HomeMy WebLinkAboutCC 1986-05-05 Minutes MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD IN THE CITY HALL, 7301 NORTHEAST LOOP 820 - MAY 5, 1986 - 5:30 P.M. 1. CALL TO ORDER Mayor Echols called the Special Meeting to order May 5, 1986, at 5:30 p.m. Present: Dan Echols Dick Fisher Marie Hinkle Jim Kenna Virginia Moody Harold Newman Jim Ramsey Staff: Rodger N. Line Dennis Horvath Patricia Hutson Rex McEntire Absent: Richard Davis Jeanette Rewis Lee Maness Gene Riddle John Whitney Richard Royston Richard Albin Don Bowen Members of the Press 2. ROLL CALL Mayor Councilman Councilwoman Councilman Councilwoman Councilman Councilman City Manager Assistant City Manager Assistant City Secretary Attorney Mayor Pro Tern City Secretary Finance Director Public Works Director Purchasing Agent Director of Planning City Engineer Planning & Zoning Member 3. INVOCATION Councilman Fisher gave the invocation. 4. GN 86-40 CANVASSING MUNICIPAL RUN-OFF ELECTION RESOLUTION NO. 86-20 APPROVED Mayor Echols presented the following resolution: RESOLUTION NO. 86-20 May 5, 1986 Page 2 WHEREAS, on the 29th day of April, 1986, the Run-off Election was duly held to elect a person to fill the office of City Council Place Two; and WHEREAS, the canvass by the Mayor and City Council showed the following results: Byron Sibbet Mack Garvin Council Place 2 Council Place 2 240 286 BE IT THEREFORE RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, that the above canvass is approved and Mack Garvin is declared to be elected to City Council, Place 2, to serve until April 1988 or until his successor is duly elected and qualified. PASSED AND ADOPTED this 5th day of May, 1986, there being six Council persons present and Council persons voting for the passage and adoption hereof and _____ Council persons voting against the passage and adoption hereof. Councilman Ramsey moved, seconded by Councilman Kenna, to approve Resolution No. 86-20. Motion carried 6-0. 5. GN 86-41 OATH OF OFFICE Attorney McEntire administered the following oath of office to Mack Garvin, Council Place 2: OATH OF OFFICE I, Mack Garvin, do solemnly swear (or affirm), that I will faithfully execute the duties of the office of (City Councilman/Councilwoman or Mayor) of the City of North Richland Hills, State of Texas, and will, to the best of my ability, preserve, protect and defend the Constitution and laws of the United States and of this State; and I furthermore solemnly swear (or affirm) that I have not directly paid, offered, or promised to pay, contributed nor promised to contribute any money, or valuable thing, or promised any public office or employment as a reward for the giving or withholding a vote at the election at which I was elected. So help me God. Sworn to and subscribed before me the 5th day of May, 1986. Notary Public for State of Texas Mayor Echols presented Councilman Kenna with a plaque in recognition of his dedicated service to Council Place 2 from 1980 to 1986 to the City of North May 5, 1986 Page 3 Richland Hills, Texas. Mayor Echols expressed his thanks to Councilman Kenna for rendering his service to the city. Mayor Pro Tern Davis now present. Councilman Ramsey stated this was the plaque Mr. Kenna had been looking for a long time, but the Council was going to miss him. Councilman Ramsey stated he would personally miss him very much. Councilman Ramsey stated that Jim Kenna was one of those people that it is not so much what they do, but the presence they bring to the surroundings that they are in. Councilman Ramsey stated he felt that Mr. Kenna's keen sense of being able to look through some of the issues that the Council dealt with kept him and the Council on track. Councilman Ramsey stated he appreciated all that Jim and Sandy Kenna had done for the City of North Richland Hills and especially for this Council. Mayor Echols stated that the Council was in agreement with Councilman Ramsey. Mayor Echols stated he would reitterate his feeling that Mr. Kenna has been the Dean of North Richland Hills' Council and they have now made him the Dean Emeritus. 6.
