Finance Director Assistant Public Works Director Absent: Virginia Moody Gene Riddle Richard Albin Councilwoman Public Works Director City Engi neer DISCUSSION ASSIGNMENT Mayor Pro Tern Richard Davis discussed the problems associated with City policy as it Chief McGlasson Richard Royston Stan Gertz relates to cleanup at construction sites. Our policy requires that the builder clean up construction debris on lots adjoining his property. It was decided that the policy would not be changed however the Council requested an increased awareness from the Police Department and Inspection Department on unauthorized dumping in the City. DAVIS MEMORIAL UNITED METHODIST CHURCH REQUEST FOR A DRIVEWAY APPROACH ONTO LOLA DRIVE NEAR DAVIS BLVD. CONSIDERATION OF AMENDMENT TO ORDINANCE 1080, ZONING ORDINANCE, SECTION 24.2 REGARDING MASONRY CONSTRUCTION OF COMMERCIAL BUILDINGS OTHER ITEMS Don Dietrich briefed the Council on the potential hazards that would exist by allowing an additional curb cut on Lola as requested by the Davis Memorial Methodist Church. A compromise was subsequently reached in the regular Council Meeting. A discussion was held regarding masonry construction of commercial buildings and various changes and options were discussed. It was determined that the wording would remain as proposed by the Planning and Zoning Commission. Marion Staples has requested 15 minutes with the Council to discuss her role as Chairman of the U.S. Constitution Bicentennial Committee. This will be placed on the January 12, 1987 Pre-Council Agenda. Councilwoman Hinkle addressed a letter that was distributed to the Council pertaining to the selection of Council members for the NlC Policy Committee. January 1, 1987 is the deadline for these nominations. RNl will discuss this with Ted Willis and will report back to individual Council members. Page Two 12/8/86 Gene Riddle Please Note Richard Royston Foll ow Up Jeanette Rewis RNl rEM DISCUSSION It was the consensus of the Council to have the City Attorney prepare a No Smoking Ordinance for discussion at a later time. The Council was reminded of the COG Dinner on Thursday. Mayor Echols distributed a letter pertaining to the City of Dallas and the Texas War on Crime. Mayor Echols asked that a Resolution be placed on the next Council Agenda supporting this action. Mayor Echols also distributed information on the 1986 Celebration of Peace and two letters pertaining to Wastewater Rate Study. Councilman Ramsey lead a discussion on the need for not only increased awareness but action which is necessary to combat the drug problem as it exists in Texas and in particular the mid-cities area. Councilman Ramsey stated in addition to the drug problem there are many other human needs that the City of North Richland Hills should address and take the lead in attempting to deal with these problems. He stressed the need to get all citizens involved and that this should be an area wide effort and not just North Richland Hills. Councilman Ramsey asked the City Council to consider an approach to the problem and that the subject be placed on a future Council Agenda. INVOCATION Councilwoman Marie Hinkle gave the invocation. 4. MINUTES OF THE REGULAR MEETING NOVEMBER 24, 1986 APPROVED Mayor Pro Tern Davis moved, seconded by Councilman Garvin, to approve the minutes of the November 24, 1986 Meeting. December 8, 1986 Page 2 Motion carried 4-0. Councilman Newman abstaining due to absence from the meeting. 5. PZ 86-61 CONSIDERATION OF AMENDMENT TO ORDINANCE 1080, ZONING ORDINANCE, SECTION 24.2 REGARDING MASONRY CONSTRUCTION OF COMMERCIAL BUILDINGS, ORDINANCE NO. 1421 APPROVED Mayor Pro Tern Davis moved, seconded by Councilman Fisher, to approve Ordinance Number 1421. Motion carried 5-0. 6. SO 86-16 REQUEST OF BUDGET INN FOR VARIANCE TO SECTION 4.2 (A) OF THE SIGN ORDINANCE APPROVED Mayor Echols called for anyone wishing to speak. Mr. Walter Leonard, attorney representing Budget Inn, appeared before the Council . Mr. Leonard stated that there was no frontage on the property of Budget Inn in which a sign could be located. Mr. Leonard stated that his client would like to erect a sign on one of the two locations that were proposed, as the Budget Inn was difficult to locate. Mr. Leonard presented a slide presentation to the Council to stress how it was difficult for people to locate the Budget Inn. Mr. Leonard stated that his client only had half the occupancy rate at the present time and that the proposed sign was needed in order to increase the occupancy rate. Councilman Fisher asked if the Budget Inn was a chain operation. Mr. Leonard stated that it was like a franchise but his client was the individual owner. Councilman Fisher asked if they would be willing to remove the sign that was presently on top of the Budget Inn. Mr. Leonard stated that they would be willing to remove the present sign. Mr. Mahendra Patel, owner of the Budget Inn, appeared before the Council. December 8, 1986 Page 3 Mr. Patel stated that he had owned the Budget Inn since January of 1985. Mr. Patel stated that he needed a sign so people would know where the Budget Inn was located. He stated that people who had made reservations were having difficulty locating the Budget Inn and that he was losing business because people that were looking for a place to stay did not know that the Budget Inn was even there. Mr. Patel stated that the proposed sign was needed to identify the location. Mr. Leonard reappeared before the Council. Mayor Pro Tern Davis asked Mr. Leonard what the size of the sign would be and if a 30 foot high sign was what they were requesting. Mr. Leonard stated that the sign would be 200 square feet and that they would prefer a 40 foot height. Mr. Leonard showed the Council a drawing of the proposed sign. Mayor Pro Tern Davis moved, seconded by Councilwoman Hinkle, to approve the proposed 200 square foot sign at the location B indicated on the drawing at the height of 40 feet and with the stipulation that the current sign on top of Budget Inn be removed. Motion carried 5-0. 7. GN 86-131 DAVIS MEMORIAL UNITED METHODIST CHURCH REQUEST FOR A DRIVEWAY APPROACH ONTO LOLA DRIVE NEAR DAVIS BOULEVARD APPROVED Mayor Echols called for anyone wishing to speak. Dr. Dean Posey, Pastor of the Davis Memorial United Methodist Church, appeared before the Council. Dr. Posey stated that he had several pictures that depicted locations that had curb cuts at a closer distance than they were requesting. Dr. Posey stated that when the plans were reviewed the proposed curb cut was refused. Dr. Posey ask the Council to consider granting the proposed curb cut. Various council members asked Dr. Posey questions regarding the proposed parking. They also voiced their concerns about the traffic congestion. December 8, 1986 Page 4 Mayor Pro Tern Davis moved, seconded by Councilwoman Hinkle to approve the curb cut on Lola with the stipulation that the church have their architect design a curb cut for a single exit-only-lane at an angle that would only permit an exit to the west, with a right-turn-only sign governing said exit; and to permit a second curb cut on Davis Boulevard. Motion carried 5-0. 8. CITIZEN PRESENTATION None 9. ADJOURNMENT Mayor Pro Tern Davis moved, seconded by Councilwoman Hinkle, to adjourn the December 8, 1986 meeting.
