A. B. CITIZEN COMMENTS There were no citizen comments. C. ACTION ITEMS C.1 APPROVE MINUTES OF THE JUNE 18, 2018 PARK AND RECREATION BOARD MEETING Page 1 of 4 APPROVED PARK BOARD MEMBER SPRADLING MOVED TO APPROVE THE MINUTES OF THE APRIL 12, 20'I8 PARK AND RECREATION BOARD MEETING. BOARD MEMBER REEVES SECONDED THE MOTION. MOTION TO APPROVE CARRIED 4-O. Frank Perez, NRH2O General Manager introduced Natalie Moore, Operations Supervisor, who replaced Kelli Allen. C.2 RECOMMEND AMENDING ARTICLE 1 OF CHAPTER 62 OF THE NORTH RICHLAND HILLS CODE OF ORDINANCES AND THE RULES AND REGULATIONS APPLICABLE TO PARKS, AND FORWARD A RECOMMENDATION TO CITY COUNCIL FOR THEIR CONSIDERATION Mr. Bill Thornton and Ms. Adrien Pekurney, Assistant Directors, introduced the item and reviewed potential/proposed revisions to the existing ordinance. The Board discussed possible revisions and agreed to continue discussion of this item at the August Park Board meeting. Chair Kusmierski requested the Board review the ordinance for any suggestions prior to the meeting. MOTION: BOARD MEMBER MITCHELL MOVED TO PLACE THIS AGENDA ITEM ON THE AUGUST PARK AND RECREATION BOARD AGENDA FOR FURTHER DISCUSSION AND/OR ACTION. BOARD MEMBER COMPTON SECONDED THE MOTION. MOTION TO APPROVE CARRIED 6-O. D. PRESENTATION/DISCUSSION ITEMS: D.1 YOUTH SPORTS ASSOCIATION ANNUAL REPORTS Each year youth sports associations that use city facilities are required to present an annual report to the Park and Recreation Board. Mr. Ken Harmon, President of Birdville Area Youth Futbol Association presented BAYFA's annual Report. D.2 2017 NORTH TEXAS REGIONAL BICYCLE OPINION SURVEY Mr. Michael Wilson, Park Planner, presented the findings of the North Central Texas Council of Governments (NCTCOG) 2017 North Texas Regional Bicycle Opinion Survey. D.3 UPDATE ON THE COMMON GROUND NRH COMMUNITY GARDEN Ms. Dianne Spradling, Common Ground NRH Community Garden Coordinator, provided an update on activities at the Community Garden. Highlights of the presentation included: the Community Garden being a teaching garden, two seminars are planned for spring and fall, and a new program called Junior Master Gardener will be implemented in the near future. The Community Garden also won the HEB & Central Market Green Bag Grant. Park and Recreation Board Minutes lune 18,2018 Page 2 of 4 E. DEPARTMENT UPDATES & GENERAL INFORMATION E.1 NRH2O FAMILY WATER PARK UPDATE Mr. Frank Perez, NRHzO General Manager, presented an update on activities at NRHzO. Highlights included: • NRH2O opened for its 24th season. • The NRH2O Music Festival had a successful run with over 17,000 guests representing more than 225 school groups • NRH2O set an attendance record for May with just over 34,000 guests visiting the park. • Dive in Movie Schedule kicked off on June 22 with the first movie being a family favorite, The Wizard of Oz. • The World`s Largest Swim Lesson will take place on June 21. E.2 ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS TRAIL AND ACTIVE TRANSPORTION IMPROVEMENTS Mr. Bill Thornton, Assistant Director, presented an update on Parks Capital Projects. Mr. Joe Pack, Senior Park Planner, presented an update on the following projects: • NRH Trail and On-Road Safety Projects — The project was funded by the Federal Highway Administration under the Transportation Alternatives Set- Aside Program. The project allows for costs related to architectural and engineering services, construction and state administrative fees. The total project budget is $771,620 with 80% (617,294) being funded federally and 20% ($156,326) being funded by the City of North Richland Hills. • Landscape improvements on Blvd. 26 and IH820 westbound service road — The landscape and irrigation project is funded 100% with funding from the Federal Highway Administration with oversight from the Texas Department of Transportation. Keep North Richland Hills Beautiful with oversight from Neighborhood Services was awarded $250,000 for landscape improvements at the subject location. The North Richland Hills Parks Department was awarded an additional $100,000 for the project under the Green Ribbon Program. Construction is expected to begin in August 2018. E.3 PARK MAINTENANCE AND OPERATIONS UPDATE Mr. Gary Bechthold, Parks Superintendent, presented an update on park maintenance projects with the Boy Scouts and Eagle Scouts including creating a Park and Recreation Board Minutes June 18,2018 Page 3 of 4 II new trail at Fossil Creek and creating Monarch Stations and bat houses along the ', trails. ' E.4 ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Adrien Pekurney, Assistant Director, presented an update on activities at the NRH Centre, Athletics, Senior Center, Tennis Center and the Grand Hall. Highlights included: • Summer programs began the week of June 4 at the NRH Centre with over 25 camps being offered throughout summer of 2018. The total number of campers increased from 62 to 85 campers. • Registration for the summer Learn to Swim program has begun with five two week sessions. • The Mayor's Monthly Bike Rides and 1 mile walks continue in August. The bike rides and walks will be held at various sites on a rotating basis. • The 2018 NRH Road Runner 5K Run and 1 Mile Walk along the BarField Trail will be held on Saturday, October 6 and Early Bird Registration is open. • Richland Tennis Center hosted several tournaments June and July. • The "Summer Songs" took place at the Song Space Outdoor Amphitheater at Dolce Plaza. • Two My Park NRH events were held in June, and featured a variety of city departments. • The Grand Hall hosted 174 events and 15 city and community partner events. F. INFORMATIONAL ITEMS There were no other informational items. G.
