A. CALL TO ORDER
Chair Kusmierski called the meeting to order April 12, 2018 at 5:30 p.m.

D. PRESENTATION/DISCUSSION ITEMS:
D.1 YOUTH SPORTS ASSOCIATION ANNUAL REPORTS
Each year youth sports associations that use city facilities are required to present
an annual report to the Park and Recreation Board. Mr. Orlando Ochoa, President
of North Richland Girls Softball League presented NRGSL's annual Report.
E. DEPARTMENT UPDATES & GENERAL INFORMATION
E.1 NRHzO FAMILY WATER PARK UPDATE
Mr. Frank Perez, NRHsO General Manager, presented an update on activities at
NRH2O. Highlights included:
• The first guests of the 2018 season will be on park on May 4.
� Registration for the NRHzO Music Festival is slightly down. Staff anticipated the
decrease due to new testing calendars for public schools.
E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS
Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital
Projects. Highlights included:
• HomeTown Lakes Pedestrian Bridge Trail Development — Arcadia
Development is consulting with their engineering team to redesign the
abutments for the new bridge. Once the plans are final, staff will release a bid
package for work related to the trail connections to adjacent neighborhoods.
• Trail and On-Road Safety Projects — City Council approved the Advance
Funding Agreement on March 26, 2018. Once the agreement is fully executed,
staff will begin the process of selecting a professional service consultant for the
project.
• Northfield Park Redevelopment— This item will be reported on during the joint
meeting with the Strategic Planning Committee.
• Norich Park Playground Replacement and Shade Project — A selection
committee chose Whirlix Design, LLC., as the local supplier of Landscape
Structure's products to be used in the playground renovation. The project is
scheduled to start in mid-July and be complete by mid-August.
E.3 PARK MAINTENANCE AND OPERATIONS UPDATE
Mr. Gary Bechthold, Parks Superintendent, presented an update on park
maintenance projects for January, February and March. Park staff have also been
focusing on the water park, medians and right-of-ways as well as cleaning up the
old mall site for parking for the Sounds of Spring Concerts as well as preparing 30
athletic fields for league play.

E.4 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND
SERVICES
Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the
NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall.
Highlights included:
� NRH Centre 6th Anniversary membership specials will be available through the
end of May 2018.
• The Mayor's Monthly Bike Rides and 1 mile walks began in April. The bike rides
and walks will be held at various sites on a rotating basis. The next bike ride is
scheduled for May 1 at NRH2O and the next walk will be held on May 3 at Linda
Spurlock Park.
• The Parks and Recreation Volunteer Appreciation Luncheon will be held on
April 26 at the Grand Hall. PARD will be honoring approximately 110 volunteers
and groups.
• Sounds of Spring Concerts will begin on Friday, April 13 and will be held at
NRH City Hall Plaza. Parking opens at 6:00 p.m. with the concert beginning at
7:00 p.m.
