A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS, TEXAS, AUTHORIZING AND ENDORSING THE
APPLICATION FOR THE 2018 OUR TOWN GRANT PROGRAM BY
THE NATIONAL ENDOWMENT FOR THE ARTS FOR VARIOUS
CREATIVE PLACEMAKING PROJECTS ASSOCIATED WITH THE
TEXRAIL COMMUTER RAIL LINE, AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City of North Richland Hills is committed to integrating art into daily life
and beautifying public areas, whereby improving our quality of life and
creating a distinctive identity for our community; and
WHEREAS, the City of North Richland Hills is also dedicated to bringing the arts in an
affordable and accessible way to the community; and
WHEREAS, the City of North Richland Hills recognizes that encouraging creative
placemaking projects with arts at their core has a positive effect on its
citizens; and
WHEREAS, the National Endowment for the Arts offers an "Our Town" Grant Program
in which a certain amount of federal funding is earmarked for creative
placemaking projects that contribute toward the livability of communities
and help transform them into lively, beautiful, and sustainable places with
the arts at their core; and
WHEREAS, the City of North Richland Hills is planning to submit an "Our Town" grant
application to infuse art and artful projects along the TEXRaiI Commuter
Rail Line; and
WHEREAS, the art projects will be located at Iron Horse Station, Smithfield Station and
along the Cotton Belt Trail as shown on Exhibit A, Conceptual Plan; and
WHEREAS, Art Tooth, an art consortium, will collaborate with the City in its "Our Town"
grant request.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, THAT:
SECTION 1. The City Council hereby finds that the recitals set forth above are true and
correct and are incorporated into this Resolution as if written herein.
SECTION 2. The application for funding from the National Endowment for the Arts "Our
Town" Grant Program is hereby authorized and endorsed by the City
Council for the project area.

SECTION 3. The City Manager is hereby designated as the official representative and
authorized to apply for the grant on behalf of the City and execute all
necessary documents.
SECTION 4. This Resolution shall take effect and be in full force and effect from and after
the date of its adoption, and it is so resolved; and all Resolutions of the City
Council of the City in conflict herewith are hereby amended or repealed to
the extent of such conflict.

Cotton Belt Trail Railway and Trail Mural: Proposed site placement for "Many Hands, One
Voice." Image for color concept only. This project is intended as multiple artist creation which
will be a colorful cooperative abstraction or literal representation that ties their work into the
theme of community.The idea is that every individual in our City is important and that we respect
and honor collective beliefs, histories and dreams.
