Finance Director Support Services Director Assistant Public Works Director Absent: Harold Newman Councilman DISClISSION ASSIGNMENT Councilman Gary Gilley, Richard Sawey, Director Gene Riddle of Utilities, and Ruth Ann McKinney, Assistant City Manager, with the City of Fort Worth briefed the Council on the need for system acce~s fees. The City Council agreed that the need is there, however the staff was directed to continue negotiations with the City of Fort Worth on the specific amount for these fees. John Barfield and Doug Long briefed the City Richard Royston Jeanette Rewis Council on their desire to construct a "county type" road through the north end of the City. -J.TEM APPROVAL OF PLANS ANDSPECIFICATIONS FOR FIRE STATION TRAINING CENTER AND ADMINISTRATION OFFICES PROPOSED REVISIONS TO THE SIGN ORDINANCE UPDATE ON ADMINISTRATIVE FEE STUDY DISCUSSION County Commissioner Bob Hampton was present to offer material and labor assistance from the county. Basically the City would fund half of this road and provide maintenance for an indefinite time until permanent improvements are made. Several citizens were also present and expressed their concern over proper drainage and the fact that it would be a penetration type of street. Although this project would enhance development and preserve right-of- way, the maintenance responsibilities are a drawback. The Council agreed to meet with the homeowners and developers at a later time. No discussion. It was agreed that the plans should be approved in the Council Meeting and we should proceed with advertising for bids. There'was some discussion on the language used in the Sign Ordinance. Councilman Ramsey would like portions rewritten in "laymans" terms as the proposed ordinance is extremely difficult to read and interpret. No discussion on this item. RNL related to the Council that the auditors felt that this was in our best interest to make this fund transfer. We will be required to appear before the Fort Worth City Council when the assessment hearings are conducted. INVOCATION Councilwoman Hinkle gave the invocation. 4. PRESENTATION BY CHAMBER OF COMMERCE HONORING MR. J. V. CURRY Mr. Charles Owen, President, Northeast Tarrant County Chamber, appeared before the Council. Mr. Owen explained the function of the Project Pride Committee. Mr. Owen introduced Mrs. Wanda Strong, Chairman of the Project Pride Committee. November 24, 1986 Page 2 Mrs. Strong stated that Mr. and Mrs. Curry had restored an old house at 6712 Glenview from an unbelievable state to become an asset to the City. Mrs. Strong presented Mr. and Mrs. J.V. Curry with a plaque of appreciation. 5. MINUTES OF THE REGULAR MEETING NOVEMBER 10, 1986 APPROVED Mayor Pro Tem Davis moved, seconded by Councilman Ramsey, to approve the minutes of the November 10, 1986 meeting. Motion carried 6-0. 6.
