORTH RICHLAND HILLS, TEXAS MARCH 18, 1999 — 7:00 P.M. 1. CALL TO ORDER The meeting was called to order by Chairman Tom Duer at 7:00 p.m. 2. ROLL CALL Present Chairman Dr. Tom Duer Perry Christensen Cindy Martin Bill Schopper Paul Young City Staff Planning Director Marcy Ratcliff Recording Secretary Valerie Taylor 3. CONSIDERATION OF MINUTES OF JANUARY 21, 1999 APPROVED Mr. Schopper made the motion, seconded by Ms. Martin, to approve the minutes of the January 21, 1999 meeting. The motion carried unanimously. Chairman Duer explained that this board consists of five voting members and it requires four affirmative votes in order for a variance to pass. ZBA Minutes 1 March 18, 1999 4. BA 99-02 PUBLIC HEARING TO CONSIDER THE REQUEST OF JEFF GOSSETT TO VARY FROM THE HARD PAVED PARKING REQUIREMENTS ON LOT 3R1, BLOCK 2, OF THE A.G. WALKER ADDITION. (LOCATED AT 8721 GRAPEVINE HIGHWAY) APPROVED Chairman Duer opened the public hearing and asked the applicant to come forward. Mr. Jeff Gossett presented his request, explaining that because they have a very small lot, they received permission from an adjoining property owner to use an adjoining lot as overflow parking area. He stated that the lot currently has gravel on it, but he proposes to use a new product on the market that consists of recycled roof shingles. Mr. Gossett stated that he and the other property owner are considering developing the adjoining property so they don't want to spend the money to concrete the area, only to have to tear it out in six months. This product is much less expensive and can be striped or asphalted over. Mr. Gossett submitted pictures of two locations that have used this product as well as additional literature on the product. He stated that he was informed that the product will handle the weight and won't get ruts in it. He additionally stated if the ZBA granted the variance and decided they didn't like the appearance, that he would asphalt over it. He stated the product is packed with a roller and cured with heat and time. Ms. Martin stated that while she is sympathetic with the applicants situation, she does not want to open Pandora's box. Chairman Duer called for additional proponents. Mr. Jim Bell, Co-Owner of the Wienerschnitzel spoke in favor of the request, asking the ZBA grant the variance, and if they don't like it, they will be willing to asphalt over it. Chairman Duer called for any opponents. Seeing none, the public hearing was closed. After lengthy deliberation, Mr. Young made the motion to deny BA 99-02, allowing the applicant 60 days for compliance. Ms. Martin seconded the motion ZBA Minutes 2 March 18, 1999 and it carried with a vote of 4 — 1. Messrs. Young, Duer, Christensen and Ms. Martin were in favor of the motion. Mr. Schopper was opposed. 5. STAFF REPORT There was nothing to report. 6. CITIZENS COMMENTS There were none. 7.
