BOARD MEMBER SPRADLING SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5-O. PRESENTATION/DISCUSSION ITEMS: D.1 YOUTH SPORTS ASSOCIATION ANNUAL REPORTS Each year youth sports associations that use city facilities are required to present an annual report to the Park and Recreation Board. Mr. Ben Earley, Vice President of Richland Youth Association presented RYA's annual Report. D.2 PROJECT STATUS AND IMPLEMENTATION SCHEDULES FOR 2018 CAPITAL IMPROVEMENT PROJECTS Mr. Joe Pack, Senior Park Planner, presented the Project Status and Implementation Schedule for 2018 CIP projects. D.3 DISCUSSION AND DRAFT OF THE FY2018/19 CAPITAL IMPROVEMENT PROGRAM BUDGET Mr. Bill Thornton, Assistant Director of Parks and Recreation, presented the Proposed FY2018/19 Capital Improvement Program budget. Proposed projects include the following: • Linda Spurlock Park Renovation (Professional Services) • Annual Tree Planting • Park Infrastructure Maintenance Projects • RTC Infrastructure Maintenance Projects � Liberty Park Playground Shade • HomeTown Dock Replacement Park and Recreation Board Minutes February 5,2018 Page 2 of 4 E. DEPARTMENT UPDATES 8� GENERAL INFORMATION E.1 NRHzO FAMILY WATER PARK UPDATE Mr. Frank Perez, NRHzO General Manager, presented an update on activities at NRH2O. Highlights included: • The 11th annual Polar Plunge was held on January 20. Preliminary numbers show participants raised almost $15,000 for the Special Olympics. • NRH2O has begun their hiring and training for the 2018 Season. • Installation continues on the new main filtration system for the park. The project should be complete within the week with testing to occur in April. E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital Projects. Highlights included: • Northfield Park Redevelopment — The contractor is progressing with the construction of Northfield Park. Most underground work is complete as well as the final grading for the entry drive and parking lots. • Norich Park Playground Replacement and Shade Project—An RFP was issued on January 19, with proposals due on February 20, for the Norich Park Playground and Shade project. E.3 PARK MAINTENANCE AND OPERATIONS UPDATE Mr. Gary Bechthold, Parks Superintendent, presented an update on park maintenance projects for October, November and December. E.4 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall. Highlights included: • NRH Centre membership promotion, which will conclude on February 18, has received a great response. • NRH Centre Aquatics will host its first "Dive-in" movie night on March 2. Mr. Gatti's Pizza will provide free pizza. • Camp NRH registration is full. • Winter athletic leagues began in January. • Adult coed kickball registration will begin in February. • The seniors will be celebrating "National Sticky Bun Day" at their February 21 monthly luncheon and in March, they will be celebrating "National Strawberry Day". • Richland Tennis Center is gearing up with the schools and is scheduled to host eight tournaments in February. Park and Recreation Board Minutes February 5,2018 Page 3 of 4 - __ _ _� • RTC will also host a UTR (Universal Tennis Rating) tournament on March 3-4. UTR is a new type of rating system for tennis players based on their ability rather than age or gender. • The 2018 Sounds of Spring concert series is moving to the NRH City Hall Plaza. The 2018 lineup includes: April 13 —The Vinyl Stripes April 20 — Escape April 27 — BackRoads May 4 — Kraig Parker (ELVISFest!) May 11 — Buddy Whittington May 18 —American Jazz Composers Orchestra • The Daddy/Daughter Dance, held on Saturday, February 3, had the second highest attendance in 10 years. • Compass Christian officially began holding regular Sunday services at the Grand Hall on January 14. Staff commented that this has been a great partnership with minimal impact to the NRH Centre. • The Grand Hall is pleased to announce that Dana Whitfield has accepted the full-time position of Sales & Marketing Coordinator for the Grand Hall. Dana has been with the Grand Hall for 3 '/2 years serving as the part-time office coordinator. F. INFORMATIONAL ITEMS Board member Tipps congratulated staff on a great Holiday Magic event and inquired about a final attendance number. Staff does not have a final attendance number, but will reach out to Public Safety to see if they have an estimate. G.
