HomeMy WebLinkAboutCC 2018-05-21 Minutes MINUTES OF THE WORK SESSION AND REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS HELD IN THE CITY HALL 4301 CITY POINT DRIVE MAY 21, 2018 WORK SESSION The City Council of the City of North Richland Hills, Texas met in work session on the 21st day of May at 6:00 p.m. in the City Council Workroom prior to the 7:00 p.m. regular Council meeting. McGinnis City Attorney CALL TO ORDER Mayor Trevino called the meeting to order at 6:00 p.m. 1. DISCUSS ITEMS FROM REGULAR CITY COUNCIL MEETING. Council had no questions for staff. 2. WELCOME AND INTRODUCTION - PUBLIC OFFICIAL, PUBLIC EMPLOYEE OR CITIZEN. There was no one present to introduce at the meeting. 3. 2018 YOUTH ADVISORY COMMITTEE PROJECT PRESENTATION May 21, 2018 City Council Meeting Minutes Page 1 of 7 Assistant to the City Manager Kristin James introduced Luis Carrillo, Chair of the Youth Advisory Committee. Mr. Carrillo introduced the Healthy NRH initiative and shared facts, stats and barriers that keep individuals from living a heathy lifestyle and how the City of North Richland Hills can capitalize on the existing events and programs already offered to improve the health of our community. Mr. Carrillo also spoke to the benefits of a Healthy NRH as it will bring more attention to the existing programs and facilities, encourage and motivate a healthier and more active community while fostering a culture of camaraderie. In addition, citizens will become mentally and emotionally healthy through exercise and healthier eating. Individuals will feel more secure in knowing that their health checks are up to date and a chronic condition could be detected early before it becomes a problem. Lastly, Mr. Carrillo indicated the three major aspects of Healthy NRH are exercise, nutrition and preventative medical care. Vice Chair Naia Watkins-Garner spoke to the three focus areas in more detail. The focus area of exercise can utilize current City events like the Mayor's 5k and monthly bike rides and walks. In addition, it can include new and free events such as sunset/sunrise yoga, community dodgeball and kickboxing and utilize social media to provide "how to" videos by NRH Centre trainers. The nutritional focus can be achieved by collaborating with local chefs to provide videos on making healthy recipes and a healthy recipe of the week, partner with local churches to hold a community farmer's market event. The medical focus provides an opportunity for Medical City North Hills and the Fire Department to host a community health fair and create short social media videos on the importance of preventative care. Committee member Randy Rangel shared with Council opportunities for a Healthy NRH website. This would include: a calendar of events; information and benefits on living a healthy lifestyle; links to social media posts and online resources; highlight a healthy resident of the week; and share biographies of chefs, medical professionals and trainers that have contributed to the Healthy NRH campaign. The goal is to implement the initiative in April 2019 and the next steps include: (1) meeting with city departments (Parks and Recreation, Communications, Citicable, and Fire Department) to create and implement the initiative. (2) finalize a list of activities for year one; (3) reach out to the local chefs, Medical City North Hills, NRH Centre staff and churches to create social media content and events; and (4) create Healthy NRH website. The committee envisions the initiative will kick off at the 2019 Mayor's Walk. Chair Carrillo was available to answer questions from the Council. Assistant City Manager Paulette Hartman indicated Assistant to the City Manager Kristin James would be the staff liaison. Council had no objections. 4. GRANT OPPORTUNITY FROM THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS FOR MAIN STREET IMPROVEMENTS Planning Manager Clayton Comstock presented information on an opportunity to seek grant funding from the North Central Texas Council of Governments under the "Complete Streets" project. Staff is seeking Council's direction and support to proceed with the grant application to enhance Main Street, Center Street, and Snider Street that is located between Smithfield Road and Davis Boulevard. The estimated cost for the project is $1,488,000. The proposed street improvement includes: Main Street enhancements - rehabilitation of existing asphalt street and traffic calming and pedestrian crossing improvements at Snider and Main Snider Street enhancements - North of Main section to include construction of new concrete street to include angled on-street parking, 8+ foot sidewalk, grated street tree wells, and street lights (only on east side). South of Main section to include rehabilitation of existing asphalt street, streetscaping on both sides, and on-street parallel parking striped only on east side. Center Street enhancements - construction of new concrete street and streetscaping and parallel on-street parking only on east side. Mr. Comstock explained that due to the requirements of the 2009 Sustainable Development Grant for the Snider Street Extension, staff is recommending to relinquish the Sustainable Development Grant for Snider Street and move forward with the Main Street grant application. Mr. Comstock stated staff was seeking input and direction from the Council and was available to answer questions. Council had no objections with staffs recommendation. EXECUTIVE SESSION Mayor Trevino announced there are no items listed for Executive Session. CONSIDER APPROVAL OF CONSENT AGENDA ITEMS APPROVED May 21, 2018 City Council Meeting Minutes Page 4 of 7 A MOTION WAS MADE BY COUNCIL MEMBER LOMBARD, SECONDED BY MAYOR PRO TEM TURNAGE TO APPROVE THE CONSENT AGENDA. MOTION TO APPROVE CARRIED 7-0. B.1 APPROVE MINUTES OF THE REGULAR MAY 14, 2018 CITY COUNCIL MEETING. B.2 AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE TARRANT COUNTY TAX ASSESSOR/COLLECTOR FOR TAX ASSESSMENT AND COLLECTION SERVICES OF AD VALOREM TAXES FOR TAX YEAR 2018. B.3 CONSIDER RESOLUTION NO. 2018-014, AUTHORIZING THE APPLICATION FOR THE BUREAU OF JUSTICE ASSISTANCE BULLETPROOF VEST PARTNERSHIP FOR FY 2018. C. GENERAL ITEMS F.1 YOUTH ADVISORY COMMITTEE 2018 YEAR END REPORT Mayor Trevino called Youth Advisory Committee Chair Luis Carrillo to present the year end report. The Youth Advisory Committee ended the year with 16 regular members, with five members graduating this May. Those graduating are: Luis Carrillo (Birdville High School), Jillian Oujesky (Richland High School), Maddie Riscky (Richland High School), Ben Taylor (Richland High School), and Gabby Whitton (Richland High School). The committee is in the process of recruiting new members and will bring forward recommendations for the 2018-2019 academic year within a couple of months. Mr. Carrillo shared that through the guest speaker program, the committee had the opportunity to meet and hear from various staff members. This provided the members an opportunity to learn more about the city and the services it provides to its citizens. In May 21, 2018 City Council Meeting Minutes Page 5 of 7 addition, the committee hosted the NRH Dog Show on May 6, with proceeds going to the Animal Adoption and Rescue Center. Lastly, Mr. Carrillo presented the annual project. This year the Committee had a new initiative called Healthy NRH. The multi-faceted program will touch all residents of the city by capitalizing on current city events, programs and facilities by bringing on a larger educational aspect via social media, a website and additional free events. The program is designed to incorporate three components of healthy living; exercise, diet and preventive medical care. Mayor Trevino thanked Mr. Carrillo for the report. Staffs recommendation is to accept the report. There was no opposition from Council. F.2 CONSIDER APPOINTING A MEMBER OF CITY COUNCIL TO SERVE AS MAYOR PRO TEM FOR A TERM OF ONE YEAR. APPROVED Assistant City Secretary Traci Henderson informed Council the item before them this evening is to appoint a member of the City Council to serve as mayor pro tern for a term of one year. Mayor Trevino opened the floor for nominations. Mayor Pro Tem Turnage nominated Mike Benton. There being no other nominations, Mayor Trevino closed the nominations. A MOTION WAS MADE BY COUNCIL MEMBER WRIGHT OUJESKY, SECONDED BY COUNCIL MEMBER WELCH TO APPOINT COUNCIL MEMBER BENTON TO SERVE AS MAYOR PRO TEM FOR A TERM OF ONE YEAR. MOTION TO APPROVE CARRIED 7-0. G. EXECUTIVE SESSION ITEMS - CITY COUNCIL MAY TAKE ACTION ON ANY ITEM DISCUSSED IN EXECUTIVE SESSION LISTED ON WORK SESSION AGENDA Mayor Trevino announced that City Council did not convene into Executive Session and no action is necessary. H. INFORMATION AND REPORTS - COUNCIL MEMBER TURNAGE May 21, 2018 City Council Meeting Minutes Page 6 of 7 H.1 ANNOUNCEMENTS Mayor Pro Tern Turnage made the following announcements. Dive into summer fun at NRH2O Family Water Park. NRH2O will be open daily starting this Saturday, May 26, 2018. Visit NRH2O.com for hours of operation and a list of special events planned throughout the summer. City Hall and other non-emergency City offices will be closed on Monday, May 28, 2018 for the Memorial Day holiday. The NRH Centre, Iron Horse Golf Course and NRH2O Family Water Park will be open on Memorial Day. Garbage and recycling will be collected as normal. The NRH Senior Center will celebrate National Senior Center Health Day on May 30, 2018 by hosting a Health Fair from 10:00 a.m. to 1:00 p.m. in the Grand Hall. Stop by for educational information and free health screenings. Contact the Senior Center for more information. Kudos Korner - Fire Chief Stan Tinney, Managing Director of Parks and Recreation Vickie Loftice - With very short notice, Chief Tinney and Vickie Loftice stepped up to organize a group of volunteers to represent the City of North Richland Hills at a charity walk in a nearby city. Their willingness to do this is a reflection of their character and commitment to giving back to the community. Stan and Vickie are true servant leaders who have built a culture of giving within their departments. We appreciate their service and the example they set for all of our city employees. I.
